The spoon was one at all. But we can’t touch this bowl, you can’t eat from it. These are dishes of offended. When I was driving, I already knew that you couldn’t eat in this prison. That there is dirty, cells [common with offended]. They wanted to humiliate us in this way. I refused to eat this spoon. The rest ate, they did not touch them. There was a rolled mattress on the floor and pissed pillow. They told me: "We will now stick you into the urine." I say: "Get stuck." They began to wave me, stick. There were six or seven employees of the pre-trial detention center. They stretched my legs on the mattress, hold them from all sides, pulled off my pants, panties and began to put this porridge in the anus with a spoon.

How long it lasted, I will not say. When you come across such moments, you don’t think about time. Then the boss, the colonel, came. I say: "What is this?" And he says to me: "No, my employees cannot do this - and laughs."

And then they made “disinfection” to me. One of the employees, such a narrow -eyed one, looks like a Kazakh, unbuttoned the fly and lay me on the wounds on his stomach and neck. He said: "This is disinfection to you." And I already had a stomach and neck in the blood.

I was not taken to the hospital with wounds on my stomach and neck. They just threw it into the camera. The next day, the wounds coated with green and that's it. After that, I was sitting on a dry hunger strike for four days, and from there I was already taken to the zone.

I remembered a man who pushed buckwheat in me very well, I will never forget his face. He had a major or captain. He is an operative from the same central. He is tall, thin, shaved, bright on his face. And a person who urinated me, cut, if I see, I find out.

When I arrived at the colony, I wrote a statement to the isolator’s employees, gave the operative. When I asked for the toilet, they answered: "Go for myself." After a couple of hours, a man with paper came up and said: "Sign a decree." I replied: “I will not sign anything without my lawyer,” he turned around silently and left. After some time, Anatolyevich came in. I stood leaning on the grate and put the hat between the grate and the bare pelvis. “Anatolyevich” asked to give him a hat and for a few moments stood silently and looked at me, then said: “And you are beautiful!”

Then they dragged them into the room and again tortured, strangled, piled through the pillowcase with water, until they spread, twisted the nipples on his chest and pulled out his hair on his chest. “My hand hurts, everything hurts in connection with my tortures. After all, they hung me, I hung for a day. Scoundrels! Понимаешь, об этом должно знать общество! Нужна огласка! Этому нужно положить конец!»

Руслан Сулейманов: « Я знаю, что раз в три месяца Фролова через ток пропускают: между пальцами на ногах, где икры. Он мне показывал, у него даже волосы расти там перестали.

Пальцы ему карандашом ломали. Я видел как его на простынях из камеры выносили, он ходить не мог, ноги отказали. С током переборщили они.

Когда они из камер выводят, то в коридоре выключают свет, а потом опять включают, чтобы по камерам наблюдения ничего не было видно. За дверями просто мешок на голову одевают, ты ничего не видишь. И включают музыку очень громко. Там с обеих сторон камеры — колонки, и сверху включают от души эти колонки. Причем из разных колонок может доноситься разная музыка. This drives crazy. Эта музыка перебивает крики, но все равно слышно, как зэки орут: «Умоляю, помогите! Мама, помоги!» Когда приходишь в себя после того, как пакет снимают и током бьют, то такие крики издаешь, как будто лошадь режут.

Вот так с Фроловым было. Он в санчасти висел. В этих клетках видно, что сверху постоянно кто-то висит, потому что на железе даже краска отошла. В последний раз Фролов после пыток еще три дня там висел. Они его не кормили. Они когда подвешивают, заправляют штаны в носки. Они же в туалет не выводят, и если в туалет захочешь, чтобы прямо в штаны это все, чтобы ничего на пол не попадало».

Комментарий Веры Гончаровой, адвоката Павла Фролова : « К сожалению, пытка, как должностное преступление в России, так и не криминализирована. Нет статистики ни по жалобам, ни по приговорам и уголовным делам в отношении лиц, допустивших жестокое обращение. Но можно с уверенностью говорить о том, что применение насилия со стороны должностных лиц, особенно в местах лишения свободы, — явление в России системное.

Каждый сотрудник системы исполнения наказаний, как и полицейский, знает о существовании 21 статьи Конституции — «Никто не должен подвергаться пыткам, насилию, другому жестокому или унижающему человеческое достоинство обращению или наказанию». Но при этом понимает, что на самом деле пытать можно, главное, чтобы не оставалось следов. И если для правоохранительных органов пытка — это способ получения признательных показаний, то в местах лишения свободы мотивы могут быть разными: от индивидуальной склонности к садизму до выполнения задания по «искоренению криминальных традиций».

