The investigation came to the conclusion that the Buk installation was delivered to the territory of Donbass from Kursk-as part of the convoy of the 53rd Air Defense Brigade of the Russian Army.
The JIT group actually confirmed the version of independent researchers from Bellingcat, who back in 2015 announced the involvement of the Russian military in the transfer of the Buk air defense system to Donbass. In his investigation, Bellingcat was repelled from data from social networks. In their work, international investigators relied on the analysis of the technical data of the “beech” itself, the unique distinctive features of the attitude from which the Boeing was shot down, as well as the materials of Russian eyewitnesses to the transportation of the air defense system from Kursk to the border with Ukraine.
Recall that the previous JIT report, presented in September 2016, contained information about the movement of Buk through the territory of Donbass. Then the investigators found that in early July 2014, the anti -aircraft complex drove into the territory of Ukraine, where a group of escort from people in military uniforms joined him without identification marks. Accompanied by Buk, installed on the Volvo tractor, first proceeded to Donetsk, and then to the Pervomaisky village near Snezhnoye.
From the first days of the summer of 2014, there were tense battles between the pro -Russian forces and the Ukrainian army. The Ukrainian side actively used assault aircraft, as well as heavy transport aircraft for the delivery of goods and personnel to the border with Russia to cut off the separatists from the “rear” support.
The forces of the “DPR” and “LPR” were obviously in need of weapons that could neutralize an air threat. During June and the first weeks of July 2014, the separatists fought with Ukrainian aircraft with the help of “manual” air defense systems and successfully attacked military aircraft only on take -off and landing. So the IL-76 were shot down near Lugansk and An-30 near Slavyansk.
However, on July 14, they managed to bring down the Ukrainian transporter An-26, flying at an altitude of 6200 meters. From the correspondence of separatists on social networks, it became clear that more powerful air defense systems appeared at their disposal.
Pro -Russian militants shared good luck in social networks using the expression "poultry farm".
On the afternoon of July 17, 2014, the then Minister of Defense of the “DPR” Igor Strelkov-Girkin reported on the continuation of the “Poultry Power”, curling that the “militias” managed to knock down another Ukrainian military An-26. A few hours after his recording, it became clear that the passenger Boeing 777 Malaysian airlines was shot down in the sky above Torez.
According to JIT, shortly after this attack “Buk” on the same “Volvo” tractor was hastily sent towards the red beam and further - Debaltsev and Lugansk, where in the early morning of July 18, he was photographed on a tractor by one of the local residents - at that time one of the four missiles was already absent. On the same morning, the tractor crossed the border with Russia.
The new JIT data, presented in an animated presentation on May 24, 2018, the commandant of the police investigation department, the Netherlands by Gilbert Paulissen, describes the chronology of the Buk complex in Russia to the border with Ukraine in the Donbass.
So, on June 23, the installation left the location of the 53rd brigade as part of a convoy of 6 other air defense systems. The convoy was sequentially captured on video and photographs of eyewitnesses in Russian settlements Stary Oskol, Gorodishche, Alekseevka, Private, and finally, on June 25, he arrived in Millerovo, which is a pair of tens of kilometers from the border with Ukraine.
Numerous amateur videos demonstrate the movement of convoys on public roads. In some cases, massive equipment interferes with civilian transport. An unusual phenomenon attracts the attention of onlookers with smartphones.
As part of the column, six air defense systems had three -digit side numbers starting with numbers 2 (for example, 202). According to investigators, this figure denotes the battalion of the complex of the complex as part of a military brigade. Only one installation had an on -board number with numbers 3 ... 2 (the second digit was erased).
Using the footage of eyewitnesses and the Google View service, the investigation verified the entire route of the column from Kursk. The landmarks were advertising structures, road signs, pointers and their combination with each other.
The investigation also determined 7 unique distinctive features (“FingerPrints” - literally: fingerprints) “Bouring” 3 ... 2 following the convoy. They completely coincided with the "prints" of the installation that shot down the Malaysian Boeing. The JIT team received this information from witnesses observing Buk in the territory of Donbass.
Four "print" - on the left side, namely:
a mark in the form of a cross denoting the center of gravity of a self -propelled installation;
temporary marking for transportation on other transport;
White strip on the caterpillar shield;
Two characteristic spots at the place where the board number should be indicated.
On the right side - three distinguishing features:
White spot on the panel of caterpillars;
large gap in the shield to the left of the white strip;
The absence of knitting needles in the second with the end of the caterpillar support wheel.
“These“ prints ”, their physical location relative to each other make them unique distinguishing features of the ISRK installation weighing,” a special prosecutor of the Netherlands told Novaya Gazeta to investigate the crash of MN17 Fred Westerbeke.
- Do you have other evidence in addition to photos, videos and evidence of eyewitnesses? Perhaps the pictures from the satellites?
- We have various materials. But now we do not demonstrate absolutely everything that we have, since in this case we open the cards to the other side. So far we are not going to do this, ”said a special prosecutor.
In addition to analyzing data on the origin of the Buk, investigators also demonstrated the body and nozzles found at the site of the MN17 tragedy. On its case, the serial number is visible, in particular, 9d1318869032.

After completing the press conference, Fred Westerbeke answered the questions of Novaya Gazeta.
- As before, the question remains: who is specifically responsible? - said a special prosecutor. - We are still actively working on him. JIT has reached a certain progress in the establishment of some involved and continues to work further. But understand how I already called your colleagues today: an investigation is not to build a house according to the prepared plan, when you already have a design and the deadlines are clear. We use all our capabilities to move as soon as possible, but we work in difficult conditions. We have already sent information about our current investigation to the Russian side and are waiting for an answer: was the 53rd brigade really involved in the Donbass? Who exactly was involved in transportation?
- In this case, will there be about the interrogation of officers and soldiers of this brigade?
- Let's first wait for the Russian side response to our current request. Of course, we would be glad to comprehensive cooperation. But my expectations are not so high as to talk about the possibility of interrogations. We have repeatedly turned to the Russian authorities, but so far we have not received significant information.
- Perhaps you should then turn directly to the Minister of Defense of Russia Shoigu?
- We are in contact with Russian colleagues through certain communication channels. But yes, probably, the appeal [to Shoigu] will be our next step. In addition, we turn to the authorities, but also to the public with a request to help us in establishing facts. We want to understand who was in the Buka team, who gave the order, from whom the instructions emanated? And we guarantee complete confidentiality to potential witnesses.
