The power supply project of remote villages of the Murmansk region failed, the funds were wasted. The authorities plan a new wind farm - ten times more expensive

The project, which implies the installation of a wind park on the Terek shore of the White Sea to supply electricity to the villages of Chapom, Chavang, Tetrino and Pylitsa, did not bring these villages nothing but a landfill from non -working windmills.

There is no road to these villages. You can only fly a “turntable” or in winter - 6 hours on a drag. The people live in St. John's wort, deer, fish. Logs, black baths. Neither outpatient clinics, no police. There is always a problem with light: power supply - from a diesel engine. They brought fuel - there is light, but no more than 8 hours a day, they did not bring it - we will sit at the beam.

The project that will save the inhabitants of the “remote” from constant interruptions with electricity has been reported since 2014. Then, in the village of Pydalitsa, Teresky District, the first experimental combined combined winddersel station “Three in one” was built in Russia: wind, diesel station, solar panels. Then the acting governor Marina Kovtun explained to the cameras that for the sake of 14 inhabitants of the village it was not a pity for large money of the regional budget. And ahead of Chapoma, Tetrino and Chavang, where 190 people live.

- Already now we see joyful faces, people buy electrical engineering: multicooles, bread makers, microwaves, - the governor carried. I don’t know where the inhabitants of the highway bought multicooks - the nearest household appliance store is 360 km.

Dashing trouble began. The authorities began to embody plans with their inherent zeal. At the end of October 2014, the administration of the rural settlement of Varzuga entered into a contract with the company "President-Neva Energy Center" for the construction of windshields in Chavang, Chapoma and Tetrino. The price of a contract is 103.8 million, 80% - funds of the regional budget, 15 - federal, 5 - local.

In April 2016, the Governor Kovtun inspected the wind farm - already without the prefix of the acting acting.

True, during the visit of the blade of windmills for some reason were motionless. Because there is no wind - they explained to the governor. Another year passed. The blades do not spin again: there is nothing to spin. The windmills lie on the ground.

According to local residents, solar panels also do not work - batteries ordered to live long.

And the new supports of the power lines on the ground: they were never put, and those that they put are without wires. Everything is the same. Electricity is supplied from the diesel generator through the old wires, the voltage in which barely reaches 200 volts.

In November, when the inhabitants of the villages posted a photo of the windmills lying on the ground on the social network, the officials had to explain. And they immediately stated that since the warranty period - 3 years - has not yet expired, the contractor will quickly eliminate the “malfunctions”. The windmills are not “lying”, but “dismantled”, and not just like that, but because the blades broke due to icing. The weather failed, ”the press release of the regional government reports,“ after all, the windmills were put on the coast, and there-the wind is strong. ”

The regional Minister of the Housing and Public Utilities Mr. Gnoevsky agreed to the point that he said: “Wastelands work or not, it doesn’t matter at all.” Of course, it doesn’t matter that there is still no new power transmission line, but the old voltage declared in the project will not withstand. The minister, however, made a reservation: they sued the contractor.

Indeed, they gave. But late. Because back in October 2017, the Arbitration Court of the Khabarovsk Territory accepted the bankruptcy case of the President-Neva Energy Center for bankruptcy. There was nothing unexpected in this, it was the third-and successful-an attempt to recognize the “President-Nevu” bankrupt, in its regard, dozens of enforcement proceedings were already excited by a total of almost 100 million. The contract in the Murmansk region has become the most “fat” in the history of the company. Prior to that, she was taken as contracts from 10 thousand rubles to 2 million. One of the projects in the Far East is similar to Murmansk. The outcome is the same: the windmills collapsed shortly after installation.

Murmansk officials tried to independently buy blades for windmills, and recover the contractor. When it became clear that there was no one to issue an account, an auction was announced for the repair and restoration of wind energy installations. This week, the final point has been set in history: the auction was recognized as failed, there were no people who want to restore windmills.

Now officials are announcing the project of a new wind park - this time near Teriberka. By 2021, they promise to put a hundred windmills here. The tender was won by the Italian company. The price of the issue is already calculated by hundreds of millions of euros.
