The BBC published the content of the testimony given by the chief executive director of Rosneft Igor Sechin during the consideration on April 12 of this year of the appeal about the sentence of the former head of the Ministry of Economic Development Alexei Ulyukaev.

Part of the hearings, including the one in which Sechin testified, was closed from the public. On this basis, the Moscow City Court refused to publish the appeal definition.

Thus, so far the content of the testimony of Sechin has remained unknown.

According to the BBC, Sechin said that Ulyukaev started a bribe during the BRICS summit in the Indian city of Goa October 15, 2016. Three days earlier, Rosneft acquired a state stake in Bashneft. In Goa, when the participants in the event climbed the stairs, Sechin said, Ulyukaev approached him and “asked him to give him a bonus due to the successful privatization of Bashneft's“ shares ”.

Sechin said that this request “caused surprise”, since the decision to privatize was made not by Ulyukaev, who performed his duties, but by the government.

At the same time, according to the head of Rosneft, Ulyukaev noticed him that "he did not need to quarrel with the minister."

Upon returning to Moscow, Sechin’s testimony in the appeal definition is quoted, Sechin “felt that pressure is under the work of work, there are obstacles to effective work, since he did not respond to Ulyukaev’s proposal.” In confirmation of his words, the head of Rosneft showed an official letter of October 21, 2016 signed by Ulyukaev at the meeting.

The document was about the privatization of the state stake in Rosneft. The content of the letter, according to Sechin, testified to the threat of a transaction with other investors.

According to the head of Rosneft, after this letter he "understood about the fundamental position occupied by Ulyukaev" and on the same day spoke about the extinction of the vice president - the head of the security service of the company Oleg Feoktistov, General of the FSB.

It was Feoktistov who found $ 2 million to transfer to Ulyukaev a “bribe”. Immediately after receiving a portfolio with money, the minister was detained.

Ulyukaev was sentenced to eight years of strict regime with a fine of 130 million rubles. He is serving the term in IK-1 in Tver.

The former official did not admit guilt. He insisted that he did not demand a bribe, and in the portfolio, as Sechin himself assured him, there were sausages and wine.

Earlier on Friday, the judge of the Zamoskvoretsky district court of Moscow Larisa Semenova, who sentenced to Ulyukaev,satisfied Feoktistov’s statement about the return of $ 2 million used against the minister.
