Ukraine leaves the Commonwealth of Independent States

On the Day of Europe, May 19, on the official website of President Poroshenko, a significant decree appeared “On the decision of the National Security and Defense Council of May 2, 2018“ On the termination of the action for Ukraine of individual international treaties concluded within the framework of the Commonwealth of Independent States ”.

The name is long, and the decree itself is short.

1. Clause one: to introduce the mentioned decision of the National Security and Defense Council.

2. Clause two: to assign control over the implementation of the decision on the Secretary of the Security Council, that is, to Alexander Turchinov.

3. Clause third: the document comes into force from the date of its publication.

In television circulation, Petro Poroshenko explained how the process would look in stages, the need for which civil society has insisted since the annexation of Crimea and the outbreak of the Russian-Ukrainian war.

From Minsk, where the authorized bodies of the CIS are located, Kyiv recalls its representatives, and all the contracts concluded in the framework of the Commonwealth are several thousand of them! - Inventory.

Those that are of practical value for Ukrainians, for example, the recognition of diplomas of higher education, pension provision, metrology and standardization, promise not to be terminated or transferred to the category of bilateral ones. Observers, commenting on Poroshenko’s performance, clarified: there is no one from Minsk, except for a single temporary attorney in business. Ukrainian representatives were not sent there from the beginning of the Russian Federation’s invasion of the Donbass. It was in 2014 that Ukraine was supposed to preside in the organization, but I had to engage in completely different-to protect its borders from the CIS partner ...

It should be recalled: Ukraine initially received the status of the founder and associated member in the Commonwealth, but never poured into the post-Soviet neoplasm, since it did not ratify the charter adopted in 1993.

The boundaries between Ukraine and Russia, Ukraine and Belarus are state and inviolable. The republic creates its own armed forces on the basis of the former union stationed on its territory. The stay of strategic armed forces in Ukraine is considered temporary. The intentions of creating your own open economic system by introducing the national currency, banking and customs services are confirmed. The republic reserves the right not only to suspend, but also to stop its participation in the Commonwealth. ”

The first mass rallies with the chanting "Get from the CIS!" They took place in the Ukrainian capital in March 1992. They went on the background of the working meeting of the leaders of the Commonwealth. The foreign word "summit" was still afraid then ...

The meeting included several thematic blocks. The economic block was dedicated to the division of property, assets, liabilities of the Gosbank of the former USSR; the second - concerned military problems; The third - determined the principles of the work of a single information space, were going to solve the fate of the Ostankino and find options for the joint use of the Baikonur cosmodrome; In the fourth block, they planned to discuss issues of peaceful coexistence of the CIS countries. Therefore, myths that the Commonwealth for a long time was for Kyiv, if not support for the formation of statehood, then a completely acceptable form of coexistence and interaction with the ex-Soviet republics are insolvent. The release of Ukraine will put an end to this story. Although politically the CIS killed itself before, without reacting to Russia's “sodrous” aggression in relation to Ukraine.

In 2009, relying on the corresponding article of the Charter, the CIS left Georgia. But Ukraine, as you know, did not confirm the charter. Therefore, according to the experts, the founding state must appeal to the Belovezhsky agreement, which says: each of the parties has the right to suspend this document, read, begin to say goodbye to the rest of the participants, "notifying them about it for the year."

I wonder if this rule works? Will the procedural war begin immediately after notification?

Considerable fears are related to economic cooperation within the framework of the Commonwealth - what will happen if it completely stops? “Gas”, “chocolate”, “sugar”, “cheese” and other wars, which have been continuously waged since 2012, the cancellation of the agreement on the free trade zone with Ukraine, the ban on the transit of the goods through its territory brought losses to billions of dollars.

But this is not a drama for a long time, but an experienced, completed stage. Now, according to the Ministry of Economic Development and Trade, the export to the CIS countries from Ukraine is only 16%. And the way out of the Commonwealth will help to finally reorient to more competitive and, therefore, highly profitable markets. This is the position of Prime Minister Vladimir Groysman.

However, experts remind: the CIS is not only Russia, but also Belarus, Kazakhstan, Uzbekistan, which are still a platform for Ukrainian industrial goods. The Kremlin may force them to make a joint decision: no bilateral agreements, died so died.
