Let's start with Vladimir Nazarov, who, as I see on publications on Facebook and in many other speeches, is a supporter of this reform. What do you say in defense of this project?
Vladimir Nazarov: The idea of the need to raise the retirement age, to put it mildly, is not new. This decision was overripe, because about 20 years ago the demographs predicted a difficult period for us when the population will grow old when we retire a very large post-war generation of the bebiber, respectively, a very small frail generation of the 1990s will enter the labor market. As a result, the ratio between workers and pensioners will rapidly deteriorate. Exactly this happened.
When this pension system was conceived with such ages, we had about four workers per pensioner, before that there were even more. And now we have two pensioners at a working age for one pensioner. If you figure it out, the situation is much worse, because the payers of insurance premiums, people whose wages are regularly paid insurance premiums, about the same now as pensioners. That is, we now have one donor per recipient. Distribution systems in such situations cannot exist. Pensions will become less and less, at least in relations to wages, or even real expressions. We have already seen in 2015, we could not index the 2014 inflation pensions, I had to make a separate surcharge of the five thousandth, but this is not a full -fledged indexation of the pension. This is the result of the fact that we very much delayed the increase in the retirement age. We have the lowest in the world, there is no one below us, nevertheless, everyone increases the retirement age. We are the only country with Uzbekistan remained who are not in the process.
Mikhail Sokolov: To live like everyone else - this is very strange. Because they usually say that Russia has a “special path”, it should not live like everyone else. Vladimir Milov, what do you say about the project?
Vladimir Milov: I, as a person who had practical experience with reforms in the government, I have developed a life formula very simple for myself that if you think about making a real thing, very painful for people, unpleasant for people, then you must first consider all other options, whether this problem can be solved in any other way. There are several things here.
The first is that our current financing system of pensions is absolutely archaic. This is generally an illusion and stupidity that it is possible to discuss allegedly in order to balance the pension system due to accruals of wages, insurance premiums. For a long time there is already the question of the fact that it is necessary to somehow finance the pension system in principle. We propose to create an investment fund as a global pension fund in Norway. First of all, to sharply increase the collection of dividends from state -owned companies, but in fact privatize, invest in a wide range of assets, collect income from there. When we are deliberately offered unrealistic something, and then they say-it is not balanced. You never balance, trying to crush the economy with these idiotic insurance premiums for the wage fund - this is a number of times.
Number two - they tell us about demography all the time. We will now move away from the myths that are accepted in this liberal party. 36 million old -age pensioners today in the country. We have an average pension of 13 thousand. 13 thousand multiply by 12 months - this is where it is 160 thousand a year, for 36 million - this is about 5.5 trillion rubles. The budget of the Pension Fund is today for expenses of 8.5 trillion. Where is 3 trillion?
Vladimir wrote a lot and knows very well about the problem of early workers. Rule number one, for me this is an axiom: while there is no solution to the problem with the prechines, no increase in the retirement age for everyone. Why do we discriminate against pensioners as a whole, preserving the archaic system with pre -grains? Roughly speaking, there are many different reserves here in order to solve this problem otherwise. Until we all worked them on points from the first to 275, we need to freeze all the conversations about retirement age.
About Western experience, let's talk about two things. First: I all the time refer to the study of the Higher School of Economics, according to the monitoring of the economic situation and health of the population in more than 10 years. How do we differ from Western countries number one? We have a peak of salaries somewhere in the middle of 40–45 years, then it goes down, and people in pre-retirement age are not in demand in the labor market, they just have nowhere to go.
You are floating, hoping that in 50 years you already have a shore, and after a kilometer this coastline is pushed back. This great social tension will create, it will simply throw these people into the street, nowhere. Here we are different from the West.
Because in the developed countries that Vladimir Nazarov is talking about, there is just a peak of salaries for a period of 45–60, and not 25–45, as ours. This is the first thing to do first, as in the West.
And the second - the normal medicine and ecology must be done, as in the West, here is where the reforms are so that people are healthy at 60 years old. Because everyone says, even supporters of raising the retirement age, that half or two -thirds will make a disability pension. Walk down the street, see how these people go - this is physically visible. With such a cardinal abyss for population health, environmental situation and incidence, disability, of course, with Western countries, it is simply wrong to compare us.
Mikhail Sokolov: In France, a person has been using a pension of an average of 20 years, even 24 in Malta, in Russia now 11.5. I rely onthe calculations of our colleague Sergei Parkhomenko that after the Putin pension reform, the pension period will be slightly higher than Turkmen - three and a half years.
