The budget for improving the conditions of detention of prisoners is almost doubled

In the new federal target program "Development of the penal system for 2018-2026", almost half the funds were allocated to finance places of imprisonment than in the previous one, approved at the end of 2016 for a period of 2025. This was reported by "Kommersant" with reference to the government decree on the entry of the program into action. The document signed by Prime Minister Dmitry Medvedev was published on April 6; On the official legal information portal, he appeared on the 13th.

If in the 2016 program, 96.5 billion rubles were allocated to finance the FSIN institutions, then in the current document - a little less than 55 billion. At the same time, a year and a half ago, it was planned to build new pre -trial detention centers for 10 thousand prisoners at the expense of the program, while now we are talking about 11 insulators for 11 thousand people.

Also in the new program, in order to bring the conditions for the detention of prisoners to international standards, it is planned to build 14 new regime buildings with 3400 seats and reconstruct about 100 auxiliary facilities. Along with this, it is supposed to create more than 8 thousand new places in colonies of various regimes and open 11 houses of the child with colonies.

Especially, the document is indicated, the lack of places is felt in the annexed Crimea. In the only Simferopol SIZO-1 Peninsula, according to the program, about 1.8 prisoners account for 1st place.
