The case of torture in the Ingush CPE goes to court

The case on the torture of the detainees, the murder and extortion against the ex-head of the Inshug CPE, Timur Khamkhoev and his six subordinates, was transferred to the court, according to the website of the Republican Directorate of the Investigative Committee.

The first episode in the case is dated August 2010. Then the TSPE operatives for several days kept the resident of Ingushetia M., demanding from him to admit the attempt on a policeman.

In 2012, the accused illegally delivered citizen D. to one of the Ingush units of the Ministry of Internal Affairs, where violence was applied to him and "deprived of freedom of movement for a long time," the case said.

In 2014, the TSPE operatives beat a resident of Ingushetia, seeking his testimony about the place of storage of firearms. He received numerous bodily harm, as a result of which his health was harmful.

On July 11, 2016, an unknown person, threatening to blow up a grenade, robbed the local branch of the Rosselkhozbank. A item similar to a grenade left the raider in a bank; As it turned out, it was a dummy.

On July 15, on suspicion of robbery, the security forces detained the 50-year-old resident of Karabulak Magomed Daliev and his 39-year-old wife Maryam Dalieva. Both were delivered to the regional CPE, where they subjected to cruel torture. In particular, Maryam Dalieva was put on a bag on his head, fixed it with tape so that only a minimum of air would enter, after which it was shocked. Magomed Daliev died of torture directly in the CPE room.

On November 9, in Karabulak, the defendants of the case seated a certain citizen of Azerbaijan in the car and taken to the "unidentified place", where the car keys and a mobile phone were taken from him by force. Then, they previously stated in the TFR, a foreigner was released, demanding that he bought his car and a phone from them for 800 thousand rubles within a month. Meanwhile, now the department gives another plot of the case - money from the Azerbaijani demanded under the threat of the spread of some information disgracing him.

In the same year, the accused tortured the resident of the settlement of the Surkhahi of the Nazran district of Ingushetia, demanding that he confess to the destruction of someone else's property.

In addition, one of the accused in 2004, serving in the special forces battalion of the Ingush Ministry of Internal Affairs, submitted a fake academic certificate to a non -state university.

More than 300 witnesses were interrogated in the case and more than 500 investigative actions were carried out.

Khamkhoev and his subordinates were detained on December 7, 2016 . On December 20, it became known that the police chief was chargedwith torture Daliev and his wife . Then, in addition to Khamkhoev, one unnamed TSPE operative was held on this episode; The case was not yet qualified under the murder article.

In August 2017, two defendants in the Ordzhonikidze Jamaat at a hearing in the North Caucasus District Court in Rostovaccused Khamkhoev of beating and torture of currents.

In June 2014, Izvestia reported that the deputy of the Legislative Assembly of Ingushetia from the “right -hand” Ahmed Belhoreev addressed Vladimir Putin with a letter in which he reported threats expressed by telephone Khamkhoev.
