
In 2011, the former head of the oil company Yukos Mikhail Khodorkovsky was transferred from the Transbaikal city of Krasnokamensk to IK-7, located in the Karelian city of Segezh. Reporters from Moscow immediately came here. They studied Segezh, talking with everyone with whom only: from ordinary citizens and former IK-7 employees to city officials and employees of the regional department of the FSIN . Then no one paid attention to this interview. In December 2012, Khodorkovsky was pardoned and freed from IK-7.
Four years later, on November 1, 2016, the opposition activist Ildar Dadin-the first in Russia convicted for repeated violation of the rally rules-wrote a letter in which he spoke about torture and mockery in the Segezh colony. “Know that in the IK-7 colony there is a whole mafia in which the entire administration of the institution is involved: the head of the colony is the Major of the internal service Kossiev Sergey Leonidovich-and the absolute majority of the colony, including the doctors,” Dadin wrote to his wife. She asked Medusa to publish this text.
The letter received a huge resonance. Tatyana Moskalkova, the Commissioner for Human Rights in Russia, came to the colony, journalists began to be on duty at the walls of IK-7, and the SK announced that he would conduct an audit. On November 3, Sergei Kossiev mentioned by Dadin was removed from work during the audit, he went on vacation. The colony was temporarily headed by his deputy Alexander Serov.
On November 7, 2016, members of the Human Rights Council under the President of Russia (HRC) Igor Kalyapin and Pavel Chikov arrived in IK-7. On the same day, a riot began in the colony. Several prisoners who learned about the visit of members of the HRC broke through the guard and climbed onto the roof of the administrative building of the colony with the poster “Save our souls”. Chikov and Kalyapin at that time conducted a survey of convicts; They did not see the actions of the prisoners, they told them one of the serving sentences.
Human rights activists turned to their visit to the first deputy head of the Karelian department of the FSIN Alexei Fedotov. They asked to meet with the protesters, he refused, saying that the rebellion was taking place in the neighboring colony, and not in IK-7.
The riot was quickly crushed, did not even have to call riot police. The prisoners were removed from the roof, those who clearly sympathized with them were blocked where they were - at workplaces and in detachments. Several instigators of the rebellion were beaten by other prisoners close to the colony administration (one of the beaten was damaged so much that he got into intensive care). Serov was fired, and Kossiev, who returned from his vacation, continued to work - then no one accused him of anything.
Kossiev was nevertheless afraid of the repetition of the rebellion, but the main thing is that attention could be attracted to the colony. One of the released prisoners (asked not to name his name) told the 7 × 7 and Medusa correspondent that in the last days of December 2016, Kossiev caused several respects in the convict colony - before getting into the colony, they engaged in business or worked out in power. The head of IK-7 asked them to help him-to develop a plan that would help to eliminate the hype.
“He called me, called Boris [the former high -ranking official] ( the name was changed at the request of the interlocutor ). He said: “Well, let's help, you know what to do in such situations, how to extinguish all this. All this ripples are needed for a fig. One hope is on you,” recalls the participant in this conversation. However, according to him, a couple of days later, Kossiev again began to behave arrogantly. He said that all the advice that he was given to him was nonsense and he "he hesitated everything."
The noise raised by the letter of Dadin really managed to drown out. The activist himself was transferred to the Altai Territory. On February 22, 2017, he was canceled the verdict, on February 26 he was released. In May 2017, the court awarded him two million rubles for illegal criminal prosecution. IK-7 was checked for a long time-they searched for evidence of bullying, which Dadin spoke about, but they never found confirmation. Kossiev retained the position of head of the colony. The interlocutor of "Medusa" and "7 × 7" says that mockery of the convicts and extortion of their money, temporarily terminated in November-December 2016, resumed.
