“There are no contraindications for hardware and software that we live well and normally, even if we are declared a war such as Crimean isolation,” said German Klimenko in March this year. He also noted that Russian officials have long been using their own Internet segment, which was created specifically for them by presidential decree. So they definitely will not experience inconvenience when turning off the "Rubiller".
Klimenko spoke about the restrictions on the Internet repeatedly, even somehow cited the experience of China as an example: “China is less scrupulous to the opinion of society, they appreciated the threat and limited the Internet. Now they have no such problems. ”
Klimenko threatened the messenger Pavel Durov with a lock in one of his first interviews after appointment. He stated that the refusal of representatives of the messenger to give the keys to correspondence to special services is a crime. And she was also surprised that someone was outraged that the state was interfering in a private life: “To say that this is bad, this is the same as saying that when investigators are sent to the house, this is an intervention in your life.”
After the decision of Roskomnadzor in April of this year, Klimenko said that blocking is a “good lesson for everyone”. He stated that after that the messenger would not need anyone, since all officials will leave him, and this is the largest segment of the messenger users, according to the adviser. When Roskomnadzor began to block absolutely all IP addresses, even third-party servers, when trying to close access to the messenger, Klimenko suddenly apologized for the actions of the department and called him to act carefully.
In Russia, Telegram has an equivalent analogue - this is ICQ - Herman Klimenko is of this opinion. "This is a full -fledged messenger that is completely in no way inferior to Telegram from the point of view of an ordinary user." Klimenko’s Council was probably motivated by the access of law enforcement agencies to correspondence in this messenger. “New” conducted an investigation in which she found out that “ICQ” is the only messenger in which Russian special services read without any problems.
After the US authorities in the spring of this year forbade its state institutions to use the Kaspersky Laboratory (which the Russian special services have access to), Klimenko threatened the response in the form of “expulsion” from Russia by the largest American Corporation Microsoft. “It will be entertaining for this <...> everyone has someone to expel,” Klimenko summed up. In addition, the Facebook social network also received the threat of “exile”. At the same time, the adviser noted that so far nothing threatens the network, and this is just a warning for the future, if they suddenly think not to fulfill Russian legislation.

- I remembered more conversations. As a person who regularly thrown some bright phrases. He did not commit any global and real affairs, neither for development, nor on the degradation of the Internet, he did not affect. I created the Institute for the Development of the Internet, which, by and large, has turned into a certain instance, where I just discuss something, but I have not seen the real protection of the Internet industry emanating from this organization. He was also engaged in the regular lobbying of his favorite topic - telemedicine. Perhaps the resignation occurred due to the fact that he could not consolidate the industry, did not create pressure on it or, conversely, did not find a compromise between the decision of the state and the expectations of the industry.

- A meaningless person in a meaningless post, on which a little less than nothing depended. What work did he do, except for statements of an idiotic nature? This post itself is about anything: a person does nothing and at the same time PR at the expense of the president. Remember the story of how he was appointed there? There was some meeting with the president, it was some spontaneous decision right there. Then the president saw that this position did not work, and removed a meaningless person.
