"And the throughput will be"
At the Building Building Building Station, the fences are installed in two rows. The first row is at the entrance to the station, the second - at the platform itself. Arriving is offered to pass through a gray stream in a thin stream.
- It was still set in April. In the summer they will introduce a bandwidth, ”the guard of the bus station Vyacheslav tells me. - That is, we will only launch buses and minibuses with a license to the bus station, and only passengers with tickets to the platform are allowed to the platform.
When asked whether such measures are really needed and how effective they are, the guard grins:
- Yes, to be honest, we ourselves do not know. On the one hand, we need: after all, we have saboteurs here ( Ukrainian. - I. Zh. ), You understand. On the other hand-what will I do against the saboteur? I have no pistol ... Here at least make the fences.

Crimean officials are seriously related to the installation of fences at bus stations. Director of the Avpatoria bus station Viktor Popov on city television explained the installation of the fence as follows:
“Unfortunately, our state is forced to resist terrorism. One of these measures is the regulation of passengers passengers in places of mass accumulation. Simply put, this is a regular search in front of the bus. Dear passengers, you do not need to try to go to the bus station through the barrier, breaking or hollow, and even more so through the fence. Believe me, this is not done to complicate your life, but only to ensure the integrity of your health and life. ”
In total, by the beginning of the tourist season, the fences were installed on 15 bus stations: in Simferopol (3 stations), in Alushta, in Yalta, Feodosia, Kerch, in Yevpatoria, in Armenian, in Krasnoperekopsk, in Sudak, in the villages of Pervomaiskskoye, Kirovskoye, Krasnogvardeiskoye, as well as in Sovetsky.
The supplier of fences was the Moscow LLC Neotek-M. It put 786 metal sections and 800 pillars for fences on the peninsula. The price of the contract concluded with the GUP "Krymavtotrans" is 10 029 562 rubles 60 kopecks.

Another contract concerns the appearance of quick response groups at bus stations. They will have to inspect passengers, baggage and vehicles for the presence of weapons and explosives. Groups will be formed by the St. Petersburg LLC “AN-SECURITHI CONTRACTION OF SALE”. The company will receive 3.7 million rubles for this.
So the guard of the Yalta bus station Vyacheslav either will soon be armed with special equipment, or - will change the work.
"The beach was taken"
If the need for fences at bus stations is a discussion issue, then the fences on the beaches are recognized as evil. And they still put it. So, in Simeiz, the residents were taken away by the Beach "Naryshkinsky Stones".
“The first time he was closed in the spring of 2015,” says Irina Nechaeva, a resident of the village. - Made the leadership of the Simeiza sanatorium. In their opinion, the beach belongs to the sanatorium. However, we have documents in which it is clearly written that the beach is municipal. We turned to the head of our territorial body to Disishly Igor Ivanovich. And literally immediately access to the beach was open.
Then the beach was closed several more times, but after the appeals of the inhabitants of Simeiz to officials, the leadership of the sanatorium was forced to open the passage.
Even the head of Crimea Sergey Aksenov spoke about the illegality of the fence of Naryshkinsky stones. But, despite this, at the end of March 2018, the beach for residents was closed again.

Irina shows me a landscaped beach with small pebbles, where Simeiz residents and guests who have not stopped in the sanatorium are prohibited. A high fence is installed directly along the pier, from the back of the fence - boulders.
- It is impossible to sunbathe on them. There is no visit to the sea. But we are invited to rest here, ”says Irina.

In the secretariat of the Simeiz’s sanatorium, Novaya Gazeta explained that the fence would soon be removed again. When asked why the sanatorium for many years has stubbornly protects the beach, they refused to answer.
The chief physician of the sanatorium Mikhail Kobitsky, in an interview with Crimean television, explained the constant attempts to enclose “Naryshkinsky stones” with safety requirements.
“Every month we have checks: anti -terror, prosecutor’s office, Ministry of Emergencies, FSB, Rospotrebnadzor. And all the time we are given instructions that the territory is impassable. ”
Why is the municipal beach to enclose the sanatorium for the safety of the sanatorium - apparently a rhetorical question.
The village is at sea. Without the sea
Those who go from Yalta to Sevastopol will halfway will meet a high, at least 4 meters, brown metal fence. You will have to go along it for about two minutes. He will completely close the sea view.
But you can tolerate two minutes without the sea. But the inhabitants of the Oliva village located next to the fence have been living without it for the third year.
“In December 2015, he gathered fishing, to catch a slave,” says a local resident Valery Shah. - And a person in camouflage unfolds me, they say, a closed territory.
Oliva is a special village. Since Soviet times, government dachas have been located here. They occupy the entire first line by the sea. Therefore, locals can (more precisely, could) go to the sea only through the Tavria sanatorium, which in the old days belonged to the Ukrainian oligarch Kolomoisky.

“With the advent of Russia, Tavria was given to the FSB, and the special service gave it the status of a military unit,” says Boris Sulimov, a resident of olive. - This means - a regime object, outsiders are prohibited.
Since 2015, the Olivians traveled to the sea to the neighboring villages of Foros and Parkovoye: they got someone as best - by public and personal transport. For the summer of 2018, the Yalta administration promised to allocate a bus for the residents of the village, which would carry them at sea 4 times a day.
They talk about the fence erected by the FSB with obvious displeasure.
“There is no sense in it,” Boris Sulimov believes. - If this is done in order to hide the sanatorium from prying eyes, I dare to disappoint: you can rise a little from the highway to the mountain and see everything.

In addition to problems with access to the sea, the Olivians also had property problems. They are not allowed to issue land plots under Russian legislation, which they used as gardens in Ukraine. The reason is the letter of management of the Presidential Affairs to the Yalta administration with a request “not to carry out actions to conclude social and commercial employment contracts, transfer to individuals and legal entities for permanent use, lease and other use of land located in the olive item”.
"The structure of enclosure has changed"
The problem of fences in Crimea has existed since Ukrainian times; With the transition of the peninsula to Russia, there were no less fences to Russia, but they began to install them according to a different principle, according to the Crimean social activist Alexander Talipov. Alexander in 2014-2015 participated in the movement “Clean coast. Crimea ”, which fought with illegal fences.
- Under Ukraine and at first, under Russia, the so -called “private beaches” were mainly closed by municipalities, for example, “for improvement”. In fact, they were conducted by commercial activity. At the same time, there were many sanatorium beaches, beaches of boarding houses that were open. Now, with the "private beaches", the fences were removed, but on the beaches of boarding houses - on the contrary, the fences have appeared. This is presented as an anti -terrorist measure. After all, we usually save the fences from terrorist attacks, ”Alexander is ironic. - And this is done, despite the fact that legislative acts - the same Water Code of the Russian Federation (Article 6) - guarantee the unconditional right of citizens to access the coastal strip. They are fighting now with the fences of the only method: people make collective appeals to officials. Basically, they answer that "the fence is established for security purposes." However, sometimes - as it was in the same Simeiz - complaints reach the first persons of the republic, and the fences are removed.