Омск: « По поводу ИК-7 я писала много заявлений в прокуратуру, в СК, после этого возбудили уголовное дело (ч.1 ст. 286 УК РФ) за превышение должностных полномочий на сотрудника — инспектора отдела безопасности ИК-7 (Василия Трофимова. — Е. М.). И вот сейчас в Советском районном суде должен начаться процесс. Этот сотрудник принимал этапы и организовал спортсменов из числа заключенных, которые помогали в приемке этапа. Именно он сколотил банду. Они не только в ИК-7 такое делали, но еще и кочевали по всем зонам, для того чтобы прессовать осужденных.

После моих заявлений Следственный комитет установил в ИК-7 камеры, а УФСИН об этом не знал. И вот теперь есть документальное доказательство — видеопленка, как унижали осужденных, избивали их, как заставляли голыми в коридоре друг с другом танцевать вальс. Эта пленка должна быть в материалах уголовного дела в отношении этого сотрудника. И эта пленка была показана 2 апреля этого года в программе «Жесть» на омском канале «Антенна-7». Но потом они это видео со своего сайта удалили.

Руслан Сулейманов : « Еще заключенных заставляли здороваться с собаками. Это в карантине. Был там сотрудник, сейчас его на вольное поселение перевели. Так он одевал ошейник на шею человеку и заставлял осужденного на карачках бегать, как собачка, и команды разные давал: фас — кусать осужденных, голос — лаять, бегом… Зовут этого сотрудника Вася Трофимов ( по всей видимости, это тот самый Василий Трофимов, уголовное дело против которого сейчас передано на рассмотрение в Советский районный суд Омска. — Е. «Когда я приехал в областную больницу (ОБ-11) 25 января 2018 года, мне было сказано: «Раздевайтесь до трусов». Ну я разделся до трусов, и все разделись, кто там был. А там дверь прямо на улицу. Все заходят, открывают, там такой холод бешеный, перед лицом метра три видишь снег… И нам говорят: «Здесь все движения — «корпус-90». Что, поняли?» И все орут: «Так точно!». Я стою молчу. Ко мне сотрудник сзади подходит и в бок как дал мне с кулака и говорит: «Ты чего не орешь?» Я развернулся и говорю: «Я чего-то не могу понять, я куда приехал? Я в больницу приехал или куда?» Он меня схватил за плечо, тянет в туалет и говорит: «Мы тебя сейчас ***». Завели меня в туалет, открывают двери одной кабинки — мы тебе сейчас то сделаем, то сделаем… Я говорю: «Вы чего, тут так лечите, что ли?» Я потом узнал, кто это был этот сотрудник. Это был Крайс Сергей Сергеевич. Он был заместитель начальника по безопасности. Где-то через неделю моего нахождения в больнице этого Крайса Сергея Сергеевича перевели в другую зону. Я его очень хорошо запомнил. Кто ко мне как относился, я их данные узнавал и записывал. Потому что для них все безнаказанно… Если государство ничего не сделает, то передо мной они все равно ответят и перед моими братьями, что они себе позволяли.

Перед освобождением они потребовали от меня написать бумагу, что претензий нет. Я написал и сказал: «Эта бумага всего лишь бумага».

Когда где-то за границей какие-то беспределы, какие-то пытки были, Россия в первую очередь возмущалась. А у них под носом, в Омске, проводится инквизиция, и они молчат».

Комментарий Ирины Зайцевой : «После освобождения к нам приходили ребята и рассказывали о тех издевательствах, избиениях, которые происходят в колонии. Мы это все записывали на видеокамеру. И когда мы в 2017 году понесли это видео начальнику УФСИН по Омской области Сергею Корючину, то он нам сказал: «Я эти мультики каждый день смотрю». Я говорю: «Хорошо…» И подала заявление на имя Бастрыкина на организованное преступное сообщество, состоящее из силовиков, которое крышуют, в том числе, и УФСИН. Я добиваюсь, чтобы Корючина сняли, потому что вся эта вакханалия происходит благодаря ему.

Корючин занял эту должность после Папичева. Именно Папичев создал эту пыточную систему. Он открыл СИ-3, где убивали людей, где юбки заставляли надевать, губы красили заключенным, где голыми по коридорам водили, друг друга насиловать заставляли. Это он придумал так перевоспитывать заключенных.

(«Нам удалось добиться того, что ежедневно в шесть утра все наши подопечные выходят на зарядку. В любую погоду. Правда, на организацию всеобщей физкультразминки ушло четыре года. Но такого опыта пока нет ни в одном другом регионе», — хвастался Папичев в одном из интервью.

Будучи начальником УФСИН по Омской области, Николай Папичев написал несколько книг, в том числе: «Актуальные вопросы соблюдения прав жертв преступлений», «Актуальные проблемы защиты прав подозреваемых и осужденных», а также защитил кандидатскую диссертацию на соискание ученой степени кандидата юридических наук. Тема его научной работы — «Защита прав человека и проблема метода правового регулирования».
