The accused of torture in the Center of "E" Ingushetia refused to admit guilt

Employees of the Center for Combating Extremism at the Department of the Ministry of Internal Affairs in Ingushetia and a former employee of the Republican Office of the FSB, accused of torture by the detainees, did not admit the guilt at the first meeting in the Nalchik garrison military court, the lawyer Andrei Sabinin, representing the victims of the human rights organization Zone Law, told Mediazone.

The head of the defendants was the head of the Ingush Center “E” Timur Khamkhoev, his deputy Sergei Khandogin, the head of the E-E-ED center Andrei Neznosyuk, operatives Alikhan Bekov and Isa Aspiev, the head of the police department in the Sunzhensky district Magomed Bekov and the ex-employee of the constitutional system protection and the fight against the terrorism of the FSB Office In Ingushetia Mustafa Tsoroev. In addition to the latter, the rest of the defendants remain in their posts.

Today, at the meeting, the judge left in the pre -trial detention center Khamkhoev, Beznosyuk, Tsoroeva and Alikhan Bekov, and also tightened the conditions for house arrest, Magomed Bakov and Khandogin - now they are forbidden to use communications and the Internet. In addition, the court replaced the subscription about the unreasonable arrest to Isa Aspiev, who until that moment remained an operative.

“Aspievs, who are charged with the commission of three serious crimes, is still an operational employee, has not been removed from the post, endowed with the right to wear firearms, and is not limited in freedom of movement,” the judge said.

The head of the Ingush Center “E” is accused of extortion (paragraph “B” of part 3 of Article 163 of the Criminal Code), six episodes of exceeding official powers, including with the use of violence and grave consequences (paragraphs “A”, “B”, “B”, “C” of Article 286 of the Criminal Code), Passport abduction (part 2 of Article 325), robbery (part 1 of Article 161 of the Criminal Code (part 3 of the Criminal Code (part 3 Articles 327 of the Criminal Code). His deputy Khandogin and the head of the district police department Bekov is charged with one episode of abuse of powers (paragraph “a” of part 3 of Article 286 of the Criminal Code).

The head of the ED center department is incriminated by two episodes of abuse of powers and an episode with robbery. The operative of Alikhan Bekov is accused of murder (part 1 of Article 105 of the Criminal Code) and two episodes of abuse of powers, and his colleague ISU Aspiev is in three episodes according to the 286th article.

The former FSB officer of the Central Department Store was accused, as well as the head of the EE center, of extortion, abduction of a passport and one episode of abuse of powers.

The day before yesterday in Ingushetia was an attempt on the prosecutor of Hussein Gagiev, who represents the state prosecution in this process. Including because of this today the prosecutor in court asked to tighten the conditions of house arrest for the defendants of the case, who had previously chosen this measure of restraint.

The security forces tortured the detainees from at least 2010 - at least the earliest episode in the case dates from this year. In the summer of 2016, the detained Magomed Doliev, who was suspected in the case of the robbery of the Rosselkhozbank branch, died in the Ingush Center “E” after torture. The same security forces also tortured Doliyev’s wife with a stroke - they put a bag on their heads, dragged on and beat on the face. However, Khamkhoev and his subordinates were detained only in December 2016.
