In the seven cities of the Khanty -Mansi Autonomous Okrug (Ugra), rallies and pickets of deceived participants of the Available Housing -Young program were held. The promised subsidies are not paid to them, but from those who managed to receive them, the authorities are trying to withdraw hundreds of thousands of rubles. Next time, people threaten to block the R-404 federal highway connecting Tyumen and Khanty-Mansiysk. According to the protesters, their goal is to attract the attention of the authorities and the media to this situation.

In 2005, the Khanty-Mansi Autonomous Okrug-Yugra Duma adopted a program to improve housing conditions, within the framework of which the residents of the region had to get subsidies by buying an apartment in a mortgage and thus return themselves to a part of the money spent. But five years later it turned out that there were a lot of people who wanted to get a subsidy, and there was little money. And the government of the region decided to limit participation in the program "Young Family" by the age bar at 36. In official documents, the requirement unexpectedly appeared that the program participants should live in the district at least 15 years, writes Siberia. Real .

Today in the queue for the subsidy costs 25 thousand people, many of them have been waiting for payments for more than seven years instead of the promised three years. And then the executors of the program began to exclude from it those who had already managed to join the mortgage, demanding to return hundreds of thousands of rubles of compensation. In such a situation, there were about 200 families.

The lists of the waiting list are in the public domain on the website of the Mortgage Agency of the Ugra, however, to find out the number of those who retired from the program is not easy, the publication notes.

The only source of information is the participants themselves. Families, who have not yet been waiting for subsidies and excluded from the program, maintain communication and regularly exchange information about the progress of litigation, trying to help each other in the struggle for their rights.

The director of the mortgage agency Yevgeny Chepel does not comment on the situation. On April 18, on the eve of the protest shares, the Governor of Ugra Natalya Komarova held a personal meeting in a video conference mode with some participants in the program from Nefteyugansk. The meeting was held closed, however, according to local activists, the head of the region did not say anything encouraging.

In 2015, about three billion rubles were allocated for the program “Available Housing”, and in 2018 only 109 million. Only 109 families can receive a subsidy or compensation, although more than 24 thousand costs in line.

Protesters have already recorded a video message to the President of the Russian Federation Vladimir Putin, which stated that subsidies for the purchase of housing and compensation for percentage rates on mortgages promised by the Government of the Khanty-Mansi Autonomous Okrug, young families are needed as air to pay off banks for loans. They are sure that the district government deliberately inhibits payments, waiting for applicants for subsidies to cross the age line of 36 years.
