In many regions of Siberia, a state of emergency has been introduced due to the flood. In Altai, water flooded several areas, 1255 people were evacuated. Two people died. In Tuva, the Investigative Committee of the Republic in connection with flooding checks the work of local officials for negligence and inaction. The Siberian Regional Center of the Ministry of Emergencies called the territories that the second wave of floods in the near future: Altai, Khakassia, Tuva, Krasnoyarsk Territory and Kemerovo region and Kemerovo region

Altai Territory

On Altai, big water came on March 25. Farmer Alexander Aparinov from the Petropavlovsky district of the Altai Territory sailed on a rubber boat to feed rabbits. Otherwise, it was no longer possible to get to his farm. By that time, cows and pigs had already sank. It was necessary to save the remains of the economy. The boat turned over and the farmer could not get out on land. The ANUI River has been pouring here for several years and each time takes someone's life.

On the very first day, more than 200 houses were flooded in the area, about 500 people evacuated from the distress zone. On March 27, another local resident was found in the flood waters. On March 28, the Governor of the Altai Territory Alexander Karlin announced the emergency regime.

Following the water in the village, a powerful ice drift began, which special equipment cannot cope with. Huge ice floes move along the river, breaking everything in their path. The ice takes it right to the houses.

Tatyana Kozlova’s house from the village of Antonyevka is now completely destroyed:

- In one night, everything that rose with great difficulty for many years died. The local authorities are inactive! Help, please! She says.

Many residents of the Peter and Paul region left wet houses, wait for frosts from relatives. Those who have nowhere to go were placed at school and club. There are mattresses and hot meals. Anatoly Golubtsov from the green lobe of the Peter and Paul region says that almost all of the cattle died in the village. Until the last moment, people tried not to leave their homes and farms, hoping to save something. But a few succeeded. Svetlana Danilova from the same village says that it is impossible to return home.

- We spend the night with my mother, water also went into her house, but left quickly. We cannot get to ourselves, because snow fell. The car froze in the ice in the yard. The stove is wet. It is good that we did not have cattle, while others she died. We do not know how to dry all this now. During the day, freezes up to 10 degrees. Heat is promised only by the end of the week. Today I bought things to go to work - there was nothing, and now there is nothing to wash on. Mom has a bathhouse also in the water. I work in Sberbank, and the organization itself is now functioning in the same mode. I submit documents for financial assistance, but I don’t know if they will pay me something or not.

Svetlana recalls that on the eve of the flood, a notification of the Ministry of Emergencies came to the phone, but in the family they did not take him seriously. In 2014, the green dollars also drowned, but the water did not reach the porch. This time everything was different. Her family at about two in the morning was woke up by screams and the knock of neighbors.

I was just amazed when I saw that there were no rescue vests sitting in boats in boats

- If we slept, then, probably, everyone would drown. We do not live so far from the bridge, so the house got. The water first blocked the door, and we pulled out the 85-year-old mother-in-law through the window. There was still a child with us who was visiting the holidays. We were rescued by a local resident Alexei Ibrahimov, who has his own rubber boat. First, we settled in kindergarten, where we spent the night, and then moved to the mother. Now the child was sent to the city, his grandmother was taken by his second son. I do not remember such horror for all 38 years that we live in this house.

About how evacuation was organized, the victims say the following:

- Rescuers from the Altai Republic arrived on people who were cut off with water. The victims were taken out on motor rubber boats. My husband and I have former sailors, so I was just amazed when I saw that there were no rescue vests sitting in boats in boats.

Around the seething stream of water with ice! -Says a resident of Antonyevka Lyubov Cheprasova-girl . - But after the flood of 2014, we heard that funds were allocated for the purchase of not only vests, but also a rescue boat!

Mattress, linen and two pillows

According to Svetlana Danilova, a special commission has already recorded how much water was in her house and what was injured. On March 30, the family was given first aid: according to the mattress, a set of linen and two pillows.

- They give not everyone. The priority is low -income and large families. We hope for some compensation. What will happen, we do not know. They don’t tell us anything, they just make lists. In 2014, when they distributed compensation, they gave the same way to everyone - and those who drowned more and those who are smaller, ”says Danilova.

- Rescuers, of course, help, but I want to say that help needs to be achieved. Many are silent or content with the refusal of the authorities, but I am not like that. I have a father - a lying person, for seven years to my son and two years granddaughter, I can’t sit and be silent. We were brought by water, which did not go to everyone. On April 1, they issued a mattress, a blanket, a pillow, a bedding set. Again, not everyone. Father on UAZ in kindergarten, where the victims were placed, exported the head of the village council himself. But we searched for a long time, asked for transport, says Svetlana.

There is simply no answer to the question of why the low -snow winter in the Altai Territory turned into such a destructive flood. As often happens, official versions differ from unofficial versions.

Lyubov ChepraSova-girl has been living in Antonyevka since 2010. She say that earlier they were preparing for the flood, explosive work were carried out in advance. In 2018, for some reason they were not.

