The Main Directorate of the Ministry of Internal Affairs for Moscow opened an administrative case after the discovery of an unauthorized dump behind the Fundamental Library of Moscow State University.

The existence of a problem was indicated by the Russian Presidential Council for the Development of Civil Society and Human Rights. At the end of March, law enforcement officers checked the information received and found that next to the Moscow State University building there was a garage-construction complex "Strela", on the territory of which unidentified persons organized a waste disposal site without obtaining the appropriate license.
