On June 14, the Central Bank published a draft instruction , which lists the new base rates and coefficients that determine the price of an OSAGO policy. The information presented in the document allows us to conclude that the maximum price of the policy by the end of summer may increase by 20% for most motorists and decrease for motorcyclists and legal entities.

- The project involves changing the base rate range from 3432-4118 rubles. by 2746-4942 rubles, that is, a change in the upper and lower levels of the cost of the policy by 20%. The expansion of the corridor in practice will mean an increase in the cost of OSAGO - now all insurers sell policies precisely at the upper limit.
- An exception is made for motorcyclists and scooters, as well as legal entities. For the first category, the Central Bank decided to reduce the coefficient, and with it the upper limit of the tariff corridor by 10.9%. And the maximum price of the policy for legal entities owning a car will decrease by 5.7%.
- The system of discounts and allowances for accident-free driving (bonus-malus coefficient, CBM) will also change. If now the amount of the insurance premium is being reviewed after the expiration of the last OSAGO contract, then the new indication implies a transition to the annual calculation of this coefficient. Also, during a break in driving, the insurance history of individuals will no longer be reset, and for legal entities a single KBM will be introduced for all cars in the fleet - this will help simplify the holding of tenders for concluding OSAGO agreements.
- Also in the plans of the Central Bank is to clarify the coefficient that takes into account the age and experience of the driver. The scale may become more detailed: it is supposed to increase the number of steps from 4 to 50, while the ratio of experienced middle-aged and older drivers can be reduced, and young and inexperienced drivers - increased within 4.5%.
- The new tariffs will come into force 10 days after the publication of the final document on the website of the Central Bank (before that, the project still has to be approved by the board of directors of the regulator). Earlier, Deputy Chairman of the Central Bank Vladimir Chistyukhin promised that this would happen during the summer.
What do I get from this?
Why this is bad news for motorists does not need to be explained. But it is too early for motorcyclists to rejoice - it is difficult for them to buy an OSAGO policy even at the current cost, and if it becomes even cheaper, this will only result in new difficulties.
