
High -ranking ranks from the FSB, the Ministry of Internal Affairs and NAC (National Anti -Terrorism Committee) regularly report on what effective measures against terrorism are taken by their departments. They talk about prevented terrorist attacks and arrested militants. If you add information about the Caucasus constantly passing in the Caucasus (especially in Dagestan and Chechnya) who (counter-terrorist operations) with shooting and storming houses, then the impression that the situation with terrorism in the country is close to critical and resembles what is happening somewhere in Afghanistan. And the difference is only one - in Afghanistan there are no our FSB, the Ministry of Internal Affairs of the Russian Federation and NAC.
In recent weeks, there were at least two such news.
A few days ago, the FSB said that it was “suppressed by the criminal activity of a supporter of the Islamic State International Terrorist Organization (IG, prohibited in the Russian Federation), which <...> began planning resonant terrorist attacks using firearms and homemade explosive devices.” The Center for Public Relations of the Department (COO) specified that terrorist attacks were planned in government buildings of the Stavropol Territory.
Earlier, TASS, with reference to the same FSB COO, reported that only from the beginning of 2018 6 terrorist attacks were prevented in Russia (including in Ufa, Saratov and Ingushetia), and 3 terrorist crimes were still committed (in the Khabarovsk Territory, Dagestan and the Sakhalin Region)-this was stated at the meeting. Other media cited references to the director of the FSB Alexander Bortnikov, who stated that last year the security forces prevented 25 terrorist attacks, and the four, alas, took place.
However, it is not possible to verify all this information for the most part, because with the rare exception of the surname of the terrorists - both potential and committing a crime, are not called. Neither the IC of the Russian Federation, nor the FSB inform the citizens of their country about how the investigation goes: are all terrorists and their accomplices detained. Again, with rare exceptions, nothing is known either about the trials of the accused of terrorism, or the sentences issued.
New Gazeta monitored reports on the prevented terrorist attacks from November 2015 to November 2017. We analyzed all publications on this subject, the result is in the summary . Due to the fact that due to the veil of secrecy it is very difficult to figure out what messages duplicate each other and which relate to the same events, we give a common figure. Then, using the media reports and the databases on the sentences, we calculated the number of cases that officially ended with sentences.
Most of the news on the prevention of terrorist attacks in Russia has no continuation: for example, at one time (see below) it was reported that five participants associated with the “Islamic state” of the extremist group were detained for the preparation of terrorist attacks in Moscow and Ingushetia, the same news also said about the initiation of a criminal case. But only the surname of the leader, who was killed during the detention, was indicated. No more data. How the investigation of the case ended, whether it came to the court and the sentence, after more than a year it is unknown.
Other trends have also been revealed.
Over these two years, reports of preventing terrorist attacks (or detention of terrorists) cover a certain circle of regions: Moscow, Crimea, Peter, Kazan, Rostov, Bashkortostan, Volgograd, Yekaterinburg, Krasnoyarsk. When it comes to sentences, the circle narrows even more: in the leaders of Rostov, then - Crimea, two messages from Krasnoyarsk, two from Kazan and several other isolated cases. The largest number of messages related to terrorist attacks and sabotage comes from Crimea (30% of the entire array of messages).

We give the most indicative examples.
On November 12, 2016, RBC said that the security forces detained a group of ten terrorists, immigrants from Central Asia. According to the FSB, they planned “resonant terrorist attacks” in places of mass accumulation of people in Moscow and St. Petersburg. Four home -made bombs, firearms, ammunition, as well as communications were seized from the militants. The FSB assured that all the detainees were giving confession.
The same news with reference to the FSB said that on October 23, 2016 in Nizhny Novgorod “there was an attack on police officers, during which two alleged terrorists were shot dead.” It was emphasized that after three days the banned ISIS group took responsibility for the attack, as before - August 18, 2016 - and for the attack on the post of traffic police in the Moscow Region .
Details and surnames were not reported. Nothing is known about the results of investigations, the fate of detainees and court decisions in public space - there is no information from either representatives of the investigation or lawyers.
The same text recalled that four days before the incident in Nizhny Novgorod, the UK announced the detention of an supporter of ISIS, who planned a terrorist attack at one of the Kazan factories, and the source of Interfax reported the detention of a man who prepared a terrorist attack in Samara . It was also reported that in early May 2016 , the FSB reported on the detention of citizens in Krasnoyarsk , "related to international terrorist organizations and preparing terrorist attacks for May holidays."
The surnames were also not given then, however, the details of affairs became later known.