- This year, all winter the water walked on ice and congestion near the Mountain of Tea was already in early March. Even the city resident was clear that when the snow melts, the water would go from the Anuya channel to that part of Antonievka, which eventually turned out to be cut off, people live there and there is a livestock farm. We live on a high bank, our house is third from the shore, so we suffered only from the talus snow, which fell the day before. At the neighbors, the water went into the house, stood underground. In the village, the electric power control was washed away, for three days we were disconnected from electricity.

Farmer Andrei from the village of Anunuyskoye, Smolensk district, which lost in water, rising to a level of 2 meters, almost 500 pigs, says:

- Flooding began on March 28. Previously, this has never happened. People who live here do not remember the water to rise so much. The Ministry of Emergencies, probably, will have another opinion, but we have our own: the Ministry of Emergencies simply did not work on time. The margin would be visible immediately, if it had been blown up, then such an acute situation would not have arisen. Only on March 29, the Ministry of Emergencies began to bomb ice, and on the night of 29 to 30 water began to subside.

The dead animals in the Anunu economy were not insured. The farmer says that the peasants are thinking about this in the region last - there is constantly not enough money. He does not really count on some compensation, and if they are, they will not cover the damage that brought the flood. Farmers themselves prepared protection from water for two days, but realized that they could do little to do on their own.

- What can people with shovels do? Need a technique! If not for two tractors and a telescopic lift, I don’t know what we could save. At 5 in the morning we realized that we should start exporting cattle. First of all, the cattle were saved, as tribal breeds were recently brought. And almost 500 heads of pigs died. We take them to a cattle buffet. We ourselves watched how water was coming. For two days they prepared, blocked approaches to the lowlands so that it would not flood the farm. But such an onslaught is difficult to stop, especially by our means. Here you will not find a gravel car, so we defended ourselves. If not for manure, the water would go beyond the village. But he will not stop water - you need stone, gravel, clay and sand.

For reporting on the death of the livestock of pigs, local officials requested photographs from the farm. Farmers were categorically banned to distribute them in social networks.

“Still, they want everything to be exclusively in the pink light,” says Andrei and asks not to name his last name in the report.

On April 2, the press service of the regional government announced the disposal of the corpses of animals who died during the flood. The message clarifies that during the flood period "the mass case of animals is not registered." In total, according to the press service, 250 heads of cattle died, which, according to their estimates, is 0.03% of the total livestock in the Altai Territory. Local farmers say these numbers are incorporated many times.

On March 30–31, the water began to leave the most affected villages of the Peter and Paul, Krasnoshchekovsky and Solonashensky districts, but the frost hit the frost and snow. Specialized services stopped pumping out water in houses. In the State Emergencies Ministry, they consider this a kind of respite in front of the second wave of floods, which is expected in a few days. Now 46 settlements in 14 municipalities remain partially flooded.

The head of the Russian Ministry of Emergencies in the Altai Territory Igor Lisin assures that rescuers will have time to prepare - the frost gave time. Now, they say in the Ministry of Emergencies, about one and a half thousand people, more than 500 units of equipment are involved in the elimination of the consequences of the flood. In addition to employees of local divisions, 326 rescuers from Novosibirsk, Krasnoyarsk, Berdsk and Yekaterinburg provide assistance.

Tuva

At the end of March in Tuva, an active snowmobile began due to sharp warming. The village of Kaa-Kham of the Kyzyl district, in which 16 thousand people live, was flooded with Taly mountain waters. March 25 in the village announced the emergency mode.

249 houses, 148 people, including 33 children were in the flooding zone. From flooded houses, people were evacuated, someone now lives with relatives, someone in the village "Temporary Contents" (school, kindergarten, club, etc.).

Numerous photographs and videos of flooded streets and houses appeared on the Internet: stormy rivers are running along the streets of Kaa Hem, and in the houses of local residents the water reaches the knee.

Water is being pumped out of the houses now, people are trying to dry them. Now, as they say in the local administration, a special commission for damage assessment is working. In addition, the territory is disinfected. And the inhabitants of Tuva collect things for the injured from the flood.

-In the village, emergency recovery work is underway-11 streets were injured in total. The village was brought and put in order 415 people - these are employees of the Ministry of Emergencies, specialized services, 181 units of special equipment, from boats to bulldozers, are involved. There is a restoration of a destroyed protective structure - more than a million rubles have already been allocated to us. And more than 90 thousand - for the acquisition of the most necessary for the injured residents, says Leonid Khovlyg, First Deputy Head of Kyzyl Kozhuun. 78 people, including 35 children, were relocated to temporary points of residence.

Meanwhile, the Investigative Committee for the Republic of Tuva began verification after the flooding of the KAA-HEM. Its result may be the initiation of a criminal case under the article "negligence".