“Karelia is“ red ”zones. [That is] everyone is led by the head of the colony, and not the “authorities” from among the convicts. If they cease to handle the convicts hard, the colony very quickly from the “red” will turn into “black”. Then certainly about any correction of prisoners will not be about. Yes, this is a cruel system, but forced. And never at the “red” zone will be treated as normal people, whoever they are-even the killers, even economic, ”said the former high-ranking employee of one of the law enforcement agencies of Karelia in an interview with IK-7 in an interview with a correspondent of“ Medusa ”and“ 7 × 7 ”.
All the former convicts who agreed to talk with the 7 × 7 and Medusa correspondent say the same thing: excessive cruelty against the convicts is directly encouraged by Sergey Kossiev, who has been working in the colony since 2007, and in 2013, who headed it. They are sure that physical violence, torture, and mosema-muslims became in IK-7 with a common place precisely under Cossiev. Many former prisoners told and continue to tell about this at different times.
One of them, who spent more than ten years in the Segezh colony, said : “I know him in general from the period when he had a career: the junior lieutenant, the detective of the investigative insulator No. 2 of the city of Segezhi. Before that he was a dog handler. He pays no attention to the laws, for him no laws simply exist. He is cunning, lying, never keeps his word. For example, he could conclude an agreement with the convict regarding a petty violation: they say, you confess, and we will forgive you, I give the “word of the officer”. The man recognized something, and then, in all severity, he was punished. In communication with the prisoners, he himself repeatedly said: here I, they say, is both the king and God. <...> I can punish you, I can lower you, I can kill you at all. I can do anything. "

Other prisoners who were serving a sentence in the Segezh colony confirm these words and say that for Kossiev other arguments, except for the Force, does not exist. “By the standards of a normal person, he, of course, is a sadist. By the standards of the colony, I would rather call it a moron and inadequate. After they specially sent me to the most difficult work, he personally came and told me: “I felt what it is? I will make you a manager, you will send your prisoners to these works. I am a love for this business,” the Medusa and 7 × 7 correspondent from IK-7 in 2017 was changed at his request).
Former convicts say that due to this cruelty, Kossiev managed to build an effective system of internal control of the colony - ensured compliance with the regime and order in the “red” zone. Everything that took place in IK-7, Kossiev personally controlled.
“Kossiev does not hold prisoners for people. He likes to watch how they suffer. Even me, a combat officer, he first sent to a “frying”. You are dressed in a rubber suit and sent to clean [fuel] boiler, which has recently been extinguished. The temperature in it is approximately as in a sauna, under 90 degrees. They put you there, and you clean at least all day. In a few hours of work, I lost three kilograms of weight, ”said Alexander.
Another former Segezh prisoner Dmitry (the name was also changed at the request of the interlocutor), freed from the colony in 2018, confirmed the story of Alexander, as well as the words of Denis Silonov, who was released back in 2012 and the first to tell about such torture.
“After quarantine, where most of those who arrived in the colony were already tortured, prisoners were distributed according to the detachments. Those who had money had money were sent to “frying” - the so -called the most dirty and hard work were called. First, they could send to the pigsty to drag the urine and pig shit in the holey buckets, dousing them from head to toe in the eyes of other prisoners. Then - in the boiler room to clean the just obsolete boilers. Then - on a stone processing, where with a heavy sledgehammer they forced to manually break large stones into smaller ones, ”said Dmitry.
In August 2016, says former convicted Alexander, a meeting was held in the sixth detachment of the colony, a representative of the prosecutor’s office came to him - the living conditions of the convicts were discussed. One of them - who received five years for the abuse of the authorized owner and general director of Roslesinvest Vladimir Apollonov - asked: “Tell me, can we organize paid emails in the colony? This is good for everyone: relatives and I will communicate more quickly, and the colony will receive money. ” This issue was perceived by the leadership of the colony as a critic; Apollonov was sent to clean the boiler.
“He fell out of the boiler, holding on to his heart, with shortness of breath, with bluish lips and vomiting. Instead of assisting, he was beaten, because the head of the colony seemed that the prisoner was “mowing”, ”says Alexander. The same night, Apollonov died.
