Roskomnadzor filed a lawsuit in court to restrict access to the information resources of the Telegram Messenger Limited Liability Partnership.
“Based on Art. 15.4 of the Federal Law "On Information, Information Technologies and Information Protection" Roskomnadzor on Friday, April 6, filed a lawsuit with the Tagansky District Court of Moscow demanding to restrict access in Russia to the information resources of the organizer of the dissemination of information on the Internet Telegram Messenger Limited Liability Partnership," the agency said in a statement .
According to Interfax , Roskomnadzor also filed a lawsuit against Telegram for failing to provide encryption keys at the request of the FSB. It is not yet known whether this is one or different claims.
On April 4, the deadline for the Telegram messenger to transfer the encryption keys for user messages to the FSB expired. The administration of the service refuses to do this, referring to the technical impossibility. Telegram also believes that the desire of the special services to have unlimited access to the messages of messenger users is contrary to the Russian Constitution. Roskomnadzor previously warned Telegram about blocking in case of refusal to provide encryption keys to the FSB.
The Minister of Communications of the Russian Federation Nikolay Nikiforov promised that after the trial in court with the case of the messenger, non-working regulations would be corrected. Concern about the possible blocking of Telegram was previously expressed by the Human Rights Council under the President of Russia. They suggested using market competition methods, program codes and self-regulation mechanisms instead of blocking.
