Roskomnadzor announced the discovery of IP addresses of push notifications that Telegram uses to bypass blocking

Roskomnadzor discovered the IP addresses from which Telegram sends push notifications to bypass the blocking, head of the department Alexander Zharov said in an interview with Russia Today.

“We are aware of this technology, its IP addresses have been identified. We are currently developing a technical solution for this blocking bypass technology,” Zharov said.

• Telegram sends push notifications to users, through which the messenger application updates the network settings and thus switches to a new server to bypass the blocking.
• Providers and Roskomnadzor cannot intercept information that comes in push notifications, because push notifications are controlled by manufacturers of mobile operating programs - Apple and Google.
• If Roskomnadzor blocks the IP addresses from which Telegram push notifications come, then users may stop receiving push notifications not only from the messenger, but also from other applications.
• Telegram was blocked in Russia on April 16 based on the decision of the Tagansky Court of Moscow. The lawsuit against the messenger was filed in connection with the refusal of Telegram to provide the FSB with encryption keys from users' correspondence.
• Roskomnadzor also entered about 17 million IP addresses of the largest hosting providers, Amazon and Google, into the register of banned sites. Telegram uses the addresses of these cloud services to bypass restrictions.
