In Chechnya, after the head of the republic, Ramzan Kadyrov, in April, made a proposal to extend the powers of the president, changing the country's Constitution so that Vladimir Putin could rule after 2024, prepared the corresponding bill. On Tuesday, May 8, the chairman of the parliament Magomed Daudov held the next meeting of the Republican Parliament, during which the deputies considered the legislative initiative to introduce the bill on the amendment to the Constitution of the Russian Federation "On the deadlines for the replacement of the President of the Russian Federation."

As emphasized in Grozny, the bill was developed after Kadyrov made an initiative to extend the terms of powers of the head of state. In the case of this initiative to the State Duma, the same person will be able to occupy the post of president of Russia for three terms instead of two.

“This amendment does not detract from the democratic foundations of the state and enables the people to determine their future, according to an explanatory note to the bill. The Council decided to consider this issue at the next meeting of the parliament,” Daudov announced.

The press service of the RIA Novosti Parliament reported that the next meeting of the republican legislative assembly was scheduled for the next Thursday, May 10.

In April, Kadyrov stated that in Russia there is no person who could compose a worthy alternative to Vladimir Putin, so his term of office must extend by making appropriate changes to the legislation.

“Now Putin has no alternative. Therefore, I believe that we can decide on the extension of the term of office of the head of state, not limited to two,” he explained.

The head of Chechnya added that in Russia, if necessary, it is possible to change the current legislation so that Putin continues to remain in power after 2024, when the term of his current powers expires.

Currently, the basic law of the country allows one person to occupy the highest state post no more than two times. In this regard, the current presidential term should be the last for Putin.

Kadyrov believes that the legislation needs to be changed, while Putin’s opinion can not be asked.

"If in the interests of the people it is necessary, why can we not make changes? I will generally say from ourselves: we should not even ask Putin himself! The people, the Council of the Federation, the State Duma, other state institutions should initiate and make such a decision, collect signatures and make it to a popular referendum. I am sure that in the end everyone will support this," the Chechen leader said.

Kadyrov had already said something similar in 2006, commenting on the initiative of the Parliament of the Chechen Republic on amendments to the Constitution, allowing Russian President Vladimir Putin to be elected for the third term.

“He wants or does not want, if the people say,” he will have to reckon with this opinion. He will be president and will not go anywhere. If our initiative is accepted and a referendum is held in the country, then Putin will be obliged to submit, ”Kadyrov said in an interview with Izvestia .

Recall that the elections of the President of Russia were held on March 18, 2018. Vladimir Putin was elected to the presidency of the Russian Federation for the fourth time. The inauguration took place on May 7.
