The authorities of Novosibirsk proposed changing the order of hearings. They decided to translate the issues of urban planning from “public hearings” to “public discussions”, follows from the draft decision of the session of the City Council, a copy of which Taiga.info has.

The concept of “public discussions”, according to the federal law, implies that residents must respond to certain urban planning projects by e -mail. Sketches will be published on the city hall’s website and exhibited by a separate exposition.

Cities can cancel hearings after the State Duma adopted a bill of the Ministry of Construction of the Russian Federation, developed on behalf of President Vladimir Putin to "expand the possibilities of citizens' participation in decision -making in urban planning." In the initial edition, “Opportunities expanded” through the full cancellation of public hearings, replacing it with an absentee discussion on the Internet. The document in the first reading was supported only by the YP faction, the second was amended for which the form of public hearings was still preserved as one of two along with online voting. The format of communication with residents was left to municipal authorities.

In Novosibirsk, it is proposed to completely delete the issues of urban planning from the Regulation on public hearings. In return, the City Council must adopt a separate order of “public hearings and public discussions” for the construction sphere. Through the Internet, it is proposed to discuss the land surveying projects, the provision of permits for the type of land use and deviation from the maximum construction parameters.

For public hearings, the issues of changing the general plan of the city, land use, development and improvement, and land planning projects will retain issues. According to Mikhail Ryazantsev, the coordinator of the Military Novosibirsk movement, the authorities risk losing contact with the inhabitants.

“I hope that this decision will not be made at the session [June 20]. This will not lead to anything good, ”said Ryazantsev. -In my opinion, if we want to establish some new forms of discussion, we must find new communications methods, and it is obvious that the sites of the city hall and the construction department are not suitable for these purposes. The main difference between “discussions” and “hearings” is that officials will not publicly read the final decision. Based on proposals via the Internet, they will form a certain conclusion.

“In my opinion, you can simply improve the current public hearings procedure. Many scandals and conflicts can be resolved during discussion. Residents read the conclusion, learn a lot, and conflict arises, ”Ryazantsev noted. - <...> The decision is fraught with the loss of physical interaction with people. The City Council deputy Dmitry Balvets, who took part in the defense of Bogdan Khmelnitsky Street, noted that public hearings are now appointed during working hours, as a rule, not suitable for residents, and the submission of applications over the Internet could become more convenient. On the other hand, the decision may slightly limit the elderly.

The Commission of the City Council on local self -government unanimously recommended that the decision at the nearest session.
