In Ugra, a scandal around the program "Available housing to young" is unfolding. The promised subsidies are not paid, but from those who still managed to receive them, the authorities are trying to withdraw money back. This is often hundreds of thousands of rubles per family. People have no idea where to get that kind of money, and protest against their exclusion from the preferential program. On Sunday, April 22, rallies and mass pickets were held in seven cities of the region. Next time, people threaten to block the federal highway P-404, connecting Tyumen and Khanty-Mansiysk.

- It’s not necessary to campaign people, they themselves go. Our goal is to attract the attention of the authorities, the media. Maybe this rally will not help, but then we will spend another one. Something needs to be done, already tired. People are very offended and angry with the local authorities. They put all idiots and now do nothing. We understand that there is no money in the district, but someone led to this? Let them admit at least their guilt, says the organizer of the rally Irina Kravtsova.

In 2005, the Khanty-Mansi Autonomous Okrug-Yugra Duma adopted a program to improve housing conditions, within the framework of which residents of the region will be able to get subsidies by buying an apartment in a mortgage, and thus regain part of the money spent. Five years later, it turned out that there were a lot of people who wanted to get a subsidy, and there is not enough money, as usual. Then the region of the region limited participation in the program "Young Family" by the age bar - 36 years. Then, in all documents, the requirement that a program participant should live in the district of the district over the past 15 years unexpectedly.

Today in the queue for the subsidy costs 25 thousand people, many of them have been waiting for the promised payments for more than 7 years, instead of the 3-year-old mortgage agency promised by the employees of the Mortgage Agency. At the same time, the executors of the program unexpectedly began to exclude from it those who had already managed to join a mortgage.

In 2008, Elvira Hyglyamova moved to the Khanty-Mansi Autonomous Okrug from Bashkortostan with her husband and child. For two years, the Aglyamovs rented official housing, and in 2010, the Ugra mortgage agency reported that they were falling under the conditions of the Young Family program. Participating in it, you could buy an apartment in a mortgage from the program banks, and when it reaches the line, to receive subsidies for each child in the amount of the cost of 12 square meters. m acquired housing.

“We provided all the documents, in addition did not demand anything from us, although we saw that we came from another region,” says Elvira Iglyamova. - At the consultation, I said that my spouse had drawn up a gift agreement for a share in the apartment of my parents. We asked if there would be a share in Bashkiria by an obstacle, to which they answered us: "No, that you, the program are district and funded from the district budget for those who actually live in Ugra." In general, they sang beautifully, called into the program. In November, we submitted documents and notified us about registration. In May 2011, we bought an apartment and immediately began to extinguish a mortgage, everything, as expected. We began to receive compensation from the interest rate.

In May 2016, a second child was born in the Aglyamov family. Following the order provided for by the program, the parents immediately began renewal of housing, highlighting the share of the new family member. Already in October, the family was notified that they reached the turn of the subsidy, and asked to update the package of documents. The renewal procedure presented the Surprise by Aglyamov: the request to Rosreestr showed that the head of the family in childhood participated in privatization and to this day is the owner of a share in the parental apartment in Bashkortostan.

Are we an organized criminal group?

- We had no intent to hide it. But on November 8, we receive a notice of refusal to provide subsidies and notification that we are excluded from the program, since at the time of registration we submitted false documents and deceived the mortgage agency without indicating property in the Russian Federation. And, they say, this is the basis for exclusion from the program. That is, we allegedly were not in need.

The Aglyamov family was called scammers and sent a document in which an agreement with a mortgage agency was invalid. This implies not only the termination of contractual relations, but also the refund of compensation for part of the interest rate. For seven years, this amount reached 700 thousand rubles - that is how much Elvira and her family had to be returned within 30 days.

“The lawsuit came from the construction department, they are the programs of the program, and the mortgage agency is authorized for its implementation,” Elvira said. - They are sitting on the same address, Student, 29, probably in one office even. I filed a lawsuit against a mortgage agency on the recovery in the program. When we received a notification that we were being removed from the program, the specialist girl warned us: “You don’t even try, do not waste time and money on lawyers, the courts are all on our side and make decisions in favor of a mortgage agency. This is the government’s money. Though you do something, you still have to return it.” Now they want to tear out from us everything that they paid for seven years, for 30 days. What is this business, what kind of cycle of money? People say that about 200 families in the same situation as ours. There would be 5-6 families, we could talk about fraud and intentionally concealing information, but not 200 people. Are we an organized criminal group?

The lists of the waiting list are in the public domain on the website of the Mortgage Agency of Ugra, but it is not so simple to find out the number of those who retired from the program. The only source of information is the participants themselves. Families, who have not yet been waiting for subsidies and excluded from the program, maintain communication and regularly exchange information about the progress of litigation, trying to help each other in the struggle for their rights.

In November 2017, a court hearing in the Aglyamov case was held in Kogalym. Elvira personally defended her interests in court and predictably lost. She filed an appeal in the district court, but the meeting on March 20 ended in the same way.