Vladimir Nazarov: If it were a normal demograph, whom someone knew as a demograph, then I could argue with him. And so this is absolute nonsense. Because the life expectancy of a man, even now with the current life expectancy, it has been growing for the past 17 years, in men it has grown at an average pace of six months a year. That is, for 17 years we added to men 8.5 years of life.
Mikhail Sokolov: And what is the average pension in Russia?
Vladimir Nazarov: The average pension is now 13 with a penny of thousand.
Mikhail Sokolov: And the military pensioners of the FSB and the Ministry of Internal Affairs?

Mikhail Sokolov: This is the first year, and then?
Vladimir Nazarov: In the second year, we will not expect us to save. Because in the second year, exactly those that were supposed to go out in the first year. And then about the same figures, we will get about 250 billion rubles, that is, the total savings will increase by half a trillion.
Mikhail Sokolov: Funny numbers. In Roscosmos, as Mr. Kudirn says, 750 billion rubles were wasted and lost, that is, three times more than you get for two years, according to the study of the Accounts Chamber.
I do not understand why to drive the country into a political crisis, in a crisis of confidence in the president, which is so great and powerful, received confidence in the elections, why undermine all this for the sake of 250 billion rubles for two years, if these amounts can be obtained in other ways.
Vladimir Nazarov: This reform for decades, raising the retirement age will stretch for women by 16 years. We need stable conditions for any oil prices. Why is there a surplus now, because oil prices are high. God forbid what will happen, there will be no surplus.
Vladimir Milov: I propose all reserves in targeted way to introduce to the Pension Fund of the Russian Federation and make it not a distribution, but an investment mechanism.
Mikhail Sokolov: Norwegian scheme?
Vladimir Nazarov: I also like the Norwegian scheme, I really love Norway, everything is wonderful. But how much money will we take there? Norway was accumulated in a monstrous amount, they already have three runways. If we privatize our public sector in Liberal as a class, we will get 20% of GDP.
Vladimir Milov: As you privatize, a piece of Rosneft, a piece of Gazprom, of course, you will not get much. It is necessary to create competitive markets where all this in total will cost more, about as much as in the United States. Hundreds of billions of dollars can be made of such a profit.
Vladimir Nazarov: In these conditions, when no one knows how much oil will cost tomorrow, hundreds of billions of dollars?
Vladimir Milov: By the way, we have a rather cheap cost of production, so our companies will be competitive. They just overproves go somewhere today, and in the competitive market they will go to shareholders.
See who owns the largest companies in the world in a competitive economy is pension funds. We want to create such a mechanism. Russia has property that can earn money, it is hundreds of billions of dollars, and not at all for any 20% of GDP. Vladimir Nazarov: All this is very good, it's great, this must be done, probably, I'm not a specialist in this matter.
But it must be understood that if we want to somehow use income from this, for example, we sold everything or forced us to work effectively, you can additionally get from this income in the amount of, for example, 1, a maximum of 2% of GDP. This means that we can alleviate, for example, raising the retirement age by a maximum of five years.
Mikhail Sokolov: This is offered by Evgeny Gontmamer: to postpone for 5 years, even 6 years, to prepare, people will change their life strategies, everything will be calm, slowly, taking into account all additional measures. I don't understand why you need to cut it all today?
Vladimir Nazarov: Because at any time oil prices can fall and we will not receive this money. There will be a global crisis, and we will not have stupid money just to index pensions. I am most concerned about indexation, the usual indexation of pensions is just to inflation, so that at any oil prices, with any financial crises, we could strictly index the pensions at least for inflation so that the welfare of pensioners would not worsen so that their income does not fall below the subsistence minimum.
Mikhail Sokolov: You yourself said that there was a case when the authorities did not index once.
Vladimir Nazarov: You can’t do this anymore.
Mikhail Sokolov: That is, you can deceive only once?
Vladimir Nazarov: And it was wrong.
Vladimir Milov: I do not want to offend anyone, but I just want to demonstrate to our listeners the narrowness of the thinking of Vladimir. We start again - oil prices. Russia is probably the largest world economy, which is now in a very closed state due to enmity with the world, due to sanctions. If we open, if we carry out real reforms aimed at increasing labor productivity, where we have hellish reserves, we have huge problems with productivity due to the ineffective structure of the economy, then we without any oil, even if it costs $ 20, we will get a huge influx of capital, we will get a very serious release of resources for further development, we will receive salary growth, competitive The economy that contains control mechanisms, delay, efficiency, and so on. What does oil have to do with it? What, all our lives we want to look at this cow cow? After 10 years, there will be electric cars, and this oil will end - this is an obvious story.
