The number of complaints about the violation of human rights since 2015 has doubled
In 2017, the Russians filed 41 thousand complaints of violation of human rights to the Commissioner for Human Rights Tatyana Moskalkova. This is stated in her report, writes Kommersant.
The number of appeals has doubled compared to 2015. Moreover, a third of complaints (12.7 thousand) concerned criminal cases: refusal to initiate proceedings, the unreasonableness of prosecution. Another 7.2 thousand complaints were associated with violations of housing legislation.
About rallies
Separately, Moskalkova settled on the problem of compliance with the rights of rallies. According to her, in 2017, 41.1 thousand events took place in Russia, 12 million people took part in them.
According to the Ombudsman, the procedure for coordinating rallies was excessively bureaucratic, she proposed to give the organizers of the shares to submit documents through public services. Moskalkova suggested legally to resolve the relations of the organizers with officials, demanding from them to come to compromises.
She also insisted that it was necessary to stop the practice of detaining the rally participants with only police officers, and the design of the report by others who unknown the circumstances of the incident.
Moskalkova suggested legally to ban the involvement of schoolchildren in protest, calling it unacceptable.
About garbage
The Ombudsman recalled that garbage plants are the least preferred method of waste disposal. She referred to the research data of Greenpeis, which stated a “significant increase in the risk of developing the most severe oncological, allergic diseases, and other irreversible consequences for people living next to garbage plants.”
