Members of the working group of the government's expert council criticized the draft order of Roskomnadzor on the rules for blocking prohibited resources. This is stated in the conclusion, which was reviewed by the Kommersant newspaper.

According to the members of the "Communications and IT" working group of the government's expert council, the draft document "unreasonably expands the powers" of Roskomnadzor and requires revision. According to the authors of the conclusion, Roskomnadzor may actually receive the right to block any resource.

In addition, within the framework of the new document, Roskomnadzor receives the right to independently determine the network address and domain name of a page with prohibited information "in the event of errors being detected." Thus, it "completely replaces the functions of the bodies that must establish the fact that information is classified as prohibited," the conclusion emphasizes.

At the same time, the document does not specify the procedure for identifying a site or the criteria for checking whether the published information corresponds to the prohibited one. In particular, it is not clear whether the text published on another resource should be identical to the prohibited one or whether a simple coincidence in meaning is sufficient.

The newspaper's source explained that Roskomnadzor was supposed to present a draft order on identifying sites and services used to bypass blocking. "Roskomnadzor wrote something completely different: how to identify the blocked resource itself, and not the one used to bypass blocking. But this is not their task at all: this should be done on the basis of decisions of the court, the prosecutor's office, requests from copyright holders, etc., there are enough grounds. And they ended up saying that if we don't find something or find something wrong, then we will sort it out ourselves with the help of a decision by the head of the structural unit or his deputy within 24 hours," he concluded.

Roskomnadzor, in turn, is confident that the problem is different: sometimes the spelling of domain names in decisions of courts and other authorized bodies contains technical errors and typos. The new order "makes it possible to avoid such situations." "On its basis, specialists will have the right to enter the correct Internet resource index into the register. The order does not pursue any other goals," the Roskomnadzor representative concluded in an interview with the newspaper.
