After a month and a half, I receive an answer from the Foreign Ministry. For some reason, with the stamp "for official use" (!). The letter was given to me to read and taken to the archive of our office. Having reported that it is impossible to send it anywhere.

The degree of his stupidity is probably the only reason for the “chipboard” vulture: well, they don’t want in the Ministry of Foreign Affairs that this stupidity becomes obvious to everyone. I note: the conditions for classifying information to information constituting an official secret, the obligation to comply with the confidentiality of such information, as well as the responsibility for its disclosure, must be established by the Federal Law (Article 9 of the Federal Law "On Informatization, Information Technologies and Information Protection"). There is no such law. But there is article 29 of the Constitution. And in general - what is the service secret in response to a deputy request?
So what does the Foreign Ministry write about?
First. Indeed, Zingeris is prohibited from entering Russia. Within the framework of the “response measures for the unfriendly actions of Lithuania,” which banned a number of Russian politicians and officials entry into the country (as far as I know - within the framework of the “Act of Magnitsky”, as guilty of violations of human rights). Zingeris did not violate human rights, did not organize and did not organize and did not cover in lawlessness, but it is impossible for him to Russia.
Second. PACE Logic: in 2014-15, she adopted resolutions that limited the powers of the Russian delegation, because of which she has not been constantly involved in the work of PACA since January 2016, since the visits of the PACE speakers to Russia are not “not implemented”.

Russia, as it is easy to guess, has not fulfilled any of the provisions of these resolutions PACE. After that, the powers of the Russian delegation were limited. However, as already mentioned, Russia is a member of the Council of Europe. How to prepare a report without visiting Russia?
Of course, you can understand Russian officials and diplomats. How is this - some kind of Zingeris will come, and begin to ask the prosecutors - why is this, for example, at the time of the murder of Nemtsov, all cameras on the Big Moskvoretsky Bridge suddenly refused?
Or - why in the country with the huge powers of the "security forces" they could not detain a person who could well be the organizer of the murder, but disappeared in Chechnya and was inaccessible to the "organs"?
Or - to what extent were the result of the version of revenge Nemtsov for his political views, activities and statements, including revenge on the part of the first persons of the state?
It’s easier not to let Zingeris into Russia - and there are no problems. And there are no inconvenient questions and undesirable answers. Moreover, you can’t take any subscriptions from it.
A stigma in a gun is the main reason for the ban on Zingeris to enter Russia. It is very scary to allow an independent investigation into the murder of Nemtsov. For his true picture may be revealed.