More effective measures were needed by local authorities

As the head of the press service of the UK in Tuva Alla Nursat told the Siberia.m. Reali correspondent, the local authorities claim that on March 23, that is, two days before the emergency, they allegedly warned the residents that the village could flood and called for them to leave their homes. But the locals say that they did not receive any warnings, otherwise they would have managed to, at least, save the most valuable property.

- In any case, more effective measures were needed by local authorities. Last year, in the same part of the village, the house was also flooded. But after this, the village and district authorities did nothing to make this not happen again, ”says Alla Nursat.

Now investigators seize the necessary documents from the administration, interview residents. The results of the audit will be known a month later.

The administration of the Kyzyl district, which includes the KaA-Hem village, is now talking about intentions to build a new protective structure, and later the dams and the drainage canal from the north side of the village, so that water from the mountains goes to the Yenisei, and not to the houses of residents. The administration promised that the construction of these structures will begin this year.

Khakassia

On March 29, the emergency regime in connection with the floods was declared in the Republic of Khakassia. In five regions of the region, houses and roads were flooded with meltwater. On April 2, frosts began in the republic, which so far restrain the melting of snow. However, the Ministry of Emergencies report that warming will begin at the end of this week and the area of flooded territories will increase.

In municipalities, lists of victims of meltwater are made up . On April 4, they indicate 357 people, the total amount of damage is 1 million 885 thousand rubles. Most of all, residents of the Beysky district of Khakassia - 220 people suffered from the floods.

Omsk

The flood in the Omsk region will begin approximately on April 12-14, according to Maxim Rybak , Deputy Head of the Main Directorate of the Ministry of Emergencies of Russia for the Omsk Region.

One of the first to begin to heat, according to the Ministry of Emergency Situations, the village of Zaton of Cherlaksky district. Founded in 1932 for 700 employees of the repair and maintenance base of the Irtysh shipping company, he experienced 13 floods. Now 62 families live in Zagon.

“As the Shulgin Hydroelectric Power Station will begin to spill in the Irtysh, and the meadows drown,” says the head of the village of Larisa Voronov , “well, there were also gardens, or even water will come to the underput. Somehow they followed-the dams were put, pumped out, blocked. And in the 2000s, the base was closed, and it went-a year and a year after drowning. I have a house on a hill, a little so lucky: I even plant a garden in June - carrots, potatoes. But in the spring I go to the apartment only in rubber boots.

After the first flood, in 2001, the residents of Zaton began to knock on all instances, write to the head of the district, the governor, the president, and the General Prosecutor's Office ... According to Larisa Voronova, "two Chinese bags of unsubscribes" have already accumulated. In early April 2018, the Governor's Canal solemnly reported that Zaton would be settled before the flood, expected the other day. But no one has been settled so far.

“Nobody ordered us to collect suitcases, but we are not waiting for,” says Larisa Voronova. - It is clear that now nothing will happen. They promised at least - thank God. The documents were collected, already taken to the area. Yes, they have been ready for us for a long time - we live in emergency mode. Now the catch is that the authorities do not know how to pay housing. They want torturing not by actual area, but by social norm - 18 meters per person. We have big at home. Although for the money that Zaton is "saved" every year, for a long time it was possible to build each of us according to the palace.

The head of the Cherlak district, Yevgeny Sokurenko, admits:

- It is unlikely that we can resettle to the flooding. Next year, maybe. But I will not say for sure. We are waiting. And we work tightly with the Ministry of Construction. We determine the order.

So the inhabitants of Zaton are preparing to meet big water and count mainly only on themselves.

“During the flood, the courtyard floods the yard so that I only go out in a rubberized suit - on the chest,” says Lyudmila Gromova, “30 centimeters in the house. We are preparing now, of course, we raise furniture for churbachki, animals, now, in addition to dogs and cats, we don’t hold almost anyone. We harvest products, the Ministry of Emergencies brings water, there is no store. We try not to turn on the electricity until June, until the water goes off - it will be crowned and burning everything without looking at the flood. True, they offer to move to the evacuation points for a while, but how to quit a house - we can swim in almost anyone in a boat. They made a little, but that's it. In the first time, the looters often ran in, many houses pulled out.

Yakutia

In Yakutia, due to raising the water level in the rivers, floods are expected in 166 settlements. Large cities of Lensk, Olekminsk, Yakutsk may also be flooded. This was announced on April 3 by the first deputy chairman of the government of the republic Alexei Kolodeznikov at a meeting of the Government Commission for the prevention and liquidation of emergency situations.

According to Kolodeznikov, an unfavorable situation is expected in the area of the Kolyma River near the village of Zyryanka and the city of Central Middle Kolya.

The Government of Yakutia, without waiting for damage from the floods, asks the residents to prepare in advance for evacuation, collect valuables and begin to drive cattle. The commission instructed the relevant services to organize the delivery of the necessary medicines, food products, check the readiness of sanitary brigades, as well as prepare temporary placement points.
