
This strip began in the summer, when, on suspicion of corruption, the head of the Department of Interdepartmental Interaction and Own Safety (UMVISB) of the TFR Mikhail Maksimenko, his deputy Alexander Lamonov and the first deputy chief of the capital of the TFR Denis Nikandrov were detained.
All three were charged with the receipt of major bribes from the king of the thieves' world of Russia Zakharia Kalashov (Shakro Young) - for making an illegal procedural decision on the release of authoritative entrepreneur Andrei Kochuykov (Italian).

The bloody story with a shootout at the Elements restaurant on Rochdelskaya, according to which the Italian ended up in the investigative insulator, was repeatedly covered on the pages of the newspaper.
Nevertheless, we will briefly restore the chronology of events.
At the request of Kalashov, the Italian at the end of December 2015, along with his guards, arrived at the restaurant, where he tried to convince his mistress Jeanne Kim of the need to pay the repair work to the designer Fatima Misikova. In fact, the ultimate goal of these negotiations was not connected with the return of money - the pressure on Kim was to make her rewrite the restaurant to the standers of Marina Goldberg, the wife of Kalashov, who was drawn to Misikova into this story.
While the subordinates of Jeanne Kim unsuccessfully tried to prove their innocence to the uninvited guests, the restaurateur itself managed to get through to her friend, Kazakhstani billionaire Kenes Rakishev. He contacted Iskander Makhmudov in Moscow, who asked to resolve the former KGB officer Eduard Budantsev, who had arisen in the Rochdel conflict, who had been providing similar services in recent years under the sign of the Law Dictatorship of the Law. Budantsev responded to a friendly request and promptly moved to Rochdel. When the negotiations came to a dead end, a military weapon went into the course - two associates of the Italian died from the injuries.
Based on the results of the shootout, several criminal cases were instituted in the Investigative Department of the Investigative Committee for the Central Administrative District in Moscow - on the grounds of the intentional murder of two or more persons and extortion committed with the threat of violence. All active participants in the showdown were in custody.

Soon, these criminal cases were taken for personal control by the leadership of the capital's administration of the TFR-from that moment the investigation began to interpret the actions of the accused in a new way. Budantsev’s actions were retrained to exceed the permissible self -defense, and Kochuykov’s pressure on the owner of the restaurant was called arbitrariness. And while ordinary investigators were forced to make more and more new decrees that change the qualifications of the actions of the parties to the conflict, their leadership led active negotiations on the liberation of Budantsev and Kochuykov with their informal leadership.
If the Senior officials of the FSB petitioned for changing the preventive measure of Budantsev, then representatives of the criminal world of Russia tried to achieve the liberation of the Italian.
Having fulfilled the request of the former, the leaders of the Investigative Committee, apparently, considered themselves competent (maybe, as moral compensation), negotiate with the second.
In his official apartment, Mikhail Maksimenko, who was considered the closest to Alexander Bastrykin and actually responsible for his personal security, complained to his comrade and subordinate Alexander Lamonov, nodding to the deputy chief of the Main Directorate of the SKR Valery Alyshev. Like, he is “brought money by suitcases” (an accurate quote from the negotiation report, today, alas, classified), while employees of their own security management are disconnected from regular cash flows.

To such revelations, Maksimenko encouraged a conversation with businessman Dmitry Symchkovsky, who in recent years has repeatedly resolved many complex criminal procedure issues with the Generals of the Investigative Committee on a commercial basis. But this time the question was much more delicate: the natives of the Solntsevo organized crime group, with whom the Italian and a thief in the Shakro Young law once began to solve his activity, whose problem, whose Italian came to solve his activities to Rochdel, addressed.
The proposals of both sides were transmitted by Dmitry Symchkovsky, who came to Maksimenko, Nikandrov, Drymanov and Alexei Karamarenko, who at that time headed the TFR in TCA. With the latter, Simychkovsky was associated with a long -standing friendship originating in the investigation of the case of smuggling in the Krasnodar Territory, which was investigated by Kramarenko and through which Smimchkovsky passed the accused.
Discussing all these intricacies in the kitchen of his official apartment, Mikhail Maksimenko did not suspect that his conversation was listening
employees of the Office "M" of the FSB (counterintelligence support of the country's law enforcement system). Most of the records in the apartment were classified - and neither Maksimenko nor Lamonov and Nikandrov learned about their maintenance. This spring, Maksimenko was convicted by the Moscow City Court to 13 years in prison with a sentence in a maximum security colony. His deputy lamons and deputy chief of the Main Directorate of the TFR Denis Nikandrov, who concluded pre -trial agreements, had to hear sentences earlier, but the FSB investigative department was in no hurry to transfer the indictment to the Prosecutor General. Now it’s clear why.
The Chekists lacked several elements in order to completely collect the puzzle.
At the end of December, they detained the former head of the Investigative Committee for CAO Alexei Kramarenko, who had time had managed to resign from service in law enforcement and go to work in Rosneft. The testimony of Oleg Sheikhametov, the owner of the Yakitoria restaurants and the Shakro -Military Companion, at whose request he flew to Moscow, and, together with lawyer Vladimir, came to Lubyanka, where he wrote a confession with lawyer, and together with lawyer, was obtained. Sheikhametov admitted that Kramarenko transferred 200 thousand dollars for the liberation of the Italian.

Drymanov’s delay turned out to be much more difficult.
Unlike Sheikhametov, Dmitry Symchkovsky categorically refused to fly to Moscow from London. The arrest was also prevented by the fact that Drymanov belonged to the nomenclature of the president - his appointment, on the proposal of Alexander Bastrykin, took place by the personal decree of the head of state. Finally, Alexander Ivanovich himself also got into whose exceptional powers there was a criminal prosecution of his own subordinates: having lost almost all of his environment in just six months, he categorically opposed Drymanov’s arrest, but even his dismissal. Therefore, the Chekists limited themselves only to the production of two searches in the office of the head of the State Medical University of the Investigative Committee in Moscow and his interrogation as a witness.
But at the beginning of the summer, the Lubyanka, unlike the technical lane, was well aware that the change in the procedural status of Drymanov was a matter of time, since in May, the FSB department of the FSB was declassified new results of operational and technical measures. So the FSB decided to open new cards - the records of negotiations now the head of the Main Directorate of the Investigative Committee of the Investigative Committee in Moscow, who, like most of his colleagues, mistakenly believed that Kazus Maksimenko with a wiretap of his apartment was nothing more than an exception.

The president who reports on the progress of the criminal investigation into corruption in the Investigative Committee literally online, apparently, he considered it correct to suspend further escalation - the beginning of the home football championship, which required the marginal concentration and mobilization of the entire law enforcement bloc, was approaching.
Now, at the end of the mundial, the dismantling of the law enforcement system is obviously renewed.

Until the end of this summer, Alexander Bastrykin, according to some reports, will lose his position, and the TFR will go into the direct subordination of the Prosecutor General.
The Chekists fulfilled this political attitude and are now proceeding to the new one - the stripping of the top leadership of the FCS, which will be followed by new arrests, now inside the Lubyanka itself.