“These testimonies are in the protocol of my interrogation, it was conducted by the investigator of the Karelian SK Ulan Kenzeev,” says Alexander. “I told him the names of those prisoners who personally received Apollonov from the boiler and took him to the medical unit.”
Witnesses of everything that happened to Apollonov after the “frying” were two prisoners, but they were interrogated or not, is still unknown. Investigator Kenzeev allegedly "promised to see the documents and the results of the autopsy." According to Kommersant, an official cause of Apollo's death was called coronary heart disease. Since 2016, his lawyer Ruslan Martsinovsky has tried to dispute this conclusion to challenge this - his client had never had heart problems before.
All the interlocutors of the Medusa and 7 × 7, who have served in the colony, say that Kossiev personally led the “frying” by sending to the “frying”. According to them, this was also one of the easy ways to persuade the entrepreneurs who fell into the colony to begin to “share”. After the “frying”, convicts were offered cooperation to facilitate working conditions. And the majority agreed.
“They clearly said to you:“ either you participate in the life of the colony, or we are hot. ” The prisoner Vitaly (the name changed) in the spring of 2017 asked after a proposal for “participation in the life of the colony”: “What will happen to me?” He was immediately placed instead of an answer in a schizo, where he is still, that is, for more than a year. And I had the mind not to ask, but simply to agree, ”says Alexander, who came out of IK-7 to freedom.
In November 2017, a criminal case was opened against Anatoly Louist, Deputy Kossiev on IK-7. At first, an article on receiving a bribe was also added to the abuse of authority, and after his confession, and after his confession.
In February 2018, Kossiev suddenly left his position and retired, although he did not even reach the age of age. Human rights activists suggested that a pension is a deferred punishment for the story with Ildar Dadin. It soon became clear that this was not so. The departure from the colony was the result of inspections of the Investigative Committee and the FSB. After them, in April 2018, a criminal case was opened against Kossiev - for abuse of authority and for abuse of them, as well as for extorting money from prisoners.

In the affairs of Kossiev and Luist, according to Medusa and 7 × 7, there are general episodes. Several businessmen and former politicians from Karelia, the Murmansk and Leningrad regions pass the witnesses and victims in criminal cases against Kossiev and Luist (the investigation does not call their names; they all agreed only after liberation from IK-7 or stage to other zones).
Alexander, who had served in IK-7, said that for a preliminary conversation with wealthy convicts-those who were engaged in the will of business or worked in the civil service-Kossiev came immediately after their transfer to the colony, right into quarantine (a special premises in the colony where prisoners spend the first two weeks). To whom it was worth going, it was most often visible from the case file. For example, the interlocutor of “Medusa” and “7 × 7” was given to Alexander for three years in a colony under an economic article, and among his neighboring circle of communication - in prison jargon people from this circle are called “familymen” - there were famous entrepreneurs and politicians from different regions of Russia.
From the materials of the criminal cases on Luist and Kossiev, it follows that in 2016 they deliberately sent wealthy prisoners to "sections of work where hard physical labor was used." After that, the convicts promised the relief of the regime and even help in parole, if they agree to finance the "repair and improvement of the territory of the colony." Those were forced to agree - as stated in the case, "being in a position dependent on the leadership of the colony."
With those who were ready for cooperation, further negotiations led through an intermediary. In the documents in the case of Kossiev, such an intermediary is called "Convicted B." And a man by the name of Kuznetsov (without an indication of the name), who held the position of “a colony order”. According to the investigation, it was Kuznetsov nicknamed KEC who received money from prisoners and their relatives - and only submitted to the head of the colony Kossiev.
“After the“ frying ”I was called to the head of the colony, where Kuznetsov turned to me. “Do you understand who I am?” He asked. I said it makes no difference. He explained that he was working “from the owner”. Then I realized that he really had almost endless powers: in violation of all laws, he walks along the colony with his keys, he is not touched by the guards on either the internal or external perimeter, he distributes the queue and places for long meetings, the room of telephone negotiations, and so on. Even deputies of the colony head listen to him, ”says former ZEK Alexander.
