
The main experiment will be remote survey on the public services portal - this is how Rosstat expects to get to employed citizens and introverts.
The deputy head of the Ministry of Economy Azer Talybov at a meeting dedicated to the digitalization of statistics, said the need to create a national data management system, which is developed by the ministry on behalf of Prime Minister Dmitry Medvedev. Now, these different sources duplicate or contradict each other, their quality and completeness are far from perfection, maintaining numerous information systems costs the budget expensive, and business carries an excessive load on reporting.
The national data management system involves the complete digitalization of the collection, processing, storage of data and the creation of a single information space for the state, business and citizens. The All -Russian census of the population of 2020 should contribute to the creation of the system: the information collection and processing system will be developed under it. It is planned to test new technologies and methodology during a trial census in October 2018 - now, in particular, Rosstat’s cooperation in this area is discussed with mobile operators, banks and Russian Post to expand the population coverage.
During the experiment, they will test the ability to independently fill out questionnaires on the public services portal (despite the fact that it requires authorization, the data will be anonymized). According to the head of Rosstat, Alexander Surinov, the organizers expect to get to the most unkind group of respondents-residents of millionaire cities missing at home during working hours or not tuning to let the scribes into houses and spend time communicating with them.
The trial census will be carried out in ten pilot regions of nine subjects-from the sleeping regions of Moscow and St. Petersburg to settlements in the Far East. Digitalization will be responsible for digitalization, which will be armed with scribes (the operating system on them will be domestic production, said the deputy head of the Department of Informatization of the Ministry of Communications Yakov Tebenkov).
Another experiment will be the integration of information received with the available databases - it is planned to evaluate the possibility of using them to optimize expenses, improve the quality of the results and reduce the load on respondents. We are talking about the bases of the Pension Fund, the Federal Tax Service, registry offices and passport tables, medical insurers, military registration and enlistment agents, and in the future - a single register of the population (it is planned to be created by 2025 as part of the Digital Economy program). This will require changes in the regulatory framework to give statistics on access to personal data, and a public consensus on this issue, said Elena Nechaeva, head of the Center for Processing Socio-Economic Information of the Institute for Statistical Studies, Elena Nechaeva.
According to Alexander Surinov, the changes will also be affected by the formats for providing the results of the census. In Rosstat they plan to simplify access to them consumers, maintaining confidentiality. The results of the 2020 census will be available in the form of machine -readable data, but how complete they will be depending on financing. “The goal is that everything will be, and there, how much money is enough,” the head of the Federal State Statistics Service explained.