I want to advise rethcasting from an accounting conversation about purely balancing the pension system for strategic things. Reform number one: let's make a normal economy that creates the conditions for growth, an influx of capital, increase in performance, we have all these opportunities, we will finally go from oil.
Number two: the main reform that must be done today is a reform aimed at improving the health and living conditions of the population. Because we have poor medicine, poor ecology, enormousness on the roads, huge mortality from crime, suicide, and so on. We have about 4 million pensioners who receive a pension not by old age, but in disability, loss of the breadwinner and as victims of technogenic and radiation disasters. Moreover, according to the loss of the breadwinners and the victims in disasters, there was a very sharp increase in recent years. Let's unfold this trend, let's make people not to die ahead of time, we do not die in all sorts of different situations, so that we do not invade foreign countries, after all. Since the start of the war in Ukraine, about a hundred thousand, the trend has been in growth and the number of recipients of pensions for the loss of the breadwinner has grown into growth. Honestly, I see an obvious connection with the naked eye. Let's stop it all, and you will be released in large resources in order not to rush with raising the retirement age. Let's invest in medicine so that people at 60 can work.
Mikhail Sokolov: Vladimir, object to such a course?
Vladimir Nazarov: The course is magnificent, only he has absolutely nothing to do with the retirement age.
If we look at the world experience, then we will see many countries that have carried out all the reforms that Vladimir is talking about. For example, Georgia carried out very good liberal reforms, we like them all. What kind of retirement age is in Georgia? In women, 60, in men 65. Let's take Brazil, Brazil spends 1.4% of GDP on its defense, unlike us, we pay three times more.
How much retirement age is in Brazil? Women - 60, men - 65. Mexico, poor country, but with oil rent and so on, 65 years old man and woman. Norway, the oil fund is huge, could generally cancel the retirement age if desired, 67 years old. The point is that whatever the country, rich or poor, corrupt or clean, with a high growth rate or with low, the response to aging only one is an increase in the retirement age. It can be delayed, it can be fast, slow.
Even if all that Vladimir says, everything will be wonderful, but still the ratio between salaries and pensions will steadily deteriorate, and the faster the growth, the faster the deterioration will be.
Mikhail Sokolov: The more they will steal, the worse the situation will be. By the way, I would have noticed that not everyone likes what is being done in Georgia. The Russian President said that Russia does not need Saakashvili and all kinds of people who run along the roofs.
You still left my question about the undermining of confidence in power. This shock script, we see by sociologists, 80% against your ideas, people are unhappy, there will be protests. Do you abandon the idea of the gradual implementation of this reform? What is now is a rather shock option. Do you need adjustment?
Vladimir Nazarov: I am not opposed to it to be somewhat adjusted. It is necessary to divide your question into two parts.
First: raising the retirement age has never been a popular thing, in all countries it caused a non -destruction of the population, where it was just ardent non -constituting, like in France, in Poland. In Poland, unfortunately, this led to a decrease, but they will regret it a thousand times, I would not advise Poland as an example. There are countries where it passes gently, as in Germany. The party, which goes with the slogan "We will increase the retirement age", do not, as a rule, come, increase the retirement age, often pay for this in the elections, but this is the courage of responsible politicians who should take responsibility.
Mikhail Sokolov: Maybe Putin will pay for this in the election?
Vladimir Milov: About demography, I agree with all these arguments, but people need to be softer, and look wider at questions.
What is the difference of our rhetoric with Vladimir? Vladimir says: "In Brazil - 65, in Georgia - 65, in Germany - 65, which means that we also need 65, and that’s all, at least you will break through." I say differently, I say: "Guys, those people to whom you are moving away, who are now in the near -to -treatment age now, they have poor health, they are difficult to work, they are poorly in demand by the labor market. Therefore, this is the solved problem, let's make their life better."
You correctly said that all these countries are democratic countries where the issue of retirement age was discussed not in such a way that some three eccentricians decided in the basement somewhere and tomorrow 450 Androids from the State Duma stamp the law. It really was very painful, there were a lot of useful discussions, as we had today, they were in parliament, parliaments voted for. Such things should be done in an open honest dialogue with people - this time.
And the second - first you need to fix all the imbalances that I spoke about, before that you can’t do anything. We have about 40 million people over 40, who have not yet retired, are at risk. They will be like puppies to be thrown out into the street. Believe me, the costs of this will be much more, financial, economic, political costs than any miserable your accounting savings, which you draw in your certificates in the Ministry of Finance and so on. Think about it.
Mikhail Sokolov: Will you think about it?
