The leadership of the Ministry of Emergency Situations of Russia announced to the heads of regional departments the abolition of a number of rules introduced under the previous head of the department, Vladimir Puchkov, and urged them to report existing problems with an “open visor,” Kommersant writes, citing sources.
According to the newspaper, this happened on May 25 at a conference call held by Acting First Deputy Minister Alexander Chupriyan (he was deputy minister under Puchkov).
In particular, Chupriyan announced the decision to abandon fuel economy, which, in his opinion, "violates the training and educational processes and leads to professional degradation," the newspaper writes. The deputy minister also said that he was “shocked by the number of vacancies and the lack of staff”; now the Ministry of Emergency Situations will abandon the practice in which the recruitment of employees and the assignment of titles is “closed” to the Central Attestation Commission of the department.
Chupriyan also announced the abandonment of the orange berets, which became a mandatory element of the uniform of the Ministry of Emergency Situations in 2017. According to one of the interlocutors of the newspaper, for firefighters, the berets became a “red rag”, which meant “the victory of the military who flooded the leadership of the Ministry of Emergencies over the fire brigade.” The source believes that the abolition of berets symbolizes a change in policy.
“Basically, Chupriyan announced that he was done with the optimization,” one of the newspaper’s sources said. According to Kommersant, in the course of optimization since 2015, almost 60,000 people have been fired from the Ministry of Emergency Situations.
