"Plato" will wait: the beginning of annual indexation was postponed to July 1, 2019

The Russian government shifted by a year the deadlines for the annual indexation of the Plato Stateista Tariff - from July 1, 2018 to July 1, 2019.

Now the Plato tariff is 1.9 rubles per kilometer. Thus, the preferential size is preserved, which was planned to be canceled back in 2017, the fee per kilometer was supposed to amount to 3.06 rubles.

The order on the transfer of the start of the annual indexation of the amount of the fee levied under the Plato system in the account of damage caused to the roads with heavy vehicles was signed on June 28 by the Prime Minister of the Russian Federation Dmitry Medvedev.

The Ministry of Transport previously stated that the issue of indexing the tariff in the Plato system will be discussed only after strengthening control over violators and providing the first results of this work for carriers. It is expected that this control will be reinforced since July 2018.

In particular, the powers to identify non -payers based on automatic fixation will be transferred from the Ministry of Internal Affairs to Rostransnadzor. The corresponding changes to the Code of Administrative Offenses have already approved the State Duma and the Federation Council. The Federal Center for Automated Fixation of Administrative Offenses of Rostransnadzor must ensure equal control throughout the country, TASS reports.

The Plato system ("Cost for tons") to charge a fee with a freight transport weighing more than 12 tons was launched in the Russian Federation in November 2015. Fares on federal routes are charged both from Russian and foreign transport and sent to the Federal Road Fund.

Payment can be made in two ways: using a route card or on -board device. The funds raised are directed to compensation for harm caused by trucks of public roads of federal significance.

Initially, when launching Plato, the tariff was planned to be set at 3.73 rubles per 1 km and introduce fines for the passage of up to 1 million rubles, but after the first mass protests of the truckers and business appeals, the so -called preferential tariff was introduced - 1.53 rubles per 1 km. It was assumed that from April 15, 2017, the tariff would be raised to 3.06 rubles per 1 km, but later the decision was revised - as a result, the tariff was increased to 1.91 rubles per 1 km.

In October 2017, the Government of the Russian Federation approved an increase in the fine for non -payment by Plato four times - from 5 to 20 thousand rubles.

The last strike of truckers in Russia against the Plato system took place in December 2017. And before that, in the spring of 2017, the All -Russian strike took place, in which up to 10 thousand carriers participated.

The organization "Association of carriers of Russia", which was formed during the struggle for the rights of heavy truck drivers, the Ministry of Justice of the Russian Federation quickly recognized the " foreign agent ".