Vladimir Nazarov: We thought about it, thought a lot. In fact, there are several aspects. The first thing that people are already preferring to work upon reaching retirement age, more than half of citizens work. Therefore, where they will be thrown out in the conditions of the fact that there are no youth, no one will come in their place, where and who will throw them out is not particularly clear.
Mikhail Sokolov: Now it’s hard to find a job after 50 years. Now we are thrown by questions: where are the jobs for people from 60 years old?
Vladimir Nazarov: Last year was the first year, when we reduced the number of able -bodied population, and then it will be minus 700 thousand people from the labor market every year.
Mikhail Sokolov: They will come from Central Asia.
Vladimir Nazarov: Central Asia is about the same position as we are, there also gave birth to little in the 1990s, so they will also come less. Yes, they have labor migration, it will be, but they will still come less. Moreover, it is not obvious that we need it in such volumes.
The question here is how quickly it should be done and what measures should be, related to raising the retirement age. I would actually emphasize the discussion just on this: what to do so that it would be as painless as possible so that people feel all the pluses of this decision and do not feel a single minus.
Mikhail Sokolov: Are you not going to change the scheme? These steps are two years and a million rubles. Perhaps, after all, people to return something to the public debt to record or issue with vouchers, the Gazprom shares, and something else. Real money is taken from people, they may have fought for them with the employer so that the employer pays them a white salary. And now, it turns out they are complete fools?
Vladimir Nazarov: The money will return to them in the form of increased indexation of the pension.

Vladimir Milov: Firstly, of course, Vladimir is wrong, because this scheme is not budget-neutral, it looks on paper as a budget-neutral one. But despite the fact that you reduce the volume of your obligations, raising the retirement age, roughly speaking, this is forever, but the indexation, as a bribe, decided to increase so much, and tomorrow we can not solve.

You can now observe all those established little criticized mantras in Vladimir’s rhetoric, who are in the party of near -government economists, I still remember 20 years ago, they mutter among themselves: there are no alternatives to increase the retirement age. They became an axiom, they believe that this does not require evidence, but this is a theorem. We have now voiced that there are a lot of other ways to solve this problem.
The second mantra is that we reduce the able -bodied population. Damn it, increase labor productivity in the public sector, fire 200 thousand people from Gazprom, 500 thousand from Russian Railways and fire a million police officers - you have 2 million in the labor market. We have a three -time breakdown of clockwork with the United States.
Structural reforms can be made quickly enough, we can rebuild a lot of 5-6 years. You compare our retirement age with Western, with such wild ruptures in labor productivity, how can we even say that we have some kind of hellish demographic challenge for the labor market, when we have such low productivity and many people, roughly speaking, but do not do anything useful for the economy. Do you know what explosive growth in Gazprom has been numbers in recent years and what is the growth of the share of management personnel? There every fifth leader receives a lot of money, and you say that we have a shortage of people in the labor market.
Mikhail Sokolov: I would add a pension fund, which is very expensive for myself, the number of officials is growing. Is it possible to somehow make this office? The salary of the head of the Pension Fund of three million rubles - how is it? This is indecent. Somehow you can save on this too.
Vladimir Nazarov: You can save on everything - that's right. Everything needs to be saved on everything, the Ministry of Finance has always stood in these positions, that you can save on everything except pensioners. On the other hand, what Vladimir spoke about labor productivity-this again does not cancel the increase in the retirement age. Because increasing labor productivity will allow us to raise the standard of living of the whole country, no one argues with this, this must be done, right. But still, due to demography, the ratio between pension and wages will worsen stably every year. Each country has its own level, someone, relatively speaking, a pension of a hundred dollars, a salary of three hundred. Someone has two and a half thousand dollars, but a thousand pension. It is in order for these ratios that the retirement age does not increase.
Mikhail Sokolov: And you do not think that there is such a dependence that if the country is growing economically, develops rapidly, attractive, in it the demography becomes different, completely different. Sorry, at certain points in the development of the country, when there was positive and demography improved, and when the negative, people hold. There is a dependence.
You are very gloomy, negatively configured. You seem to be supposed to agitate for power and say that we have wonderful prospects, and you draw some horrors. And Vladimir draws us a wonderful developing country, future Russia. This is very strange. You think in fact that this is a trend for stagnation and for Putin's stagnation will continue.
Vladimir Nazarov: Absolutely I did not say this. Forecast from demography. The pension system is mainly a democratic system, the distribution system has always been built as the solidarity of generations, it has always been built on a demographic basis that four people are fed one person. Владимир Назаров: А с нынешними пенсионерами что, не кормить их, пока мы не накопим денег?