- We write letters to the president, sent to the governor, to the district and federal government, in the name of the president, but nothing, only unsubscribing. Now we sent a letter to the Prosecutor General, we are very waiting for the answer. They say that we and our letters are very angry in Khanty-Mansiysk. Probably, now there is no money in the budget, they have not provided for subsidies, and now the largest number of people are thrown out of this program, cling to everything that is possible, ”says Elvira.

Residents of Surgut Elena Noskova in December 2011 reported on the inclusion in the program. She was given a term of two years to purchase an apartment. In 2013, the single mother, together with her son, moved to Surgut, bought an apartment and concluded a tripartite agreement-everything in the prescribed manner. And two years later, Elena was summoned to the court: when submitting an application, the employees of the mortgage agency incorrectly divided the quadrature.

- These three years I tried to forget this madhouse. They have not yet met such a situation as mine, ”says Elena. - The lawyer immediately told me that I illegally participate in the program, and they admit their mistake that they made a calculation incorrectly. Before taking an apartment in a mortgage, I lived in a three -room apartment in Nizhnevartovsk. There were four shareholders: I, sister, mom, dad. Based on this apartment, a shortage of quadrature was considered. As they explained to me in a mortgage agency, when a child is born, he is registered with his mother’s share, he has no right to others. My son and I divided my share, and it turned out that we have 17 square meters. m for two. So they advised me when I entered the program. And the lawyer claimed that it was necessary 68.4 square meters. m divided into five, including the son.

For six months, Elena defended her housing in court, first in Nizhnevartovsk, then in Surgut and, finally, in the district court in Khanty-Mansiysk. She took a five -year -old son with her to meetings, spent a lot of money on lawyers. Representatives of the mortgage agency each time represented new calculation methods. In the end, even the judges got confused.

- The documents were accepted, as I understand it, a legally competent girl, a senior specialist. I say: could your specialists of this level not divide 68.4 by 5? It turns out that you have been involved in this program fraudulently? To which they answered me that this is "just a mistake." But I honestly provided everything. I would understand if I had concealed something in my package of documents, I didn’t report something, as many are now identifying real estate in the Russian Federation. I only had that three -room apartment and that's it, on my part everything was honest, ”Elena explains. -I went to the court in Khanty-Mansiysk with my son, where they provided the third version of the calculation. Then the judge raised the lawyer of the mortgage agency and began to report. “You will disgrace our Khanty-Mansiysk. I am ashamed that you come here and cannot prepare and provide a calculation. The person has a third court, an apartment at Kon. You leave her with a child on the street. You need to dismiss everyone,” Elena retells the words of the judge.

As a result, the mortgage agency was refused all the requirements, Elena was left alone in anticipation of a subsidy.

- I was so scared, I thought we would be left on the street. For those six months, while the courts were going, my son and I flew into such debts, everything went to lawyers, plus a mortgage.

But two months ago, Elena again sent a claim on behalf of the mortgage agency. She connects this with her letter in the name of the governor, in which she complained about the duration of the expectation of the subsidy. It was after this that the executors of the program again demanded to terminate the agreement.

-I received a notification from Khanty-Mansiysk, and I already thought: "Lord, subsidy!" I was so happy, the happy flew to the post office, in the department I speak with everyone, the mood is excellent. I think that really my letters stirred something, helped after all. Imagine my reaction when I opened the envelope? The hour could definitely not talk, ”Elena recalls. “I don’t ask you to keep myself when I worked, we had enough for us calmly.” Now, except for the "souls", on the part of the mortgage agency, I have not seen anything. Nothing answered a new claim. I just wait and do not understand what to do. How to sue if I have already won the court? I'm really scared. Every time I go into the porch, I immediately look into the mailbox. If they sue me, I have nothing to fight with them.

We were hinted that it is better to arrange a divorce a year before reaching the age bar

Young families of Ugra are trying to stay in line in all possible ways. A resident of Nefteyugansk Lilia Skryabin , like many other participants in the program, is even ready for divorce to achieve the age of 36 years of age no reason for exclusion.

- We were hinted that it is better to draw up a divorce a year before reaching the age level to collect all the documents and resolve the issue with the bank. Yes, the only option is only a divorce, ”says Lilia. - We hope that at the rally we will at least hear us, we no longer expect measures that they will take measures. We have already burned: families who were registered in 2010-2011 were simply deceived by officials. But you can warn the population that is now trying to get into the same situations in these interest and subsidies that they will never wait. To convey to the people that these programs do not work.

The director of the mortgage agency Yevgeny Chepel, in general, does not comment on the situation. On April 18, on the eve of the protest shares, the Governor of Ugra Natalya Komarova held a personal meeting in a video conference mode with some participants in the program from Nefteyugansk. The meeting was held closed, however, according to local activists, the head of the region did not say anything encouraging, but only turned to the participants themselves: "offer options."

People, however, have fewer options. Rallies do not help, and next time the injured program participants threaten to block the R-404 federal highway connecting Tyumen and Khanty-Mansiysk.
