One hundred fishing ships arranged a sea flash mob, and the governor of Primorye at a meeting with the president told what the fishermen were afraid

On Thursday, July 12, at two in the afternoon, local time, residents of the coastal cities of Russia - from Murmansk to Vladivostok, they heard five -minute alarming beeps of more than a hundred fishing vessels. So the fishermen protested against government plans to deploy 180 degrees the “rules of the game” in the fishing industry.

A week earlier, on July 4, information appeared on the Kremlin’s website that the Russian President held a working meeting with the acting governor of the Primorsky Territory Andrei Tarasenko. A transcript of the beginning of the meeting was also posted there, in which it was published that the head of the region shared with Vladimir Putin his vision of the development of the situation in the event of the implementation of the government’s plans regarding fish industry. And this script is pessimistic.

According to Tarasenko, today players appeared in the industry who buy quotas to catch bioresources, while knowing that they themselves will not be able to master the entire volume of these quotas, but will resell them.

- ... my fish leaves.

It leaves because the rich appear, buy quotas, and the result: I will not have fish soon, because everything will be either in Moscow or in the north.

It turns out that I am losing this fishing, ”Tarasenko emphasized.

An even more alarming situation, according to Tarasenko, may develop with quotas on a crab, due to the fishing and processing of which many coastal villages of Primorye live. The Government of the Russian Federation plans to select half the quotas, once already purchased at auctions, and put them up for new auction. The head of the region told the president about this:

“Coarseers or oil workers do not give their field when a new team comes,” they continue to develop. It is necessary to raise, for example, tax, raise a fee. I agree that this must be done today, but it is impossible to take and give it to a new auction.

Because it was for these quotas that fish manufacturers received bank loans, ordered new vessels, purchased equipment for processing. That is, a system was created and earned that allows you to build long -term plans. And now, overnight, this already debugged and working system is proposed to destroy.

There are two important points that cannot be paid attention to by studying the standard message posted on the Kremlin’s website, which seems to be unremarkable and not different from other official news about working everyday life of the head of state.

The first point is hardware and bureaucratic. The Kremlin’s website is the official resource of the head of state, which means that all materials published on it reflect the position of the head of state. The president’s press service could “sequent” the transcript and not at all upload information about the part of the working meeting at which the conversation about the fishing industry, quotas and government plans came (such reduced reports-the norm). Moreover, in the government these issues were discussed recently, on June 21–22. And, according to our sources, the lobbyists of the “quota turn” managed to convince the government members to change the basic rules by which the industry is working today.

But these rules were established on the personal initiative of Vladimir Putin. Back in October 2015, following a meeting of the Presidium of the State Council, the presidential instructions were formed, realizing which in the summer of 2016 the State Duma made amendments to the Federal Law “On Fisheries and the Preservation of Water Biological Resources”.

But a few years earlier, in 2011, the company "Russian Sea", founded by Gleb Frank and Maxim Vorobyov, came to the industry. In 2014, the company was renamed the Russian Fish -Industrial Company LLC (RRPK). It's no secret that the owners of the LLC have influential patrons. Maxim is the son of the deputy chairman of the Federation Council, the ex-minister of the Ministry of Emergencies Yuri Vorobyov and the brother of the Governor of the Moscow Region Andrei Vorobyov. The main administrative resource of Gleb Frank is his father -in -law - Gennady Timchenko, who has a circle of interests with the president: judo, hockey, skiing, Russian geographical society.

Apparently, it is the patrons of the RRPK who are interested in changing the rules of the fishing market. Back in January, I spoke in detail about the letters that supporters of new crab auctions wrote in the name of the president.

Since the beginning of the lobbying attack, more than nine months have passed. And so, as follows from the transcript posted on the Kremlin’s website, the head of the Primorye Andrei Tarasenko told Vladimir Putin that this was not the president mistaken in 2015, and the lobbyists are now trying to convince him to make a decision contrary to the interests of the fish industry. As a result, the conditions for the appearance of a monster monopoly, which, having unlimited opportunities in receiving bank loans, will be created, will buy all quotas and resell most of them. It can be assumed that this is the signal to the same lobbyists.

This version is also reinforced by the fact that it was Vladimir Putin at a meeting with the governor that Andrei Tarasenko is not a Varangian for Primorye, that he knows the problems of the fishing industry firsthand and not according to the certificates prepared by assistants. Putin’s replica that the head of the region “is well versed in this” was left on the Kremlin’s website.

And this is the second important point that you pay attention to when you get acquainted with the transcript of Putin’s working meeting with Tarasenko.

An alarm about the negative consequences for the industry with the president was shared by a man whose whole life was connected with the sea.

A graduate of the Naval School Andrei Tarasenko served for several years an officer-submariner. After dismissal in the reserve, he worked for more than twenty years in enterprises related to the fishing industry. He headed the “Murmansk Marine Fish Port”, led the State Unitary Enterprise “National Fish Resources”, worked in the Accounts Chamber of Russia, controlling the budget expenses for fishing and water resources, and before appointing the acting Governor of the Primorsky Territory he headed the Federal State Unitary Enterprise “Rosmorport”.

The biography and impeccable reputation of Andrei Tarasenko gave the basis for the violent reaction of fish producers who saw in a message about a working meeting posted at the Kremlin’s website, a signal that was found a bold person who voiced a objective assessment of government plans to change the rules of the game in the fish industry. The fact that this signal will be heard in the government is undoubted. And what conclusions will draw?
