The Ministry of Defense wants to include cars in the list of equipment that can be transferred to the army in the case of martial law. The newspaper Izvestia writes about this on Tuesday. The department has already prepared a draft amendments to the order of the Minister of Defense dated March 14, 2014 No. 151. Now he undergoes a procedure for interagency approvals and an anti -corruption examination.

The document, which Izvestia got acquainted, offers to include in the list of vehicles to be accounted for in military commissariats, all car of the M1 category. It includes all passenger cars having no more than eight places besides a driver’s.

At the same time, the text of the order notes that, first of all, the defense department is gathered to mobilize domestic cars, which are already in service, such as UAZ-469, UAZ-3151, UAZ-2966, UAZ-3163 (Patriot). Foreign all-wheel drive SUVs mobilize as a last resort, but such expensive cars are still included in them. Like Toyota Prado or VW Touareg.

Now in Russia there is a norm according to which, in the event of a martial law, buses and trucks are subject to mobilization. It should be noted that martial law is introduced, according to the law, in the event of external aggression or the threat of an attack by a foreign state.

The draft order also clarifies that the cars will return to their owners, as soon as the part from the reserve of the Ministry of Defense will enter the newly formed in connection with the military situation. Moreover, the owners have the right to count on compensation, the amount of which will depend on the deadline for using the car and the damage received by it.

Although the probability of the introduction of martial law in Russia is still quite small, the new rules, if accepting, will still affect all car owners in peacetime. All cars should be on strict accounting, in the military registration and enlistment offices for each car a cards of the technical condition will be indicated, which will indicate the possibility of operating the vehicle without preliminary repair, the latest inspection data and the availability of OSAGO policy. However, all these data will be transferred to the Ministry of Defense not the car owners themselves, but the traffic police.

Data on the machines that are owned by the legal entities will transfer not only the traffic police, but also Gostekhnadzor, Rosstat and the tax service.

In addition, it is proposed to put mobile compressor and electric stations, as well as power units for military registration - they will need armed forces for organizing basic field camps and power supply systems of weapons.

The mobilization system of civil vehicles existed in the Soviet Union. All cars on balance and enterprises or ownership of citizens were put on special records. If necessary, not only the Waziki foresters, but also the Volga would go to the army.

Note that now drivers are obliged to provide their car at the request of doctors in order to deliver the patient or wounded to the nearest first -aid post, as well as law enforcement officers, if the vehicle is needed to pursue criminals. True, judging by reports in the media, in Russia, such a temporary confiscation is almost not practiced.