Владимир Милов: Есть масса вопросов, как их можно накормить без повышения пенсионного возраста. Дивиденды с госкомпаний. Кудрин пришел сейчас на Счетную палату и говорит: "Вот, блин, примерно в два раза ниже будет исполнение бюджетного задания по сбору дивидендов с госкомпаний в бюджет. Планировали 400, соберут 200 в лучшем случае".
Мы считали, у нас в программе Навального есть большой раздел на эту тему, не меньше триллиона с топ-20 крупнейших госкомпаний можно собирать дивиденды, если они не будут эти деньги крысить, а будут платить по рыночным ставкам, как частные компании в этих же отраслях платят. Триллион можно собрать из ничего в виде дивидендов госкомпаний.
Владимир Назаров: А вы его проедите сразу?
Владимир Милов: Мы не собираемся ничего проедать. Вы уже не первый раз используете эту фразу.
Мы ничего не собираемся проедать, мы собираемся внести в капитал нового Пенсионного фонда по аналогии с норвежским.
Владимир Назаров: И дальше чем вы будете кормить нынешних пенсионеров?
Владимир Милов: Постепенно мы будем нагрузку на фонд оплаты труда снимать, но пока она действует, будет действовать микс из этих двух систем. Доля системы распределительной будет снижаться, а доля инвестиционной компоненты будет расти. Это не завтра делается, но это лучше, чем то, что вы предлагаете.
Михаил Соколов: Знаете, что пишут: "Когда были высокие цены на нефть, ничего для развития страны не сделали. Вся техника иностранная, сами ничего не производим". От слушателей такие заметки по поводу того, что с производством своего плохо, то – что деньги растратили.
Владимир Милов: За эти 20 лет Путина никакой эффективной модели экономики не построили, сидим у разбитого корыта, пытаемся что-то сбалансировать, залезая в карманы к людям.
Михаил Соколов: Еще один вопрос по Фейсбуку задан: "Если бы не проводимая руководителем России внешняя политика, включая оккупацию части территории Украины, и увеличивающиеся расходы на военно-промышленный и силовой блок, в России не стоял бы так остро вопрос о необходимости подъема пенсионного возраста. Если бы Россия продолжала не конфронтационную политику по отношению к Западу, какой она придерживалась ранее, сколько бы денег в бюджете высвободилось для развития самой России?"
Владимир Милов: Не надо на все смотреть через призму денег в бюджете. Что означает прежде всего международная изоляция – снятие ограничений на приход капитала сюда. Мы сегодня в этом смысле одна из самых закрытых стран, капитал от нас уходит, уже 10 лет к нам не идет. Это огромная проблема, где внешняя политика агрессивная играет ключевую роль.
Наша задача сделать Россию дружественной для инвесторов, чтобы сюда был большой приток инвестиций, прежде всего прямых инвестиций, чтобы приходили, строили производства здесь, а мы действительно не импортировали. Это поможет нарастить базу, в том числе пока у нас остаются взносы на фонд оплаты труда, будут зарплаты расти и будут отчисления расти в Пенсионный фонд. Они сейчас пытаются в Минфине сбалансировать по нынешней стабилизационной ситуации, а мы хотим создать взрывной рост, который возможен, приток капитала, создание рабочих мест, рост зарплат. Вся Восточная Европа после краха коммунизма – на самом деле это одна большая история успеха, и по прямым инвестициям, и по росту уровня жизни, благосостояния, в том числе и пенсионных возможностей.
Михаил Соколов: И без нефти?
Владимир Милов: И без нефти абсолютно. При импорте нефти по международным ценам из России.
Михаил Соколов: Владимир, что вы скажете о международном факторе? Может быть, вы так мрачно настроены из-за того, что ничего нельзя изменить в этом направлении?
Владимир Назаров: Мне кажется, этот фактор играет некоторую роль, но третьестепенную. Возьмем 2013 год, цены на нефть офигенно красивые, соответственно, ни с кем не конфликтуем, все нас принимают, любят, ценят...
Михаил Соколов: Кроме Грузии.
Владимир Назаров: Кроме Грузии. Тишь, гладь, да божья благодать. Темпы экономического роста 1,3% ВВП. Потому что важна в основном гарантия прав собственности, важно строительство институтов конкурентных внутри страны. Нам нужна судебная реформа, нужна реформа правоохранительной деятельности, все это назрело и перезрело. Именно это сдерживает темпы нашего роста. А внешняя политика, затраты на нее, Бразилия, очень маленькие расходы, 1,4% ВВП.
Михаил Соколов: Они никого не аннексировали.
Владимир Назаров: Поэтому очень маленькие расходы, но это абсолютно не отменило необходимость повысить пенсионный возраст до 65 лет.
