The Kirovsky District Court of Kazan recovered 10 thousand rubles from the Ministry of Internal Affairs in favor of a local resident Sergey Drozdov, whose brother died in the Yudino police department after torture "Swallow". The applicant demanded to recover 2 million and 84 thousand rubles from the Ministry of Internal Affairs for the moral suffering that he experienced, watching a video torture of his brother. The prosecutor supported this requirement, the defense representative asked to leave a lawsuit.
“The judge reduced the amount of compensation 200 times, which Sergei Drozdov asked in the lawsuit. Of course, we consider the awarded amount to meant and we will appeal the current decision in the Supreme Court of Tatarstan, ”said Sholokhov.
In 2012, the police detained the deputy director of the Kazan College of Railway Transport Pavel Drozdov and took him to the Yudino police department. According to the investigation, then five police officers went into the cell to the detainee, put handcuffs on him and began to beat. After that, Drozdova was tied with a belt and rope in the “Swallow” pose. After some time, the detainee died in this position. The last minutes of Drozdov’s life fell on the camera.
The criminal case on the excess of law enforcement agencies with official authority with the use of violence (part 3 of Article 286 of the Criminal Code) was excited only eight months after the death of Drozdov.
The detainee’s brother appealed to the European Court of Human Rights, who ruled that the Russian authorities violated Article 2 and Article 3 of the Convention on the Protection of Human Rights (the right to life and the prohibition of inhuman and humiliating the dignity of appeal). After the decision of the ECHR, four police officers were detained, the fifth died in 2012. The courtrecognized Sergei and Alexei Petikov, as well as Oleg Bachurov and Eduard Bulgarov guilty and appointed them conditional terms of 3.5 to 4 years.
