Returning from the St. Petersburg Economic Forum, President Vladimir Putin took up a personnel policy in the regions. On Monday morning, two Far Eastern governor were replaced at once at once. The head of the Magada region and Yakutia , Vladimir Pecheny and Yegor Borisov , voluntarily resigned.
These resignations were expected and predicted in the media. The Kremlin did not hide dissatisfaction with how the presidential elections in Yakutia were held, where Putin showed the worst result (compared to other regions), 64.4%, and the Communist Party candidate Pavel Grudinin showed the best result - 27.3%. Although representatives of the Presidential Administration have repeatedly said that the governors do not receive installations and are not responsible for the election results, in reality many of the heads of regions are often dismissed for low indicators of the candidate from the authorities.
As the political scientist Konstantin Kalachev noted earlier, the problems in the elections in Yakutia occurred because the population was displeased with plans to refuse the construction of a bridge over Lena: this money went to the Crimean bridge. However, in an interview with NT correspondent, Kalachev called not to connect these permutations with the results of the presidential campaign. 63-year-old Borisov “goes due to age, health status, by length of service,” Kalachev states.
Instead of Borisov, by order of Putin, the acting head of the region was the mayor of Yakutsk Aisen Nikolaev : in Moscow they decided that the republic should be headed by a representative of the indigenous population, the sources in the presidential administration were previously explained.
In the Magadan region, re-election was planned this year: the 5-year term of powers of the baked one has expired. The main claim to the 68-year-old leader is age, political scientists noted in the comments of Kommersant , who predicted this resignation.

The appointments of regional chiefs continued on Tuesday. Vladimir Putin by decree determined who, until the September elections, will head the regions of the Ural District-the Tyumen Region and the Yamal-Nenets AO, whose chapters went to work in the federal government: Vladimir Yakushev became a construction Minister, and Dmitry Kobylin was headed by the Ministry of Natural Resources.
They decided to change them with younger leaders. The new head of the Yamalo-Nenets Autonomous Okrug was 30-year-old vice-governor Dmitry Artyukhov . In case of victory in the elections, he can become the youngest governor of the country - a year younger than the head of the Kaliningrad region Anton Alikhanov . As the official news agencies note , Artyukhov was selected in the competition "Leaders of Russia". The Tyumen region was headed by the 44-year-old mayor of the capital of the region , Alexander Moor . According to the Ural portal URA.RU , Yakushev, who had transferred to the government, promoted his candidacy. And the NT source close to the leadership of the region notes that both Moor and Yakushev are people from the Moscow Mayor Sergei Sobyanin , and the latest appointments show that he continues to influence the personnel policy in the Urals district, which he previously led.
In total, almost a third of the governor’s corps is changing this year. At the same time, planned elections will be held only in seven regions (see insert). In at least 14 regions, the governors changed and were appointed by Putin’s decrees from the middle of last year. Four vacancies were formed at once due to the change of government. On May 18, Putin appointed the ministers of the heads of the Tyumen, Amur regions and the Yamalo-Nenets AO. And earlier, the post of head of the Voronezh region was released by Alexei Gordeev : he became an envoy to the Central Federal District, but with an eye to a transition to the government, where he returned to the duties of the curator of agriculture, becoming Deputy Prime Minister.
In most of these regions (except for those where the three governors went to ministers) there are no election intrigue: Putin's appointments to the elections with the prefixes of the acting will go to the elections. But the country's leadership is satisfied with how Putin’s re -election in the Moscow region took place. In the capital, almost 71%voted for him, that is, one and a half times more than in 2012, when he did not enlist the support of even a simple majority of Muscovites. The same increase in support was noted in the suburbs, where Putin received about 74% (versus 57%)
On Monday, Vorobyov officially announced that he was advanced to re -election, and at the end of last week Sobyanin did the same.
“It seems that the vast majority of those governors who were intended for replacement changed before the elections,” the political strategist Abbas Gallyamov said in an interview with NT correspondent. - From a technological point of view, this was justified. The voter wanted new persons, and they had to be presented without delaying for later. Now only those who did not manifest themselves in the course of the election campaign or committed other serious punctures will not be changed enough. ”
