
Last weekend, a meeting of foreign ministers of the CSTO member countries took place in Almaty. The Routine event was turned into analysis by the head of the foreign policy of Russia Sergey Lavrov. He expressed open discontent with partners who almost openly rush into the clutches of the insidious West. Kazakhstan got the most: Lavrov expressed his “dissatisfaction” to the Kazakhstani colleague about the port in the Caspian, where American ships will now go, and also remembered the bilaboratory built by the Americans in Almaty.
Both of these stories have been stretching for several years, but until June 10 they were trampled by the so -called “patriotic” media of Russia like the Constantinople TV channel. The port at the Caspian is a base in Aktau, the largest similar structure in Kazakhstan. In January of this year, Nursultan Nazarbayev went to Washington, where, in a conversation with Donald Trump, he also agreed that, through the ports of Aktau and Kuryk (located in the same region), ships under the flag of the United States with humanitarian loads would pass, if necessary. The ships will be civilian: the USA is looking for parallel routes for delivery of goods to Afghanistan after Trump quarreled with Pakistan because of his rhetoric. Logistics with the participation of the territory of Kazakhstan in a sense is even more convenient: from Azerbaijan through the Caspian, goods will come to Aktau, and from there a land route through Uzbekistan directly to the Afghan lands.
The sources of the Kommersant newspaper, who were present at the Sunday meeting of the CSTO Foreign Ministry, said that for Moscow, even the hypothetical appearance of Americans in Kazakhstani waters is akin to the impact in the back - despite the fact that this agreement was known in winter.
The old formula worked: tomorrow there will be NATO ships there.
The formula inherent in the media of the “Russian world”: exactly the same anxieties sounded, for example, in the materials of the Pravda.ru and Military Review sites. And although, according to the media, the head of the Kazakhstani Foreign Ministry Kairat Abdrakhmanov “oathly assured” Lavrov that warships would not even be close there, the Russian Foreign Ministry remained extremely dissatisfied with the very fact of such agreements without prior consistency with Moscow.
Now there are no American courts in any of these ports: the press service of the port of Aktau Novaya said that they were not authorized to comment, but the shareholder is making decisions. The main shareholder of the port is the company Kazakhstan Temir Zhola, which carries out railway transportation in the republic. For the company, such a goods delivery route is an additional benefit (for transit through the territory of the country, most likely, a fee will be charged). In addition, representatives of the railway industry were along with Nazarbayev in Washington and were able to achieve a contract for the supply of 300 General Electric locomotives to Kazakhstan.
With the biolaboratory, the situation is funnier. The Russian Foreign Ministry made claims to Kazakhstan and Armenia for the fact that on their territory reference laboratories were built on American money in which various infections will be studied, storage of strains of different viruses will be created, and scientists will look for vaccines against these diseases. The logic of Russian diplomats completely repeats the logic of the pro -Russian website of Eurasiadaily: a week before the meeting of diplomats, an article was published on the resource that “under the pretext of protecting the population from deadly viruses and diseases, American“ scientists ”are working on the creation of modern biological weapons.”
The Russian Foreign Ministry also says about this: such laboratories in Europe, they say, are not put, only next to Russia is all for a reason.
The Kazakhstan reference laboratory in Almaty is located at the Kazakh Scientific Center for Quarantine and Zonozoic Infections. The center was opened in 1949, and during this time, says its director Erlan Sansyzbaev, there was not a single case of a leakage of any infection ( in contrast, for example, from Soviet experiments with infections on Aral - V.P .). They began to talk about the creation of the laboratory back in 2004, and it was commissioned two years ago. In fairness, we note that the inhabitants of Almaty and even the then mayor Akhmetzhan Yesimov spoke out against its placement in the city. But the rhetoric in the spirit of “there bacteriological weapons from the Americans” has not yet supported serious speakers.
Sansyzbaev is sure that this is all politics - there were no problems before. “When the laboratory opened, Rospotrebnadzor came here. There were representatives of the military ( Russian - V.P. ), there were diplomats. Everyone checked, up to the attic. They were satisfied with everyone, ”he recalls. This year, the concept has changed: laboratory staff arranged an open day for embassies of different countries. There was no one from Russia. The United States sent representatives, but in general, the presence of Americans in the laboratory ends, says the leadership of the scientific center: until the end of 2019, US representatives must train employees to work on new equipment, and this is where the mission ends. Of course, it is difficult to believe in this “patriotic” media of Russia and the Ministry of Foreign Affairs: according to the official “Kazakhstan Pravda”, the money for the project is $ 130 million, but this is like only the building, the United States was completely invested: and who will give such money with good intentions?
Sergei Lavrov had already made claims to Kazakhstan: in March he was surprised that the republic canceled a unilaterally visa for the inhabitants of the United States, and did not even consult with Russia. Then, from Kazakhstan diplomats, Lavrov came a rebuke with poorly restrained irritation: visas have been canceled for a long time, and in general - Kazakhstan should not consult with anyone. Kazakhstan fell under the fire of criticism from Russian television after he abstained during the vote of Russia's resolution in Syria in the UN Security Council. Moreover, on the Russian resources of the level of the publication "Glaz.ru", the texts were published about how bad Nursultan Nazarbayev regime. When Nazarbayev, in a telephone conversation with Vladimir Putin, condemned missile strikes on Syria by the United States, propaganda resources again loved the Kazakh regime.
Moscow attacks on Kazakhstan are becoming a negative trend, which has long been matured, says the “new” director of the risk assessment of Satpaev: the Russian authorities themselves believed in their propaganda. “Sooner or later, two incomparable models of foreign policy should have collided. Russian is now similar to a mix of the Soviet Union and Iran - an emphasis on confrontation and self -isolation, on the search for the enemy. Kazakhstani multi -vector is the desire to be friends with everyone, ”says Satpaev. The attempts of Kazakhstan are somehow perceived in Moscow as weakness and justification, which even more annoys the Kremlin in Moscow.
