In Ulyanovsk, high -profile arrests in the criminal case of fraud in the field of public procurement of drugs were made

Among the suspects are the deputy of the regional Legislative Assembly Igor Tikhonov (in the past - the secretary of the regional political council of United Russia), the general director of the state JSC Ulyanovskfarmasia Olga Kuznetsova and its deputy Evgeny Kogan. After a search in their houses and offices, all three were transported to Moscow, where the Basmanny Court decided on the measure of suppression: Tikhonov and Kogan will be in custody until August 27, Tikhonov - under house arrest. The regional Minister of Health Rashid Abdullov should join them, but after the search he felt ill, he was in intensive care and is being treated in the vascular center of the regional hospital.

The criminal investigation is not engaged in the regional investigative department, but by the GSU SK, which increases the profile of the corruption scandal to the federal. Searches and arrests on behalf of the SK was conducted by the UFSB officers. The case was opened under Part 4 of Art. 159 of the Criminal Code of the Russian Federation - "Fraud committed by an organized group or on an especially large scale."

As stated in the decision to initiate a criminal case, Tikhonov and Abdullov, taking advantage of their position, exerted pressure on the head physicians of hospitals so that they did not purchase medicines independently, but under contracts with Ulyanovskfarmation. According to investigators, the suspects organized electronic auctions for joint public procurement, then the money “under the personal control of Tikhonov” was withdrawn from the accounts of the state -owned enterprises to the accounts of three firms controlled by Kogan. The case appears in the case of a rollback of 10.5 million rubles. State Duma deputy Alexei Kurinin believes that over the past three years, taking into account the volume of purchases for 3.5 billion rubles, the regional budget could bear damage in the amount of up to 300 million rubles due to the fact that the auctions took place without reducing the price.

All this is against the background of underfunding regional medicine, which, according to Kurinnoy, lacks 2 billion rubles a year.

The combined auction at the request of many hospitals is a normal practice that saves when you need expensive medicines, equipment and materials. But in Ulyanovsk there were a lot of such bidding, they included thousands of not interconnected positions, which contradicts the interior meaning, and the winner in most cases “Ulyanovskfarmia” came out. Why - can be seen from the materials of one arbitration process.

In the spring of 2017, the FAS regional department was canceled by a joint electronic auction for the purchase of drugs and medical devices in the amount of almost 590 million rubles due to a lot of violations. The procurement subject included simultaneously goods and services, as well as heterogeneous goods (for example, reagents and scalpels), which excluded potential manufacturers from trading. “If the plant makes syringes, he cannot put robes, shoe covers, needles,” says the head of the UFAS Gennady Silchagov.

The terms of the tender were formed so that only the Ulyanovskfarmacia could win-only this company could introduce a multimillion security deposit due to the enlargement of the lot, only it has roomy warehouses.

According to the law, it was impossible to combine tenders for products, the need for which hospitals is different, indicate specific trademarks without the possibility of replacing with equivalent ones. Often there were no clear characteristics of the procurement objects, which is why it is impossible to understand what product the customer needs, but the price of the goods could fluctuate within the widest limits. Hospitals from the filing of the Ministry of Health challenged the abolition of the auction, the trial was drawn for more than a year, but the Arbitration Court of the Volga District confirmed the correctness of the antitrust.

Different media, with reference to Spark-Interfax, illustrate the Ulyanovskfarmia monopoly in the field of medical procurement with these figures: in 2014, the company won tenders for the supply of drugs and medical devices for a total of 208 million rubles, in 2016-by 1.6 billion rubles, in 2017-by 854 million rubles, and in 2018-for 883 million for 883 million rub. The IDEL. Real publication indicates that the most productive for the company was 2015 - 246 tenders won for 2.2 billion rubles. The regional Ministry of Development of Competition and Economics, the organizer of the auction, for some reason does not appear in the criminal case.

Complicating logistics combined trading, tightening and cancellation due to violations, enlargement of lots and purchase at high prices could cause a lack of drugs and consumables in the hospitals of the region. There are no elementary things in them, up to saline and disinfection. Patients are asked to buy medicines and materials at their own expense. But in the plot of the “Attendant Part” program on the Russia 24 channel of disrupting auctions and the absence of drugs, they accuse the OFAS and Silchagov, and “Ulyanovskfarmatia” there looks like a suffered side.

After the arrests produced, the regional political committee "EP" suspended the membership of Tikhonov and Abdullov in the party. The chairman of the Legislative Assembly Anatoly Bakaev tried to benefit from the situation: “A real struggle against corruption unfolded. We are following the path of cleansing our party. ”

Governor Sergei Morozov publicly admitted that what happened disgraced the power and the entire region and that he was ashamed. “What happened behind my understanding,” he said.

Igor Tikhonov is a longtime associate of Morozov since his work by the mayor of Dimitrovgrad. For each election to the regional legislative, the governor heads the “EP” list, says that this is his team, and now he must be responsible for this. The former deputy chairman of the regional parliament Alsu Balakishiev, convicted in 2016 for a bribe, is from the same team. But in the September elections to the Zorozov Legislative Assembly will again head the “EP” list.

Doctor of Political Sciences Nina Dergunova believes that the governor should bear civilian and political responsibility for the people to whom he gave a particular industry.

“These were his people at the primary stage of selection,” says the political scientist. - Over time, they have a feeling of permissiveness, they hide behind the name of the governor. If the facts of corruption began to increase, it means that the environment has developed in the region - despite the fact that we have a bunch of tips to counteract corruption, there is even an authorized person. ”

The head of the regional executive committee of United Russia, Konstantin Dolgov, believes that political responsibility comes on its own - in the elections.

“The governor cannot be a nanny for adults who know where the line of permissible passes, so you cannot assign responsibility for the crimes of others,” he says.

In Ulyanovsk, a serious imitation of the fight against corruption has unfolded: “The Week of Justice, Consent and Creating” is being prepared, there is a draft governor’s decree “On measures to increase the effectiveness of counteracting corruption”. At the same time, the multi -billion dollar social nutrition market is divided between LLC Alternative and the SPP Trading House: the first company is associated with the deputies of the Legislative Assembly, United Russia Rostislav Edvars and Andrei Tolmachev, the second with businessman Dmitry Ryabov, who is called the “Governor’s wallet”. The FAS management has repeatedly canceled the auctions held by the regional fund of modernization of the housing and communal services: because of the enlargement of the lots that excludes competition, the trading was won by “their” firms. The other day, the UK opened a criminal case against the leadership of the Stroyzazchik municipal institution - for the disclosure of commercial secrets during auctions in favor of specific legal entities. But the official newspaper Ulyanovskaya Pravda reassures: in terms of 100 thousand people, the region is far from the leader in corruption, but the exposure of the "gang of pharmacists" is a "state policy on the approval of law and law and order in the country."