Израиль – противоположный пример. Тратят по 6–7% ВВП на оборону, почти в полтора-два раза больше, чем мы, при этом хорошие темпы экономического роста, страна развивается, но пенсионный возраст опять-таки 67 лет. Отсюда мораль, что единственным ответом на демографический вызов старения является повышение пенсионного возраста. Но это отнюдь не означает, что не надо развивать экономику, повышать конкурентоспособность ее, заботиться о бедных, развивать медицину, вкладывать нефтяные богатства в фонды, которыми управляют так же эффективно, как в Норвегии. Это совершенно разные вещи, не надо натягивать сову на глобус.
Михаил Соколов: А чиновников надо по таким стандартам кормить и отставных силовиков? Спецсистема для депутатов, спецсистема для силовиков таких, других, пятых, десятых. Извините, два миллиона человек получают пенсии с 45 лет.
Владимир Назаров: Они очень разные на самом деле. Есть чиновники, которые даже не идут на пенсию по выслуге лет. Львиная доля из них выбирает обычную пенсию, потому что пенсия по госсслужбе у них меньше, у них есть право выбора.
Михаил Соколов: Судьи, прокуроры, которые практически на пенсии зарплату получают.
Владимир Назаров: Есть другие категории людей, которые получают более высокую пенсию. Надо смотреть на их соцпакет, в каждом отдельном случае надо смотреть.
Во-первых, в 35–45 лет человек, конечно, не становится, как правило, инвалидом, он может начать вторую карьеру. Надо сделать все, чтобы эти люди не нуждались в пенсии по выслуге лет, а могли спокойно переучиться, получить хорошее выходное пособие, которое дало бы им спокойно существовать в тот период, когда они будут переобучаться, после этого начать вторую карьеру. Более того, у них должно сохраниться право на военную пенсию, но тогда, когда они уже действительно утратят трудоспособность и выйдут по обычному возрасту. Это идеальный мир, но к нему надо тоже двигаться очень медленно.
Михаил Соколов: То есть в отношении силовиков надо двигаться очень медленно, а обычных граждан надо тут же ограбить?
Владимир Назаров: 16 лет переходный период – это не так мало.
Михаил Соколов: Несколько миллионов человек получат подарок от Владимира Владимировича Путина и Министерства финансов немедленно – в следующем году, их просто на два года отодвинут от пенсии.
Владимир Назаров: Не на два, а на один. Я бы, конечно, выбрал более мягкий вариант. Мы советовали по 3 месяца в первый год, дальше 6 месяцев, дальше 9 и дальше 12.
Михаил Соколов: И кто же такие звери, которые отказались от такого хорошего варианта?
Владимир Назаров: Здесь речь идет о том, что можно выбрать любые темпы повышения возраста практически, любые финальные точки, важно, насколько общество воспринимает это справедливым. То есть чем быстрее мы продвигаемся по повышению возраста, тем больше у нас денег на индексацию, но тем больше мы должны денег тратить на программу переобучения, тем больше мы должны уделять внимания бедности в нашей стране, потому что у нас нет адресного пособия.
Михаил Соколов: Я читаю, что: "Единая Россия" предложит правительству ввести гарантии трудоустройства для людей старше 50 лет, то есть их типа не будут увольнять". Я вас уверяю, их начнут увольнять в 48–49. Вот эти бюрократические ходы и обещания, они обходятся работодателями в два или один щелчок. Кто это им советует? Это выглядит как очевидная глупость даже в пиарном смысле.
Владимир Милов: Очень интересно, как Владимир все время повторяет: Карфаген должен быть разрушен. Вот это я называю инерцией мышления. Наш принцип другой: сначала посмотреть все другие варианты, прежде чем кидаться в эту очень тяжелую и болезненную для людей реформу.
Второе: я, конечно, не согласен с постановкой вопроса по досрочникам. Наш принцип очень простой: сначала вы решаете проблему с досрочниками, только потом можно о чем-то говорить, обсуждать пенсионный возраст, и только в демократической стране. Вы спрашиваете, почему они пошли на такой супержесткий вариант, любой там станет зверем, когда посмотрит на результаты так называемых президентских выборов. С ними можно все, что хочешь, делать, они съедят все.
Михаил Соколов: 80% против по опросам.
Владимир Милов: Их уже никто не спрашивает, они пришли 18 марта и за все это проголосовали.
Михаил Соколов: Вы тоже обреченно говорите. Значит, не надо бороться?
Владимир Милов: Бороться надо, и мы обязательно будем бороться и обязательно победим.
