American Democratic Congressman Joaquin Castro proposed a bill that would ban transactions with Russia's new sovereign debt.
Vedomosti writes that according to the bill, sanctions must be imposed by US President Donald Trump within 60 days after its adoption. No later than 90 days after the imposition of sanctions, the President will prohibit US citizens from engaging in transactions with Russian sovereign debt issued on or after 180 days after the imposition of sanctions. The President must also block or prohibit all transactions involving all property or interests in the property of financial institutions specified in the bill. We are talking about Sberbank, VTB, Gazprombank, Bank of Moscow, Rosselkhozbank, Promsvyazbank, Vnesheconombank.
In mid-March, the Ministry of Finance placed Eurobonds worth $4 billion. Russian investors accounted for only about 5% of the issue. In total, the 2018 budget provides for external loans of $7 billion.
