
The State Duma adopted in the first reading both antisancical law: on counter -sanctions against the United States and countries that supported American anti -Russian measures, and criminal liability for following foreign sanctions and facilitate their introduction. It is reported by "Medusa".
All 412 deputies present at the meeting voted for both bills.
Consideration of documents in the second reading is scheduled for Thursday, May 17.
At the same time, on the eve it was reported that to consider in the first reading the second of the bills - on criminal liability for supporting sanctions - is assumed only on the 17th. However, in the future the decision was changed. On Tuesday, the Vice Speaker of the State Duma, a member of the Supreme Council of United Russia, Petr Tolstoy, joined the initiators of the bill.
The law on counter -sanctions was submitted to the State Duma on April 13 . He gives the government the powers to introduce measures against the United States and its allies both an economic and political nature.
The initial version of the bill contained a detailed list of specific measures. In particular, it was about the restriction of or banning the work of American firms in the audit and consulting services market, the termination or restriction of the import of equipment and computer programs from the United States and the Sovereign countries, the ban on the import of drugs, with the exception of those that are not produced in Russia and countries that do not fall under sanctions, restricting the right of US citizens and the countries of the Sovereigns to work in Russia, and the right to vest Russian enterprises. Produce goods using technologies developed in the United States and Sanizer countries without the permission of their copyright holders.
However, on Tuesday, Kommersant said that the presence in the bill of the List of specific measures caused discontent in the presidential administration. The Kremlin, according to the newspaper, said that in such an edition the document does not harm American firms.
Although at a meeting on Tuesday, deputies voted for the initial text of the bill, the State Duma speaker Vyacheslav Volodin said earlier that the second reading from the document would be excluded by the mention of “specific industries or products”.
The second bill was submitted to the lower ward only the day before . He introduces in the Criminal Code Article 284.2 (assistance in the implementation of restrictive measures introduced by a foreign state, the Union of foreign states or an international organization).
Part 1 of this article provides for responsibility for following foreign sanctions if these actions or inaction "entailed a restriction or refusal to perform ... ordinary business transactions or transactions." The norm provides for a fine of up to 600 thousand rubles, either in the amount of income of the convicted person for a period of up to four years, either up to four years of restriction of freedom, or the same period of enforcement, or the same period in a colony with a fine of up to 200 thousand rubles or in the amount of the convicted person for a year or without a fine.
Part 2 punishes for performing actions that contribute to the imposition of sanctions. Among such actions are separately mentioned "the provision of recommendations and the transfer of information that led or could lead to the introduction of restrictive measures." This part of the article provides for a fine of up to 500 thousand rubles or in the amount of the convicted person for up to three years, either up to three years of restriction of freedom, or the same period of enforcement, either up to six months of arrest, or up to three years of a colony with a fine of up to 200 thousand rubles or in the amount of income of the convicted person for a year or without a fine.
Both bills were developed after the US Ministry of Finance imposed sanctions against a number of Russian oligarchs on April 6. These measures were seriously shaken by the Russian economy.
