Inventory for colonies and pre -trial detention centers: human rights activists discussed the order of the Federal Penitentiary Service of Russia No. 512

Public examination of the order of the Federal Service for the execution of sentences dated July 27, 2006 No. 512 “On approval of the nomenclature, the norms of ensuring and the life of the furniture, inventory, equipment and household items (property) for institutions that perform criminal punishments in the form of imprisonment, and investigative insulators of the penal system”

By order of the AZ of the Federal Service of the Penitentiary Service of July 27, 2006 No. 512 “On approval of the nomenclature, the norms of ensuring and the life of the furniture, inventory, equipment and household items (property) for institutions performing criminal punishments in the form of imprisonment, and investigative insulators of the penal system”
Installed:
-timing of operation of furniture, inventory and household items for dormitories (cameras) and communal and domestic objects of institutions performing criminal punishments in the form of imprisonment, and investigative insulators of the penal system (Appendix 1 to the order);
-the norms for providing furniture, inventory and household items for institutions that perform criminal punishments in the form of imprisonment, the penal system (Appendix 2);
-norms for providing furniture, inventory and household items for investigative insulators and prisons of the penal system (Appendix 3);
-the norms for ensuring furniture, inventory and household items of the medical units of institutions performing criminal punishments in the form of imprisonment, and investigative insulators of the penal system (Appendix 4);
-the norms for providing equipment, inventory and economic property for communal and domestic facilities that perform criminal punishments in the form of imprisonment, and investigative insulators of the penal system (Appendix 5);
-the procedure for providing furniture, inventory, equipment and household items (property) of institutions performing criminal punishments in the form of imprisonment, and investigative insulators of the penal system (Appendix 6).

According to the results of the discussion, it is recommended:

1. Pay attention to the fact that the requirements of the order about:
- provision of boilers;
- the presence of water for water in the reading room of the library;
- installation of screens - 1 m -height partitions to cut off the toilet cabin in the cells of the schizo, PCT, EPT.

2. Review the overstated life of some inventory positions that give rise to an inventory deficit, when it comes to a state after which it can no longer be repaired:
- bedside table - 13 years;
- TV - 10 years;
- refrigerator - 10 years;
- mirrors - 12 years;
- chairs - 9 years;
- electric kettle - 7 years;
- electric boiler - 5 years.

3. Make changes to order No. 512 of 2006, bringing it into line with modern realities.

4. Review low security standards:
- TVs, currently 1 TV per detachment is provided; At least 1 television receiver for 10 people should be provided;
- brooms and scoops, which are provided at a rate of 5 pieces per 100 people;
- from 3-4 refrigerated cabinets to a detachment up to 5-10, depending on the number of convicts in the detachment;
- stools in the meal room (at present, the presence of 2 stools is provided);
- electric boots (currently 1 boiler for a detachment is provided).

5. supplement the security standards with the following inventory:
- the presence of microwave ovens in residential cells of pre -trial detention centers and prisons, premises for eating;
- floor rug in the searches;
- The installation of the watch is not only in residential sections of correctional institutions, but also in production facilities, a club, a reading room of the library, a walking courtyard, a schizo and PCT cameras.

6. The list of property must be included:
- information terminals;
- Electronic books;
-stationary volumes phone phones;
- microwave stoves;
- floor and desktop fans;
- audioplayers;
- shovels and brooms for the production of cleaning streets.

7. Where it is possible, tanks with drinking water must be replaced with coolers.

8. In the waiting room of the meeting room, it is necessary to provide for the installation of chairs.

9. In the premises of a schizo (dizo), the cabin for sitting should be replaced with benches or stools.

10. The PMC of the constituent entities of the Russian Federation and other subjects of public control carefully study the order of the Ministry of Justice of Russia No. 512 of 2006.