According to him, KEC invited him to transfer 125 thousand rubles to the “needs of the colony”, and he agreed. The very next day, the head of the colony approached him and said: Kuznetsov demanded an increase in the amount by half. “I agreed again, after that I was taken to the room of telephone negotiations, from where everyone who was there was expelled, and they let my relatives calmly call how much and where to translate,” says Alexander.
The materials of the criminal case against Louist and Kossiev say that several prisoners were transferred “for the needs of the colony” on average 200 thousand rubles each. With this money, materials were purchased for the repair of administrative and residential buildings of the colony. The repair was carried out at the same time "with the illegal, gratuitous use of the work of convicts." The investigation is confident that part of the money "was awarded the colony."
По материалам дела, один из заключенных по фамилии Гогуа предоставил колонии «материальную помощь» в размере около пяти миллионов рублей, «чтобы его не сгноили в ШИЗО и на специально придуманных Коссиевым невыносимых работах».
Около 1,1 миллиона рублей потратили на ремонт здания отрядов № 4 и № 5, крыш производственных помещений и установку светодиодных фонарей во дворе колонии. Около 500 тысяч рублей потратили на строительство цеха по изготовлению ушатов, кадушек, ковшей и других аксессуаров для бани.
По словам знакомого с ходом следствия источника «Медузы» и «7×7», все это осужденный Гогуа подтвердил во время очной ставки с Коссиевым в конце апреля 2018 года. На той же очной ставке выяснилось, что 50 тысяч рублей из отданной осужденным Гогуа суммы перевели на банковскую карту Анатолия Луиста.
В материалах дела сказано, что Коссиев через посредничество Кузнецова вымогал деньги «на ремонтные и строительные работы на территории колонии» в «условиях недостаточного бюджетного финансирования» и «стремясь представить себя в выгодном свете перед руководством» карельского управления ФСИН.
«Без ведома начальника в колонии никто пальцем не мог шевельнуть. Надо подшиться — к начальнику, хочешь сменить обувь на более удобную — к начальнику. Завхозы и начальники отрядов ходили к Коссиеву каждый день, иногда и не по одному разу, на какие-то планерки», — рассказывает Дмитрий, отбывавший наказание в шестом отряде ИК-7.
Из рассказов бывших сотрудников и бывших заключенных колонии следует, что обычной практикой в сегежской колонии было и использование фактически рабского труда заключенных.


Сколько всего видов нелегального бизнеса организовало руководство колонии, сейчас выясняет следствие в сотрудничестве с ФСБ. По информации собеседников «Медузы» и «7×7», помимо легальных швейного и деревообрабатывающего производств, на территории колонии действовали камнеобрабатывающее предприятие и автосервис . Кто их учредил, неизвестно. Автосервис оперативно закрыли в конце 2016 года, после резонанса от письма Ильдара Дадина. Камнеобработка в колонии продолжается и сейчас.
Знакомый с ситуацией на производстве собеседник «Медузы» и «7×7» подтвердил, что на территории колонии проводилась обработка камней, вероятнее всего «по серой схеме»: «Я не знаю, как в обход всех правил в ИК-7 завезли и установили там камнеобрабатывающее оборудование. Ясно только, что резали камень зэки бесплатно или почти бесплатно, в результате образовывалась дополнительная прибыль. Ее, вероятно, распределяли между руководством предприятия и начальством колонии. Когда началась движуха с Дадиным, они на время вроде как прекратили сотрудничество, но через некоторое время его возобновили».

Осужденный Хазбуллат Габзаев получил год и восемь месяцев по статье о «дезорганизации» работы колонии. По той же статье будут судить еще одного жаловавшегося на пытки Юрия Коробейникова.
