
For two years now, a resident of the small town of Usol-Sibirskoye in the Irkutsk region, Marina Ruzaeva, has been trying to hold the police who tortured her in the site. For five and a half hours, a woman was beaten with the use of a electric shocker, forcing her to admit the murder of a neighbor. And then released. The human rights activists of Irkutsk with great difficulty managed to get a criminal case against the major and two operatives who tried to Ruzaev in the site. However, the Usolsky prosecutor returned this case to the local Investigative Committee, from there it did not get to court - after almost a year the case turned out to be closed.
On January 2, 2016, in the evening, two young people in civilian clothesknocked on the house of large mother, Marina Ruzaeva, introduced themselves to the police and asked to help - to act as a witness in the murder of a neighbor.
According to her husband Marina Pavel Glushchenko, it was too late and he really did not want to let his wife go alone even in the company of police officers.

- I offered to go with them, wait for Marina in the department. The investigator Korbut swifted me in the fact that from Marina “and hair will not fall, they will deliver back intact and sound,” recalls Glushchenko. Pavel managed to pick up Marina from the department only at half past rooms after almost five hours later - the last two hours he stood in the offspring of the department, breaking off the internal phone of the office in which Marina was located. The attendant at the same time convinced me that there was no one in the department for a long time: "Wait at home."
Marina herself reports that the police quite logically explained her witness status by the fact that she, as a neighbor and a housewife, could notice the killer, as she lives nearby and is often at home. Already in the department, Ruzaeva realized that they were treating her not at all as a witness in the case.
- The police brought me into the office, where an unfamiliar policeman was already sitting. He demanded that I take off my boots. It was already strange. Then those two policemen who brought me to the department stood behind me, handcuffed me in their hands, fastened them to the bench, and put on their heads! - says the victim. - Here I already panicked. "Guys, what are you doing?!" They began to demand from me that I "told everything." When I asked what I should tell, one of the policemen who stood behind, applied a stun gunner, kicked on the leg. From fear, everything swam. After me and hands were beaten on the body, on the head, again with a shocker. It was so scary and painful! And it is not clear - for what?

During the “interrogation”, another “witness” was brought to the department, whom Marina mentioned under torture as a friend, whom she might see out the window with the dead on the day of the murder.
- They dragged him: he saw Marina, her condition. After we attracted him to the case as a witness, but in 2016 he suddenly disappeared, ”Glushchenko says about the oddities of the investigation. -Marina knows him from childhood at the level of "Hello-Poka", he has no relatives. The Angarsk investigators, when it was possible to redirect them from the Usolsky between the Empire, tried to find it - it turned out that he sold the apartment, then the traces break off.
About half past two Marina was pushed from the stairs of the department - she literally fell into her husband's hands. Already in the car she cried, repeated: "They burned me, burned, burned and burned me." To the indignation of Paul and the desire to immediately write a statement to the tortures, the woman assured that "it would end badly for us and the children" - so she was intimidated.

- They threatened her that in the case of the disclosure of the details of the “interrogation”, the problems would not only be with us, but also the relatives (they listed her addresses, who works where) and the children of Marina, who are now 10 and 6 years old. All this turned out to be not just threats - my classmate, an employee of the special forces detachment, who was outraged by Marina’s tortures in social networks, was brutally beaten. After he sent us a photo of his terrible beatings, and we demanded state protection for ourselves and him, we asked us to ensure safety at the personal reception of the head of the investigative department. As a result, he was forced to say that he did not know who the messages came from, but he did not send a photo of the beatings. For some period, everything went so far that we had to ensure our safety ourselves, we hid in Irkutsk, rented an apartment there, transported children, recalls Glushchenko. - Nevertheless, then in January at the family council we managed to convince Marina that these "werewolves in uniform" should be judged, and about an hour after the bowls in the police, we were already in the emergency room, where we recorded bodily harm and numerous burns.
That same night, the employees of the emergency room reported to the police department about the crime, after which the district police officer came to Ruzaev home. Marina submitted an application to the police, and in the morning Pavel took her application to the Investigative Committee. Then Ruzaeva turned to Irkutsk doctors, who recorded in a woman a bruise of soft tissues of the head, neck, chest, lower leg and forearms, hips, as well as several electric burners on the body.

The excitement of the case of official powers and the application of violence under Part 3 of Article 286 of the Criminal Code of Russia managed to achieve only a month after the attack, and an objective investigation - after another one and a half years - after they agreed to transfer to the investigative committee of the neighboring Angarsk in July 2016. But only after the family relationship was proved between the head of the Usolsky Investigative Committee and one of the suspects of the local Ministry of Internal Affairs Denis Samoilov. By December, Angarsk investigators had already prepared a case with an indictment against all three suspects - Samoilov, Korbut and Golchenko.
She still screams at night, nightmares dream. Shudders when they suddenly approach her
- Behind the charge there is a huge work of Angarsk investigators and employees of the laboratory of the regional investigation department, because they had to re -conduct many examinations that were previously not previously done. They convicted the suspects in the lie, after testing the polygraph, and also confirmed the veracity of Marina’s testimony, conducting several investigative experiments. For example, it was allegedly proved that as she said, it was impossible to fix her hands under a bench. They checked - confirmed that it is possible that the bruises remain from this just like she had then, - Glushchenko lists. - Nevertheless, the Usolsky prosecutor found several shortcomings in the case and returned the materials at the place of registration - to Usolsky by the investigation, so that after eliminating the violations, the case was transferred to the court. It is clear that we suspected something was wrong, despite the fact that the relative of the suspect was no longer in the TFR, he was transferred to another branch - but we, of course, did not expect such impudence: they stir up the case for a whole year (!), In December we made a decision to terminate it, and we were informed, despite our constant requests, only in April! How can you trust the new chapter of the Investigative Committee, if we had to run for 4 months after this decision?! Now we are carefully studying it-still 6 volumes in the case-and then we immediately file a complaint.

