Presumably he is suspected of fraud and fraud with public procurement. In particular, we can talk about the fact that he illegally executed documents for early release of prisoners, being from June 2010 to May 2017 by the head of the medical institution No. 19 in the structure of the Federal Penitentiary Service.

Prokopyev began the first deputy head of the Department of the Federal Penitentiary Service for the Tyumen Region since May 2017. According to the information on the official website of the department, Prokopiev has a medal “For Service” of the III degree, medals “For the difference in service” I and II degree, silver and gold medals “For contribution to the development of the criminal-executive system of Russia”, awarded the honorary diploma of the Federal Penitentiary Service of Russia.
