The number 64 sounded from the lips of the representative of the Ukrainian authorities at the end of January 2018. The publication “Word and Delo” conveyed the words of the adviser to the Minister of Information Policy Julia Kazdobina: “... Now 64 people are considered political prisoners, 54 of them were either detained in the Crimea or are held in Crimea, or were exported from Crimea, and 36 of them are Crimean Tatars.”
On February 26, the number 64 appeared in the message of the Ministry of Justice of Ukraine. On the same day, YouTube was released by the film “Prisoners of the Kremlin”, shot by the UTV foreigner television channel with the support of the Ministry of Information Policy. However, in the final of the film, a different number is called - 67.
One of the lists mentioned in both lists was released on a recognizance not to leave, and the other was released in April after expiration of the sentence.
66 people are also named in the list, which was jointly prepared by the Ukrainian Helsinki group, the organization of Ukrainian journalists Media Initiative for Human Rights and the unification of relatives of political prisoners of the Kremlin.
Finally, in the number of “citizens of Ukraine, deprived of freedom for political reasons in Russia and the occupied Crimea ... as of May 28, 2018”, published on the website of Let My People GO, created by the Euromaidan SOS civilian initiative and dedicated to Ukrainian political prisoners, 70 surnames.
Having analyzed these lists, the OVD-info publishes its list of 71 people (as well as some information about similar affairs of people who are not included in these lists). Data on these people are given with explanations - in what case they are persecuted, in which articles they are accused and where they are. Not all of the people listed below was recognized as political prisoners of Russian human rights organizations. In relation to some people, open sources contain quite little data about the essence and circumstances of the persecution.
15 people were accused of violent crimes, 18 of the preparation or attempt on violent crimes (not counting those who are also accused of committing), two of espionage, three of state treason, three in calls to violent crimes, 25 - only in involvement in prohibited organizations (including financing). In the vast majority of cases, the guilt of the persecuted, according to a number of human rights activists, has not been proven. The Russian authorities consider many people listed below (primarily residents of Crimea) by citizens of the Russian Federation. Some of them are citizens of both states.

Another accused in this case, Gennady Afanasyev , like Chirniy, gave a confession and was sentenced to seven years in a strict regime colony. Vladimir Zasich -three years in colony of general regime, is in colony No. 1 in the village of Kamenka (Kabardino-Balkaria)

In the summer of 2016, Ridvan Suleimanov was also accused of sabotage activities in Crimea in the Crimea, but then he was sentenced to a year and eight months of a general regime colony on charges of a deliberately false message about a terrorist attack. Currently, Suleimanov is free.

Then this accusation was removed, but a new episode appeared in Litvinov - about a robbery attack on a Russian citizen Alexander Lysenko in the Lugansk region. At the same time, Ukrainian border guards claim that Lysenko was not in Ukraine at that time.

Радикальная исламистская партия «Хизб ут-Тахрир аль-Ислами» ставит своей целью создание всемирного халифата. При этом в причастности к терроризму эта партия или ее представители замечены не были. Тем не менее на территории Российской Федерации «Хизб ут-Тахрир» запрещена именно как террористическая организация.
В Крыму был заведен ряд дел о деятельности ячеек «Хизб ут-Тахрир» (до присоединения полуострова партия существовала здесь легально), при этом в подавляющем большинстве случаев предполагаемым членам этих ячеек не инкриминируется ничего, кроме организации или участия в деятельности террористической организации.
Эти дела формально ничем не отличаются от аналогичных дел, заведенных по обвинению в причастности к «Хизб ут-Тахрир» в Татарстане, Башкортостане и других регионах России. В вину большинству людей ставят лишь «партийную деятельность» — то, что они проводили встречи или участвовали в них, обсуждали литературу и привлекали новых участников. При этом нет уверенности в том, что все обвиняемые действительно были членами ячеек этой партии. В некоторых случаях есть основания полагать, что дела на конкретных людей в Крыму были заведены либо в ответ на их активное противостояние деятельности российских властей, либо для прикрытия передела собственности.
