Catamaran, faced with a barge on the Volga of the State Emergencies Ministry in the Volgograd regionOn Monday evening, after sunset, on the Volga a walking catamaran collided with a barge. This happened a kilometer from the shore in the area of the Volgograd cargo port. According to the latest data, 11 people were killed.
This tragedy, unfortunately, is not unique - as practice shows, shipping in internal reservoirs in Russia is one of the most dangerous modes of transport.
According to Rosmorrechflot, the catamaran did not have the necessary documents and identification lights. At the same time, there were 16 people on a ship designed for 12 passengers.
The source of Interfax in the services of transport supervision of the Volgograd region said that the owner of the catamaran did not have a license for passenger transportation, and people went aboard without tickets and on -board lists.
The catamaran was owned and ruled by the former head of the Kalachevsky district of the Volgograd region and the ex-deputy of the Volgograd City Duma Dmitry Khakhalev, previously sentenced to imprisonment. They and their sister are among the dead. Judgeal experts revealed alcohol in the blood of a man.
The Ministry of Emergencies found that Khakhalev led the catamaran to the berth perpendicular to the coast, at high speed laying the turn after the exit from the mitant of the island is hungry. The barge-drill in the hitch with a lake pusher followed the coast, across the catamaran. The crew did not notice the small ship: it was dark, the dimensions on it did not burn.
The website "Notepad of Volgograd" with reference to its source reports that several law enforcement officers with families sailed on the catamaran, they celebrated the birthday of Major of the traffic police Vitaly Negrash, who turned 43 on June 10.
As a result of the collapse, Negrash himself allegedly died, his wife Elena and a 17-year-old daughter, as well as the traffic police officer Alexander Alifashkin and his wife. On the ship were a colleague of the birthday person Sergei Shkurenko and his wife Anna, the newspaper writes.
Most bodies were extracted from the catamaran itself, people did not have time to get out of the cabins. Only one passenger was upstairs and died first, having received injuries not compatible with life when hitting the side of the barge.
Dmitry Khakhalev is known that in 2009 he was sentenced to four years in prison under five articles of the Criminal Code. According to the case materials, on the night of May 1 to 2, 2008, Hahalev beat the girl and committed a sexual violence with her, and then at the Estate camp site in the same area from the hooligan motives he fired several times from the Saiga-MK carbine in people who were there and beat the man weapons. At that time, Khakhalev headed the administration of the Kalachevsky district.
The Governor of the Volgograd Region has already ordered to cancel the holidays and solemn events in honor of Russia's Day, although he did not declare mourning in the region.
He also instructed to check the storage conditions and use of all courts, including those providing tourist and transport services, for compliance with the current legislation. Particular attention is planned to be paid to boats that can be used for commercial purposes without execution of permits.
Meanwhile, only a list of incidents that have happened recently suggests that not everything is in order with river shipping in Russia.
In August 2017, the ship Ilya Muromets with 130 passengers on board the villages of marthes in the Yaroslavl Region in the Myshkin region due to water entering the fuel system.
In July of the same year, a drunken man in Moscow stole the passenger ship "Egori" for 60 passengers and collided with another ship.
In April 2017, a ship with passengers sat aground under the Novospassian bridge in the center of Moscow. Fire and rescue units arriving at the scene for security purposes evacuated about 60 passengers from the ship.
And, of course, everyone has a crash of the Bulgaria ship in the Kuibyshevsky reservoir in the territory of Tatarstan. The main reason for the tragedy was that the crew did not lift the portholes, and water flooded in them when, due to the gust of wind, a roll appeared. Then 122 people died.
"According to operational data, the walking catamaran, on which there were 17 people, collided with the barge on the Volga and partially sank. According to the ambulance, a request for seven victims and one deceased," a source in the ambulance service told the agency of the city.
According to him, the whereabouts of another nine passengers of the catamaran, including a 17-year-old schoolgirl, has not yet been established, are being conducted. The causes of the emergency are still unknown.
The saved in a collision with the barge managed to get out of the catamaran himself, TASS reports. "People were inside the catamaran, seven of them managed to get out, breaking the glass," the source told the agency in emergency services. At the moment, the fate of nine people is unknown. Another died.
"The search and rescue operation is underway. In addition, rescue posts are exhibited along the coastline," said emergency services. The emergency occurred 250 meters from the shore in the Volga water area.
Another source of Interfax in the regional transport supervision services said that the owner of the catamaran had no license for passenger transportation. "Previously, the owner of the Catamaran did not have documents, including a license for the transportation of passengers, passengers were transported without tickets and on -board lists," the source said.
It is also reported that the tourists relaxing on the catamaran were drunk. “Previously, the victims, among other things, are diagnosed with alcohol intoxication. From their own words, according to the brigade’s report, they drank alcohol before the trip. Some consumed alcohol directly on the catamaran,” the interfax source in the ambulance service in the city said.
