The inhabitants of Plotnikovo created a petition against the placement of the TBO training ground on their territory

The authors of the petition call the decision on the placement of the TBO training ground in Plotnikovo "absolutely illiterate" and unacceptable in relation to people who have built their summer cottages and houses for decades. More than a thousand people signed the petition.

The text of the petition posted on the Change.org website states that people have chosen these places for permanent residence and have been investing huge funds for many years in improving the infrastructure of the village and summer cottages (in the roads and modernization of networks). It is also said that on the territory of the planned landfill there was a reserve earlier, the documents for which were not re -registered in time.

The authors argue that the winds of the winds in this area are located in such a way that from January to June the prevailing north winds will poison the air of the villages of Mikhailovsky and Plotnikovo, and in the summer the winds are directed to summer cottages, where at least 15 thousand people live for 7-8 months a year. In addition, it is indicated that the placement of the landfill in this area will lead to an exacerbation of the epidemiological situation within a radius of at least 15 km, and this will affect not only residential and country towns with a population of more than 100 thousand people, but also the remnants of agricultural production, especially livestock, which is absolutely not consistent with the program of the President of the Russian Food Security.

The authors of the petition, which is addressed to the head of the Department of Natural Resources and Environmental Protection of the Novosibirsk Region, Yuri Marchenko, is given to the inevitable growth of the criminogenic situation in nearby territories.

“The placement of such an object on the territory of the Yarskaya River is a delayed bomb for residents of the entire Novosibirsk, which will cause irreparable damage to the health of a huge number of citizens, nature and ecology not only the area around, but also the entire hydraulic system, including the interests of tens of thousands of gardeners, summer residents and villagers and residents of the city,” the authors finish the petition of its authors.

At the end of 2017, Andrei Travnikovsaid that the authorities are discussing a new territorial scheme of waste management. The working group, according to the new parameter of the concession agreement on the construction of garbage plants, is considering the proposals of the placement of four enterprises instead of two, the head of the Ecoproser JSC Larisa Anisimova told RBC.

“The current version of the territorial scheme provides for the placement for the cluster of four objects of waste with the sorting line. The first direction is the Gusinobrodskoye. The second is the upper tula. Further - Berdsk and Moshkovskoye, ”said Anisimova.

In 2016, the Novosibirsk Ministry of Housing and Public Utilities entered into a concession agreement with Ecology-Novosibirsk LLC for the construction of garbage sorting complexes and training grounds in Razdolny and Verkh-Tula. The project worth 6.5 billion rubles was designed for 40 years, the investor's beneficial income compensates for the regional budget - up to 2 billion rubles a year. In September, it became known that 75% of the share of Ecology-Novosibirsk LLC was redeemed by the St. Petersburg group of VIS, which is also the concessionaire of the fourth bridge across the Ob.

From the reporting documents "Ecology-Novosibirsk" it follows that the 75% share was received by the Moscow LLC Project Financing LLC, created in August 2016. The company is fully owned by PF VIS LLC. Previously, 80% of the company belonged to Ecology LLC, which are Igor Fraint, Ekaterina Nevzorova and ex-deputy State Duma Valentin Bobyrev, and 20%-lawyer Yuri Tuktarova. Now, according to Kontur-Focus, the Ecology company has 13%left, but Fraint and Nevzorova as individuals had 4%each. Tuktarova’s share decreased to 4%.

“VIS” is one of Gazprom's main contractors, associated with Igor Snegurov and Dmitry Ryabov. The latter is headed by JSC “Mosenergo” Igor Rotenberg, son of Arkady Rotenberg, friend of the Russian President Vladimir Putin. However, the representative of Igor Rotenberg declared Taiga.info about the absence of his chief of interests in the region. The group, in turn, announced Ryabov’s exit from the business, but, according to Kontur-Focus, he is still listed as a co-owner of the PF “VIS” LLC.
