On the supporters of Alexei Navalny in Penza, Alexander Abramov and Gennady Topchiy, protocols were drawn up on participation in the rally on May 5. This was reported to OVD-Info by Alexander Abramov.
On June 7, the activists received a call from the police and demanded to come to draw up protocols. On June 8, administrative cases were brought against them for violating the procedure for holding a public event by its participant (part 5 of article 20.2 of the Code of Administrative Offenses).
The city administration did not respond within three days to the notification about holding a rally and a procession at the declared site in the city center on May 5. Under the law, in such a case, the event is considered agreed. The police colonel warned the organizer about the inadmissibility of holding the announced event and invited all those present to go to Hyde Park and hold the event there. After people started moving towards Hyde Park, the organizer of the event was immediately detained for no reason. Me and another guy were detained a few minutes after the organizer was in the paddy wagon
Abramov said.
