
The College of the Moscow City Court (the chairman - Olga Nedelin) confirmed the verdict to the former head of the Ministry of Economic Development Alexei Ulyukaev, sentenced to eight years of strict regime in the case of receiving a bribe. It is reported by "Mediazona".
The court canceled the additional punishment imposed by the ex -Minister - an eight -year ban on working in the civil service and in local governments after liberation. Otherwise, the verdict of the Zamoskvoretsky district court was left unchanged.
On December 15, 2017, the judge of Zamoskvoretsky District Court Larisa Semenova found the ex-minister guilty in part 6 of Article 290 of the Criminal Code (receiving a bribe on an especially large scale). Also, a former official was appointed a fine of 130 million rubles (equivalent of an alleged bribe of $ 2 million).
At the hearing in the Moscow City Court, the former minister said that judge Semenova’s verdict “discredits the judicial system” and asked “to“ make a fair decision ”.
In court, the head of Rosneft Igor Sechin acted as a witness. During the consideration of the case in the court of first instance, he did not appear at the hearing four times, ignoring the summons. The head of the oil company confirmed that Ulyukaev allegedly demanded a bribe from him during a meeting in Goa in 2016, where the Brix summit was held.
According to investigators, Ulyukaev demanded from Rosneft Money for the legal issuance of a positive opinion and evaluate "regarding the purchase of a state stake in Bashneft with this company. Otherwise, the accusation claimed, he threatened to create obstacles to the work of Rosneft.
On the evening of November 14, 2016, FSB operatives detained the official at the headquarters of the state-owned company after meeting with its President Igor Sechin. At this meeting, the head of Rosneft in the presence of the vice-president of the company, General of the FSB Oleg Feoktistov, handed Ulyukaev a bag, where, as it turned out after the detention of the minister, there were $ 2 million. According to Ulyukaev himself, he was sure that the bottle of wine was in the bag. Sechin personally led a hidden audio recording of the conversation.
Ulyukaev was placed under house arrest. Hearing on the merits of his affairs continued on August 16, 2017. At the first meeting, the defendant accused Sechin and Feoktistov of provoking a bribe. Ulyukaev also announced a provocation arranged by Sichin during the judicial investigation, during interrogation on November 27.
Due to the failure of Sechin, Feoktistov became the main witness, interrogated in closed mode on September 20.
At the trial, Feoktistov said that it was he who found $ 2 million to transfer to Ulyukaev. According to the general, colleagues from the FSB informed him of the need to conduct an “operational experiment” and instructed to find cash for him. This money, according to Feoktistov, he "asked his good acquaintance, a private investor." “Without explaining to him the reasons: he still does not know why this money,” the general assured. The name of the "good friend" did not appear in the publication.
The investor continued Feoktistov, brought him $ 2 million to the headquarters of Rosneft. “I also took them to the corresponding unit of the security service, where I transferred them to the employee according to the act,” said the security forces.
On the morning of November 14, 2016, FSB operatives again brought money to Rosneft. One of the visitors, Feoktistov said, instructed Sechin how to behave during a meeting with the Minister. The operative advised the head of Rosneft, "so that the line (his) behavior was absolutely normal" and "so that there were no provocations." RBC, citing Feoktistov, reported that he received money for an “operational experiment” from a certain Valery Mikhailov. According to RBC, this person worked in the structures of Rosneft before the summer of 2016. It is known that Mikhailov is associated with 90 legal entities, of which 41 are current companies. Four of these companies are indirectly related to Rosneft - the Belarusian department to increase the oil transmission of strata and capital repair of wells (UNPP and CRC), LLC Businesstrast and LLC Profinvest, as well as M.M. Romanov LLC. Mikhailov is a member of the Board of Directors of the Belarusian UNPP and CRC, and until 2009 he was the deputy general director of the owner of this enterprise, the company RN -Service. According to the former colleague of Mikhailov, he could not have free money in the amount of $ 2 million.
As noted in the publication of the BBC, Sechin himself, in his testimonies, also reported that Feoktistov was engaged in the search for money for an “operational experiment”.
According to the case file, it was also said in the publication, it was the Feoktistov who compiled a denunciation of Ulyukaev - Sechin only signed this paper.