Я не согласен с оценкой Владимира, что агрессивная внешняя политика мало на что влияет. Посмотрите, какое у нас было дикое кредитное сжатие портфеля займов у корпораций и банков, больше 200 миллиардов долларов за четыре года он сократился. Кстати, в 2013 году он тоже рос, и это подпитывало наш хиленький, но все-таки рост, который тогда был. А после того, как сбили "Боинг" и ввели самые жесткие финансовые санкции, Россия больше не может нигде занимать.
Еще более хреновая картина, если вы зайдете, посмотрите на сайте Центробанка, по прямым иностранным инвестициям, по участию в капитале. Из стран "Большой семерки" плюс Китай меньше 50 миллиардов долларов за все 30 лет накопленных иностранных прямых инвестиций. Это 3% жалкие ВВП. Мы не смогли ничего никуда привлечь. У нас три четверти прямых иностранных инвестиций – это десяток офшоров, которые по сути являются отмытыми теми же российскими деньгами. Поэтому агрессивная внешняя политика очень сильно сдерживает инвестиции в Россию из международных финансовых рынков. Конечно, несерьезно об этом не говорить.
Владимир Назаров: Я свою позицию сказал, только я не называл ее агрессивной.
Михаил Соколов: Давайте мы к людям обратимся, что они думают о происходящем, может быть, они верят, что пенсионная реформа будет скорректирована.

Михаил Соколов: Народ явно не на вашей стороне. Предположим, толпы людей приходят к Минфину, начинают, мягко говоря, осаду его, вам приходится выходить к людям и сказать: хорошо, мы смягчим эту реформу. У вас есть сценарий?
Владимир Назаров: Мы будем говорить людям, рассматривать каждый конкретный случай, спрашивать людей, почему именно вас не устраивает такое повышение пенсионного возраста. Дальше смотреть. Если люди боятся, что они станут инвалидами, мы будем говорить о том, что пенсия по инвалидности как была, так и останется. Если люди хотят сидеть с внуками, то это тоже нормально. В ряде стран бабушкам платят за то, что они приглядывают как за прабабушками, то есть более пожилым поколением, так и за младшим поколением. В ряде регионов есть даже такие программы, которые называются "Мамин выбор", когда женщине платят за то, что она вместо детского сада или яслей сидит со своим ребенком.
То есть вообще давайте смягчим – это не совсем правильный разговор. Хотя, наверное, по первому году я бы смягчал, потому что действительно надо людей чуть-чуть заранее предупредить про это, быстро на самом деле все проводится. Но в дальнейшем надо рассматривать каждую конкретную жизненную ситуацию, что конкретного человека беспокоит, и отвечать именно на это, а не строить какие-то радужные замки, что в прекрасной России будущего вообще не будет ни пенсионеров, ничего, все будет замечательно, не надо ничего делать. Пока мы не построим эту прекрасную Россию, вообще не подходите к пенсионному возрасту. Надо каждую проблему отдельно решить, с людьми общаться.
Владимир Милов: Первое, что я вам могу сказать по поводу, как общаться с людьми, я могу вас научить этому, вы явно это делать не умеете.
Второе, что касается прекрасной России будущего, за 20 лет действующая власть могла бы хотя бы приступить к ее построению. Потому что пока вы приступаете только к одному – вы изымаете все больше денег у нас из карманов.
Михаил спросил, как будет реагировать Минфин, если придут люди его осаждать. Я могу вам сказать – 250 миллиардов в год на Росгвардию. Это самое быстрорастущее ведомство по расходам за последние два года. Вот они готовят ответ на осаду, на это они денег не жалеют. Поэтому вам по поводу "прекрасной России будущего" надо бы не ерничать, а наконец заняться попыткой что-то похожее на нее построить. Потому что вы занимаетесь только дележкой финансовых потоков и занимаетесь залезанием в карманы населения.
Владимир Назаров: Прошу не обобщать.
Владимир Милов: Минфин не несет ответственности за это?
Владимир Назаров: Я независимый эксперт.
Владимир Милов: Как только надо отвечать, то независимый эксперт, а как только реформы необходимы, так сразу член коллегии Минфина. Подайте заявление о выходе из коллегии Минфина в знак протеста против агрессии на Украине, например. По-моему, достаточный повод. 10 тысяч человек убили там, сбили пассажирский самолет. Мне кажется, это достаточное основание для честного человека о выходе из состава коллегии Минфина. Я извиняюсь, что влез в ваше частное дело.
