On April 13, the Tagansky Court of Moscow decided to block access to Telegram in Russia due to the refusal of the service administration to provide the FSB with encryption keys. A few hours later, Roskomnadzor added the messenger website and its web version to the register of prohibited resources.

Telegram founder Pavel Durov asked users not to delete applications and promised to add a function to bypass blocking. He added that at first this function may work intermittently due to high demand, and 100 percent operation of the service without a VPN is not guaranteed.
