And to balance this, to make society fair, you can only approach the state with more stringent criteria - and not with less strict.

It’s not scary if a person has violated any deadlines, made mistakes, did something out of the template. The state can survive this. And it should help fix. But if the state is mistaken, this should entail severe consequences (because systemic errors affect or can affect the interests of millions).

Citizen built a house without documents? - The task of the state is not to demolish, but to help legalize. Officials closed their eyes to violations during the construction of a shopping center? Serious sanctions are needed. And so on, here you can also endlessly multiply examples.
