In Russia, a spring draft in the army has been declared. It is supposed to call 128 thousand young people (only 113 thousand will go directly to the Armed Forces, the rest will replenish the ranks of the Russian Guard, the Ministry of Emergencies, the Ministry of Internal Affairs and a dozen departments where military service is provided), which is 14 thousand less than a year ago. Representatives of the Russian military department, as a year ago, argue that the reduction in the number of draftees is purely planned: this happens, they say, due to the fact that the number of soldiers undergoing a contract under the contract is growing.

If things really were in this way, then one could only rejoice. The Russian army goes to professionalization with semi -steps. It turns out that Vladimir Putin did not exaggerate so much when he promised last fall: “We must keep in mind that we are gradually leaving the service at all ... So it will take a short time when this issue will be irrelevant.” If you believe the military department, you can come to the conclusion that a little more, and the call will become voluntary. Only those who decided to connect their lives with armed forces or other power structures will be held military service, but could not enter a military university.

Officially, the number of the army is 930 thousand military personnel, in reality, judging by indirect signs, it does not reach 800 thousand.

However, alas, these joyful prospects turn into a mirage in a collision with reality. The main thing is that, contrary to statements, the number of contractors since 2016 has not grown and froze by 384 thousand. It remains only to be surprised at the impudence of the military leaders who hang noodles on the ears to the leaders of the country and the public, not afraid that someone will show them the data that they presented at the final collegium of the Ministry of Defense in December 2017. The version that the call is reduced due to the growth of the number of contractors is failing due to the fact that the Ministry of Defense does not manage to fulfill Putin’s order and bring the number of military personnel to one million (the officially the number of the army is 930 thousand military personnel, in reality, judging by indirect signs, it does not reach 800 thousand). After all, if everything is so good and in the military registration and enlistment office lines from those who want to serve, why not manage the armed forces completely?

The call is reduced not at all by the will of the Ministry of Defense, but due to the fact that those who can be called is simply physically not: now, and in the next 10 years, the number of young men who will be executed annually by 18, doomed to fluctuate within 600–615 thousand people. Thus, they call everyone who can be called - about 250 thousand recruits. There is no one else. It is this unpleasant fact that the Ministry of Defense chiefs are trying to hide the discussions about the excess of conscripts.

But contrary to lies, reality makes itself felt. Russia entered a new Cold War . This confrontation requires the presence of millions of soldiers under a gun. The military leaders are doomed to report on the creation of new divisions. Recently, the commander -in -chief of the ground forces, Oleg Salyukov, announced the creation of 7 combined arms divisions (in total, according to official statements, more than 20 divisions have been created since 2015). But there are no personnel to fill out the states of new divisions.

And under the conversation that there are no problems with the armed forces, the State Duma is sharing in the first reading a law that charges citizens with something that seemed unthinkable several years ago. “Citizens subject to a draft for military service, but who did not receive the summons during the period of the end of the military service, are obliged to independently appear in the commissariat for receipt of the agenda no later than the day of the start of the next call,” the bill says. The document offers a new system for obtaining summons by conscripts. According to amendments made to the State Duma, they are proposed to be sent by registered writing, which can be obtained not only by the conscripts themselves, but also by adult members of their families, as well as persons authorized to represent their interests in relations with draft commissions. "

The initiators of the adoption of this law announced an inconceivable figure when discussing in the Duma: as if 170 thousand draftees did not receive summons. This means that the call system does not work at all. After all, it turns out that more than a third of young people who could be called up for more than a third of young people. If this would be true, this would mean a complete collapse of the acquisition system.

It will be necessary to track and bring tens of thousands of people to criminal or administrative liability. It is clear that in such a situation the law can only be applied selectively. It is no coincidence that the media appeared that in this way the authorities intend to neutralize opposition youth. Indeed, to any young man detained at the rally, you can apply a new law and immediately “cut his forehead” in an unable to guilty person. And that the adoption of the law will result in a multiple increase in bribes to employees of military commissariats, and there is no need to speak. But the authorities are going on to this, clearly wanting to replenish the army at least some additional number of recruits.

Another innovation is a permit for a second medical examination for those who have already passed the military enlistment office once and was recognized as “limitedly suitable”, received a military ID and was enrolled in the reserve without service in the Armed Forces. That is, we are talking about people who at one time received the legal right not to serve in the army, and then voluntarily suddenly decided to change this status. I must say that diseases by which the young man is recognized as “limitedly suitable” for the most part incurable: scoliosis, flat feet, blood diseases, cardiovascular pathology, and mental illness. That is, if you call a spade a spade, those who once “rang out” from military service for a bribe will go to the repeated commission, and then suddenly decided to serve the homeland.

The meetings of the medical board are doomed to turn into the ongoing holiday of St. Yorgen: in the eyes of shocked doctors, the lame will begin to march, and the blind will turn into snipers. It turns out that those who should be judged for malicious evasion of military service will be sent to the army.

The military does not hide the fact that this is not at all about the people healed magical. “This is such an opportunity for people who, due to health reasons, could not serve, they were transferred to another category. And at the same time, it turns out that many citizens say: yes, we, we know, thought that this would help us, we have forged something there, maybe some documents. And it turns out that it seems we were, as we were healthy, but we thought there that we should not go through military service precisely for health reasons. But then they realized with age, and they say that we are healthy. Well, we look at the testimony of doctors, right? Maybe something was swallowed by this when, on examinations, he shows that he really has such as some kind of darkening in the body. And they did not take such people into the army, the specialist doctors made their conclusion, ”the acting head of the Main Organizational and Mobilization Administration of the General Staff of the Russian Armed Forces, Lieutenant General Yevgeny Burdinsky reported a few tongue-ups. The military leader believes that those who want to re -pass the commission and go to the army will be at least three thousand.

One can only guess the motives of these conscripts. If the decision is voluntary, then the only thing that comes to mind: these recruits of the second category decided to connect life with power structures, in which the service requires perfect health. And “limitedly suitable” they certainly cannot get there. Another explanation: the military began on their own initiative to conduct repeated medical examinations. And when it turns out that people with disabilities are healthy, they are strongly recommended to serve voluntarily. Everything would be nothing, but there are fears that in the future, a “voluntary” decision on the re -passage of the medical board can turn into a mandatory one. And the military registration and enlistment offices will begin to regularly pull sick people on the medical board, which will again increase the bribe streamness of the survey process.