Михаил Соколов: Вы же еще, Минфин и власть, не только пенсионный возраст изменяете, вы же еще НДС поднимаете на два пункта – на 11% – это довольно сильный удар по ценам. Бензинчик тоже вырос в цене на глазах, власть волнуется. Но есть же другие источники, стрижете же не только с пенсионеров, но и со всех граждан. Получается, что экономика, мягко говоря, не в хорошем состоянии, если на такие меры приходится идти.
Владимир Назаров: Здесь, к сожалению, наши советы не были услышаны, потому что мы предлагали тот маневр налоговый, который в прошлом году активно обсуждался. Мы предлагали существенное снижение страховых взносов до 22%, только ради того, чтобы компенсировать эти потери, повысить НДС. Мы хотели сократить налоговое давление на фонд заработной платы, чтобы обелить экономику, сделать ее более конкурентоспособной. И такой маневр многие страны мира проводили. Наш институт еще в 2007 году такие идеи разрабатывал. К сожалению, половина нашего предложения прошла, остальное потерялось в пути.
Владимир Милов: Повысить прошла, а снизить что-то взамен не прошла.
Владимир Назаров: Здесь я немножко озадачен, я не очень понимаю, зачем коллеги в условиях низкого экономического роста увеличивают налоговую нагрузку. На мой взгляд, это не очень хорошее решение, я его не поддерживаю.
Владимир Милов: Это результат инерции мышления. Они приняли очень консервативный прогноз по ценам на нефть, 43 доллара в бюджете заложено, приняли так называемые бюджетные правила, они сказали, что все, что дополнительно, мы будем складывать в кубышку.
Я так понимаю, что накопления в кубышку имеют для Путина В.В. просто сакральное психологическое значение. Пригодится, чтобы опять раздать все Дерипаскам и Костиным, чтобы их спасать из тех ям, в которые они сами залезли из-за своей алчности. Спасибо, что хотя бы чуть-чуть крошка от Дерипаски и Костина осталась кому-то еще.
Они будут накапливать кубышку. Я веду еженедельную программу на канале Навального об экономике, мы больше года говорим там о том, что они готовят повышение налогов, потому что политически они видят, что можно, и народ проглотит. А второе – это машина перераспределения, у которой разрастающиеся аппетиты, они хотят перераспределять больше. Они находят разные оправдания, всякие эксперты говорят – плохая демография, надо увеличить пенсионный возраст, надо увеличить налоги. Но на самом деле этот монстр требует новых жертв. Это огромная перераспределительная машина, которая будет увеличиваться в размерах, пока все это не лопнет.
Михаил Соколов: Есть такой прогноз Григория Явлинского, почему правительство решило повысить пенсионный возраст так грубо и радикально: чтобы Путин все отменил и спас пенсионеров. Что вы скажете, будет такой маневр?
Владимир Назаров: Мне кажется, что нет. Может быть некое изменение параметров, могут быть дополнительные программы поддержки и семей с детьми, и малоимущих, и безработных. Все можно, но только не отменять решение как таковое. Оно может быть смягчено как угодно, можно любые дополнительные меры делать, но единственный способ ответить на вызов состояния населения – это повышать пенсионный возраст.
Михаил Соколов: Но женщинам с 63 до 60, люди согласны, просят, ладно, мужики потерпим, а женщинам хоть чуть-чуть снизьте. Это разумно?
Владимир Назаров: По идее, наоборот, женщинам надо быстрее повышать пенсионный возраст, мужчинам медленнее, потому что у женщин гораздо больше период и работы после выхода на пенсию, и собственно получения пенсии, и стаж очень маленький.
Владимир Милов: Я согласен с тем, что они могут как-то пытаться смягчать политически. Но линия повышения пенсионного возраста – это стратегическая линия, она лежит в основе всех их расчетов, размышлений.
Михаил Соколов: То есть Путин не спасет?
Владимир Милов: Путин попытается славировать. Но вы видите, как менялась его риторика в последнее время, раньше он отрицал, что будут повышать, а сейчас он: "Понимаете, специалисты говорят". У них это заложено в генофонде, они будут повышать, могут пытаться политически сыграть. Владимир Назаров нам озвучил из недр всего финансового экспертно-правительственного сообщества, откуда эти идеи идут. Они не поменяют свой взгляд. Пока население не бунтует, они будут считать, что можно.
Михаил Соколов: А вдруг взбунтуется?
Владимир Милов: Если взбунтуется – это хорошо, нам давно этого не хватает.
Владимир Назаров: Вам нужны великие потрясения, а нам нужна великая Россия.
Владимир Милов: Мы можем избежать великих потрясений, только если перестанем болтать о великой России, вместо того чтобы ничего не делать, как вы в правительстве.