The victims and her defenders have two ways - to achieve the cancellation of the decision on the termination of the case through the court or to send a complaint again to the head of the investigative committee of Usolye, since the decision was made by the subordinate.
“We are attached to this Usol branch by law - the circle is closed,” concludes Glushchenko. - There are suspicions of the bias of higher instances, since the Moscow examination, as far as I studied their resolution, is clearly not on our side - earlier experts rejected the version that bodily harm could form before visiting the police, the same is the deadline for the formation of injuries from 3 to 10 days (!!!) at the time of the examination. How do they explain the absence of hematomas, and the presence of only swelling three hours after beating? The emerging yellowed hematomas in a day? At the same time, these pseudo-experts for some reason do not take into account the fact that the Angarsk investigators obtained many evidence that Marina could not at another time and in another place to get these terrible injuries. By the way, we were originally appointed Moscow for the 2019 (!) Year - they say, there is a lot of work, a large queue. Only because of the resonance of the case, the examination agreed to "move" for 2017.
After the torture, Marina had to learn to talk normally for half a year, as well as heal the burns from the electric shocker. The back injury, inflicted during the "interrogation", still torments it.
- She screams at night still, nightmares dream. He shudders when they suddenly approach her, ”says Pavel. “But we, of course, will not stop in our struggle, so many paths have already been passed, no, we will go to the end.”

In an attempt to attract public attention to Glushchenko, a single picket near the building of the Usol Prosecutor's Office was held. Pavel did not stand for long with the poster "Prosecutor, for hiding torture - resigned." The police and the main precinct city immediately went to the place of the action, but none of them could ban the protest - Glushchenko did everything according to the law: he stood alone, did not hide his face, he had documents with him.
-I did not stand long: Bortnikov himself ( the prosecutor of Usolya-Siberian.-S.R ) jumped out, invited him to the office to talk. What did you say? That in the form, as he was given a case from the Mill -Military Committee of Usolye, he cannot accept him: “I do not need four acquittals.” Apparently, in addition to us, three more victims showed there, ”says Glushchenko. - And on my demand to resign, he said that the prosecutor of the region appointed him, he will shoot, if that. As I understand it, you can’t get through his departure voluntarily, and filed a complaint about inaction and an obstacle to access to justice.
When asked whether the situation in Usolye has changed with the departure of the head of the local investigation and one of the suspects - Denis Samoilov - to a pension, Glushchenko answers negatively.
- What are the changes? These two - Korbut and Golchenko, as before, work as operatives, the third - were sent to retire with honors. The order was not given to them - it is already pleasing. Although they didn’t give it-not so long ago, the head of the press service of the Ministry of Internal Affairs of the Angara region, who with all their might covered their crimes, was raised in the rank. "For a significant contribution to the increase in the positive image of employees of the internal affairs bodies of the Baikalia, the formation of the legal awareness of citizens and the education of the population of an active civil position to suppress crimes and offenses, strengthen the rule of law and law and order."
Human rights activists of the Angara region working with the Ruzaeva case told the Siberia.m. correspondent that they are already preparing a complaint to the court to terminate the criminal case against police officers.
“Now we are preparing a complaint, if the court satisfies it, the case will be resumed, the investigation will continue,” explains the regional partner of the Public Verdict Foundation, human rights activist Svyatoslav Khromenkov. - If they refuse us, we will appeal to the European Court of Human Rights. Why are we not trying to protest the decision from a higher rank - in this case, the head of the Investigative Committee in the Usolsky District? To begin with, the administrative order in principle is recognized as ineffective if the criteria of the European Court to operate. In practice, we see the following: the department of procedural control of our investigative department checked the case, and, as the investigator told us, the decree of this investigator also considered the procedural control in Moscow. That is, the administrative verification of this decision has passed, at least, at three levels - the head of the investigation department in Usolier, at the head of the procedural control department in the administration in Irkutsk, I believe, and Bunov ( Andrei Bunov, the head of the Investigative Department of the Investigative Committee of Russia for the Irkutsk Region, - SD ) in the course. This means that we come to the conclusion, the investigator’s decision on the termination of the case is a single position of investigative authorities. Another reason to appeal to the European Court, despite bringing the suspects in torture to criminal liability (even if you imagine what it is and in our case will happen) - in our national courts a poor practice to recover compensation for causing harm to the injured and cruelty. If legally, and not humanly, it is “bad” to evaluate - our judges award compensation disproportionate to the degree of suffering that people have suffered. At times less than the same European court would have awarded. Specifically in the case of Marina Ruzaeva, I think compensation can be calmly estimated at 10 thousand euros.