So, on April 7, 2017 , the Tatar-Inform agency said that the Volga District Military Court of Kazan announced the sentence to Robert Sahieva. He is found guilty of trying to create a terrorist cell in Kazan. For the first time that the attack was planned at the Aviation Plant in Kazan, the Minister of Internal Affairs of the Republic, Artem Khokhorin, said at the final collegium of the Ministry of Internal Affairs. According to the investigation, Sakhiev actively talked with a certain Sukhroba Baltabaev, who is in the international wanted list for participating in illegal armed formation. With the help of a smartphone, Sahiev allegedly studied the location of the plant with a satellite view.
On August 2, 2017, RIA Novosti gave the following information: the visiting collegium of judges of the Far Eastern District Military Court in Krasnoyarsk was sentenced to Mirzaev J.Zh., Abdullaev M.M. And Abdusamatova J.A., who planned to commit a terrorist attack in Krasnoyarsk in May 2016, during the celebration of Victory Day. Mirzaev J.Zh. appointed 18 years in prison, Abdullaev M.M. - 11 years old, Abdusamatova Zh.A. - 11 years with serving in a maximum security colony. According to investigators, Mirzaev worked as a minibus driver in Krasnoyarsk and maintained contacts through the Internet with the Islamic State terrorist group banned in Russia. Mirzaev decided to commit a terrorist attack - he planned to undermine a route bus.
On January 26, 2017, TASS said that the police and the FSB identified a group of eight participants planning terrorist attacks in Moscow before the State Duma elections. This was announced at the expanded collegium of the GUMVD in Moscow by the head of the metropolitan police Oleg Baranov.
Nothing more about the fate of “identified” is known.
On January 31, 2017, RBC issued news that during the 2016 World Hockey Championship, the Russian special services prevented the attempt to commit terrorist attacks in Moscow. This was told by the first deputy head of the apparatus of the National Anti -Terrorism Committee (NAC) Igor Kulyagin, the militants were allegedly detained on May 2. “They managed to catch them as a result of a complex of operational-search events in the city of Moscow,” the FSB said.
The surnames were not reported, about the progress of the investigation and the court - too.
“In total, in 2016, Russian intelligence agencies stopped about 40 terrorist attacks, liquidated about 140 militants and 24 leader of the underground, and also detained about 900 people” - the words of the deputy head of the NAC were cited in the same news.
So, according to Kulyagin, five militants were discovered in Ingushetia on November 14, 2016 , "who planned terrorist attacks in crowded places during the New Year holidays, including near the French Embassy in Moscow."
Again - no surnames, no data on the progress of the investigation. The only one of the alleged terrorists who was named is the Alderov killed by Rustam, who, "according to the special services, was involved in the terrorist attack in Volgograd in 2013 and in Makhachkala in 2011." Whether the official investigation was carried out on the fact of his death is unknown.
On February 1, 2017, Lenta.ru reported that in the Krasnodar Territory, FSB officers prevented a terrorist act. The terrorists planned to arrange an explosion for New Year's holidays. A possible executor of the attack-a 38-year-old native of one of the republics of the North Caucasus-was detained. There were no other details, and so far they are not in public space.
On October 2, 2017, Russia Today, citing the FSB of Russia, announced the detention in the Moscow region of the conspiracy cell “IG”, whose members planned to commit “resonant terrorist acts” in crowded places, including public transport. The FSB specified that foreign emissaries led the cell, and citizens of Russia also participated in it.
Neither surnames nor details were given in the future.
The same news reported that on August 31, 2017, the FSB detained two immigrants from Central Asia, who prepared terrorist attacks in places of accumulation of people in Moscow and the Moscow Region on September 1. In August 2017 , RIA Novosti also reported on the same thing: supposedly detainees belonged to the IG group banned in the Russian Federation.
According to the FSB, one of them "planned to attack citizens using cold weapons." The second - decided to become a suicide bomber and blow himself up in the crowd, allegedly he gave a confession.
Nothing is known about the fate of the detainees and criminal proceedings.
On November 7, 2017, Izvestia said that the head of the Ministry of Internal Affairs Vladimir Kolokoltsev announced the detention in the spring of the Khimki near Moscow, a native of Kyrgyzstan, who planned to commit a terrorist attack near one of the KAMAZ car stations. The surname of the detainee was not reported, nothing is known about his fate, as well as whether the investigation was completed.
On July 19, 2016, RIA Novosti reported that the Supreme Court was reduced by six months-from 16 to 15.5 years-the punishment of one of the two radical Islamists in the case of the preparation of a terrorist attack in the mosque in the city of Pyt-Yeh in the Khanty-Mansi Autonomous Okrug (Khanty-Mansi Autonomous Okrug) . “The judicial board determined the verdict of the court, which Rizwan Agashirinov and Abdula Magomedaliev were convicted of real deprivation of liberty for 16 and 20 years, respectively, to change: Agashirinov - to mitigate the punishment, and to leave Magomedaliev unchanged.”
