A week before the start of the World Cup, the regional department of the Ministry of Internal Affairs ceased to publish news on their website disclosure and detain suspects on their sites. According to sources of several publications at once, departments were instructed not to publish “negative” news. The Mediazone regional press services confirmed that they had focused on stories about crime prevention due to a “special order”.

Employees of the Ministry of Internal Affairs in the Russian regions on the eve of the World Cup (will be held from June 14 to July 15) received instructions not to publish negative news in the media. Earlier, the Public of Ombudsman of the Police wrote about the special order of communication with the press, there they posted a photograph of the control of the Central Federal District, which says: “In the period from June 05 to July 25, 2018, suspend the placement of information about the results of operational-search and preventive and preventive measures in the media.”
On July 25, the press secretary of the Ministry of Internal Affairs in the Tyumen region Svetlana Novik also called the date of July 25 . To the question of the publication about the domestic crime, she said that before the indicated day the press service would only answer written requests.
Mediazona studied the sites of all regional departments of the Ministry of Internal Affairs and found that from June 6 there were stopped publishing news that are somehow related to the detention of alleged criminals, the disclosure of crimes, and the search. Department even ceased to publish daily reports on the state of crime in the regions.
In the period from June 1 to 6, regional administrations published 1438 news in which the words “detain”, “open”, “search” or “UK” (a ready -made request to search for such news on the website of the Ministry of Internal Affairs) were published. From June 7 to June 13, only 71 such a message was published - 20 times less. After June 7, reports on current activities are usually reduced to reports on the search for the missing.
Moreover, the date of the complete cessation of “negative” publications fluctuates in the range from 5 to June 9, depending on the region. For example, in the Rostov region since the beginning of June has not been a single “negative” news - the last such messages were only in May.
The press service of the Department of the Ministry of Internal Affairs in the Krasnodar Territory of Mediazone confirmed that such a situation is observed in all regions: “If you look into other regions, the same thing will be. The work is carried out in the prescribed manner, but we post only positive [messages] due to a special order. ” When asked whether this is due to the World Cup, the representative of the press service replied: “I cannot tell you. All that is on the site is rich in the same. ”
The representative of the press service of the Ministry of Internal Affairs in the Tver region, Maria Shabanova, said that now more attention is paid to preventive measures. She explained that the lack of news about detention does not mean that people were stopped detaining. “More preventive [events], because summer, children and, of course, give more prevention,” said Shabanova.
The head of the press service of the Ministry of Internal Affairs in the Belgorod Region, Alexei Goncharuk, said to the question of the existence of a special order that the agency works “on the summary”. “If there is an interesting informational occasion, we post it, if during this period it is not - of course, we do not post it. We somehow do not break our heads over this, we write about what can cause interest, what is happening-we can’t suck out of a finger, ”added Goncharuk.
