Their association, as planned by the Central Bank, will allow the first “Bank of Bad Assets” in Russia, where “FC Opening”, “Promsvyazbank” and “AvtoVAZBank” will be transferred.
Both banks at the end of the first quarter had negative capital in the amount of 167 billion rubles ("Trust") and 413 billion rubles ("growth"). Infusion into these banks will most likely turn into new significant losses for the Russian Central Bank, warns the international rating agency Fitch. Last year, the Central Bank completed with a record loss in its history - 435 billion rubles, of which 400 billion had to be depressed by assets.
Since August 2017, the Central Bank spent on the support of three large banks - “Opening”, “Promswzbank” and “Binbank” - and several smaller 2.6 trillion rubles, the head of the regulator Elvira Nabiullina said in an interview with Reuters in June.
In 2015, Growth Bank was taken for reorganization by Binbank, which since September 2017 itself fell under the financial recovery procedure through the controlled Central Bank of the Consolidation of the Banking Sector (FKBS). It is assumed that a new institution for Russia will work at least three years as a direct investment fund. Currently, the Central Bank estimates the total size of the “bad” assets of 1.1 trillion rubles. Approximately the same amount is estimated by liabilities of the non -core assets fund, which will become his debts to the Central Bank.
Recall that the Bank of “Bad Debts” in world practice is called a credit institution that redeems problem loans and non -core assets from other banks on an overestimated evaluation (and usually at a public account and, accordingly, incurred planned losses to increase the capitalization of these banks.