On August 31, 2016, TASS reported that the North Caucasus District Military Court sentenced to six years of colony of a resident of the Russian Federation, the militant of the Imrat Caucasus (terrorist group, prohibited in the Russian Federation) Rashid Evloev for the preparation of terrorist attacks.
On February 15, 2017 , Moscow Komsomolets said that the Moscow District Military Court sentenced Aslan Baysultanov, Mokhmad Mezhidov and Elman Ashaev. According to investigators, Baysultanov and his accomplices, after returning in 2015 from Syria in 2015, where they participated in the fighting on the side of ISIS, made a home -made explosive device in order to commit an attack in the public transport of Moscow.
Baisultanov was sentenced to 14 years in prison, Asheev - to 12 years old, Mezhidov - to 3.
On May 10, 2017, Interfax reported that the North Caucasus District Military Court in Rostov-on-Don sentenced to the recruiters of ISIS banned in the Russian Federation, detained in the Volgograd region. The organizer of the crime, which received 4 years, was found guilty of the recruitment of residents of the Volgograd region. His accomplices: Azamat Kurkumgaliev, Gaerat Abdurasulov, Nurken Ahetov and Idris Umarov are found guilty of incitement and complicity, sentenced to periods of 2 to 2.5 years.
On May 30, 2017, RIA Novosti reported that the organizer was never a complete terrorist attack in Kabardino-Balkaria Adam Berezgov, convicted 7 years. The defendant was found guilty "in the preparation of a terrorist act and illegal acquisition, wearing explosives or explosive devices, as well as in the illegal manufacture of an explosive device."
On July 27, 2017, the Rain television channel said that the Supreme Court had increased for three years to Ruslan Zeytullaev, who was convicted by 12 years for organizing the Crimean cell of the Hizb Ut-Tahrir group banned in Russia. The sentence is now 15 years.
On July 31, 2017, RIA Novosti reported that the North Caucasus District Military Court sentenced the 12 years of the colony of a citizen of Ukraine Alexei Sizonovich for participating in the preparation of the attack, which was planned to be committed in September 2016. As the court established, the 61-year-old defendant and “unknown person” in 2014 allegedly created an organized group “for explosions and terrorist acts in Ukraine and the Russian Federation” in Kyiv. It was reported that the defendant "repented".
On August 11, 2017, Lenta.ru reported that the North Caucasus District Military Court sentenced the 8 years in a colony of general regime of 19-year-old Ukrainian Arthur Panov for terrorism. Panov was found guilty of articles on the assistance of terrorist activities, preparation for the attack, illegal production of explosives. His accomplice Maxim Smyslayaev received 10 years in a maximum security colony.
At the process of Panov, he pleaded guilty to the calls for terrorism, as well as in the manufacture and storage of explosives, but refused to admit the guilt of a declension for terrorism. Smyslyaev did not plead guilty.
On September 18, 2017, RIA Novosti reported that Tatyana Karpenko and Natalia Grishina, who were guilty of preparing a terrorist attack in a shopping and entertainment center, were sentenced to Rostov-on-Don. Karpenko received 14.5 years in prison, Grishina - 9.
“The investigation and the court found that Karpenko and Grishin are supporters of Islamist radical movements <...>. In the period from October 2015 to January 2016, the defendants intended to commit a terrorist act under the guise of religious suicide, ”the SCR of the IC of the Russian Federation said.
On April 17, 2017, the Human Rights International Center “Memorial” distributed a statement stating that the case of preparing a terrorist attack in the Moscow Cyrgistry Cinema was fabricated. Human rights activists recognized 15 people convicted in this case. This story received a great resonance, the “New Gazeta” also wrote that the Ministry of Internal Affairs and the FSB insisted on condemning for terrorism, while the Investigative Committee did not charge the preparation of the terrorist attack, incriminating only the storage of weapons in a multi -room apartment, where several unfamiliar people lived with each other. The case from the UK was then taken away.
No matter how the revealed trends are explained, it is important to note that society is extremely low informed about the struggle of Russian security forces with terrorism, despite a huge number of reports on the preparation of terrorist attacks. Due to the fact that for some reason the names of the accused are conceived, the sentences of the courts (even on specially intended official resources) that have entered into force are not published, it is not possible to evaluate either the scale of the threats or the effectiveness of the special services, or to separate real criminal cases from those that did not reach the court due to the fraud of the charges. At the same time, the use of reports on prevented terrorist attacks for propaganda purposes leads to an increase in the aggressiveness and anxiety of the population, which has no confirmation that all the identified terrorists have suffered punishment, and this punishment is deserved.
